JHRA used ANP armed escorts for road missions and additional security for large events. Security did affect programming as Mission planning consumes large amounts of time and coordination between various agencies. Workshops at the district level have been postponed due to security advisory. Data collection on State and non-State cooperation in the justice sector could not take place in Herat.
