Coastal Barrier Resources

OFFIAL CBRS MAPS: The John H. Chafee Coastal Barrier Resources System (CBRS) is a collection of specific units of land and associated aquatic habitats that serve as barriers protecting the Atlantic, Gulf, and Great Lakes coasts. The CBRS currently includes 585 System units, which comprise nearly 1.3 million acres of land and associated aquatic habitat. There are also 274 "otherwise protected areas," a category of coastal barriers already held for conservation purposes that include an additional 1.9 million acres of land and associated aquatic habitat. In the early 1980s, Congress recognized that certain actions and programs of the Federal Government have historically subsidized and encouraged development on coastal barriers, resulting in the loss of natural resources; threats to human life, health, and property; and the expenditure of millions of tax dollars each year. To remove the federal incentive to develop these areas, the Coastal Barrier Resources Act (CBRA) of 1982 and subsequent amendments designated relatively undeveloped coastal barriers along the Atlantic, Gulf of Mexico, Great Lakes, U.S. Virgin Islands, and Puerto Rico coasts as part of the John H. Chafee Coastal Barrier Resources System (CBRS), and made these areas ineligible for most new federal expenditures and financial assistance. CBRA encourages the conservation of hurricane prone, biologically rich coastal barriers by restricting federal expenditures that encourage development, such as federal flood insurance. Areas within the CBRS can be developed provided that private developers or other non-federal parties bear the full cost.

Under the Clean Air Act, EPA sets limits on how much pollution can be in the air. These pollution limits are called National Ambient Air Quality Standards (NAAQS). There are NAAQS for six common air pollutants: particulate matter (also sometimes called PM2.5 and PM10, or particle pollution), ground-level ozone (O3), carbon monoxide (CO), sulfur dioxide (SO2), nitrogen oxides (NO2) and lead (Pb). THE CLEAN AIR ACT: The Clean Air Act requires EPA to review its standards every five years to ensure they still effectively protect human health and the environment. EPA sets the standard based on scientific evidence, and is not allowed to consider the cost of pollution controls when setting them. The standards are based solely on health. When an area's monitored air pollution exceeds the NAAQS a certain number of times, EPA designates it as a nonattainment area. This designation is determined by a formula that uses the number of times the standard is exceeded each year. The formula includes three years of data to ensure that an area isn't designated as nonattainment because of one unusual year. See Air Quality Designations.

Washington chose to rely on our existing state regulatory framework to address coastal zone issues rather than draft a new, all-encompassing piece of legislation. Because of this, Washington does not have a stand-alone program for coastal zone management. Endangered Species

Section 7 of the Endangered Species Act (ESA) mandates that federal agencies ensure that actions that they authorize, fund, or carry out shall not jeopardize the continued existence of federally listed plants and animals or result in the adverse modification or destruction of designated critical habitat.
