1. Executive summary


The Dissemination Plan, Deliverable 7.1, details the dissemination and communication strategy used within the Odyssey project. The Plan is regularly updated in response to knowledge gained from the project's activities.
The specific aims of this plan are to promote knowledge sharing, greater targeted awareness, transparency, and education amongst Odyssey stakeholders, as well as further afield. The targeted outcomes of the Dissemination Plan are to promote academic excellence, industrial competitiveness and improvements to interoperability between ballistic technology providers.

This Dissemination Plan seeks to generate an effective flow of information and publicity about the objectives and results of the work of the project to a wide audience of both new, as well as established partners. The project's contributions will strive to develop European knowledge and scientific excellence and strengthen the value of collaboration on a European scale.


Sheffield Hallam University is responsible for the following deliverables which will lead to the further development of the Dissemination Plan and the identification and monitoring of the most appropriate tools for the project:

MIP Consorzio Per L'innovazione Nella Gestione Delle Imprese E Della Pubblica Amministrazione, as Work Package 7 Leader, are responsible for the overall dissemination process and the following deliverables:

  • T7.3 Training activities

  • T7.4 Exploitation strategy

All partners are involved in dissemination and regularly co-operate in the plan's progression and provide individual contributions about activities. Regularly updates are also made in order to monitor partner achievements, ensure quality and meet requirements.

2. Introduction


The Odyssey project's Dissemination Plan is a significant strategy for the Consortium, potential users and future partners as activities identified within the plan have the potential for significant influence on how successfully the project's results are exploited.

The Dissemination Plan outlines the goals and objectives of the strategy and provides a list of appropriate dissemination tools used during the project lifecycle. It illustrates the wide-ranging dissemination methods used within the project and points up the networking and promotional activities planned, as well as reporting on activities already undertaken.



The document also includes the Dissemination Material Release Policy and defines the role of the Security Committee.

















3. Dissemination strategy

3.1 Dissemination methodology


The dissemination methodology aims to communicate Odyssey's results to primary stakeholders within Law Enforcement agencies across Europe, as well as obtain greater participation and exposure at a wider European level.

3.2 Objectives


This ethos can clearly be found within the Odyssey dissemination objectives which strive to:

  • Disseminate knowledge to European Law Enforcement agencies

  • Facilitate take-up of the developed technology by non-partner EU LEAs

  • Inform target audiences of the existence of the project - benefits, usage and application in the fight against gun crime and terrorism

  • Organise a series of workshops and seminars to demonstrate technical capability

  • Develop the Odyssey website to provide general public information about the project

  • Organise potential customers, users and collaborators for a full product launch as ODYSSEY launch/commercial plans are finalised

3.3 Odyssey Stakeholders


As part of the development of the Dissemination Plan, Odyssey partners have defined project stakeholders and identified tailored communication needs for each stakeholder. These requirements can be characterised under three main types:

  • Mandatory communication (including regular Status Reports, statements of compliance with legal requirements, such as privacy legislation, financial reporting, etc…)

  • Structured dissemination of information to relevant parties. This information is sent to stakeholders, but is also available via the Odyssey website and in other ways that require stakeholders to take the initiative and participate in active communication

  • Informing relevant Governmental agencies across European Member States

The Consortium has identified the project stakeholders as:

  • European Law Enforcement agencies

  • Active researchers in the field of ballistics, crime, terrorism prevention and detection

  • Relevant standards bodies such as ISO, CEN

  • European companies exploiting this technology in the areas of metrology, knowledge bases, data security

3.4 Dissemination Impact


A range of dissemination activities will take place throughout the lifetime of the project with the aim of:

  • Increasing awareness and support for building the future ODYSSEY take up

  • Early market penetration, user awareness and education and first stage contact with potential users

  • Promotion of the real benefits of the technology and understanding of the benefits of the fundamental sharing of ballistics information

3.5 Dissemination Strategy Phases


At the start of the project, 4 distinct phases were envisaged for the Dissemination Strategy:

Phase 1: Initial awareness:

The Consortium will decide on concrete actions for development of an integrated communication plan. The first step is the decision concerning what to communicate (ideas, partial results, all results, step-by-step results, generic information and technical information). As part of the project marketing process, the Consortium will specify project branding (logo, website, and all associated tools).

The objective of this first phase is to create an initial awareness to potential users and stakeholders across the European Union.

Phase 2: Bring about approval:

Having determined the communication mechanism, the Consortium will define the initial activities for approval in the project with the stakeholders. The goal is to engender awareness across a wider range of EU stakeholders. The Consortium will refine the website, publish a project brochure, issue the first releases and attend selected events. The objective of this second phase is to bring about approval and acceptance of the project.



Phase 3: Pre-product launch:

Dissemination activities will focus on informing the selected target users of the ODYSSEY project benefits. The information in this phase will have a greater depth to ensure take up of the technology at the appropriate stage. Via a series of workshops and round-table discussions the Consortium will endeavour to reach its target users. The objective of this phase is to target interested users and producers of the technology.



Phase 4: Product launch:

Dissemination activities will intensify in this phase to reach the defined users. In addition, effort will be concentrated on establishing new users of the technology for example, EU accession states.

The Consortium will increase its activities for example, with press releases, publications, media briefings, and technical publication in relevant scientific and trade journals.

The objective is to increase information output and communication to conclude the dissemination phase, and find real final users for the project.
