1.11Statistics and data collection and monitoring

Regarding statistics and data collection, a number of surveys that produce data on disability, directly or indirectly, have been conducted in the EU. However, only a handful of them are disability-specific.


On the basis of the 1998 Council Regulation on the organisation of a labour force sample survey in the Community (now Union) (document 11.01), Eurostat is provided with yearly employment data from the Member States. In addition to the main survey, a programme of so-called ‘ad hoc’ modules covering various subjects is drawn up annually. The last ad hoc module on the employment of disabled people was conducted in 2011 (document 11.04), the results of which became available in 2014.72 The survey collected information from working age people living in households about their longstanding health conditions and limitations, occupation, use of personal assistance and need for reasonable accommodation measures.
Since 2003, the Survey on Income and Living Conditions (SILC) (document 11.02) has been conducted in all Member States to collect information on living conditions, poverty and social exclusion of people over the age of 16 who live in households in Europe. The last survey conducted in 2012 on housing conditions (document 11.05) includes questions on physical accessibility regarding basic needs, such as grocery, banking, postal services, healthcare and schooling for respondents with disabilities.
The latest wave of the European Health interview Survey (EHIS), which is conducted every five years, as provided by a European regulation (document 11.03), ran in 2014 (document 11.07). it covers health status, chronic conditions, limitations in daily activities, physical and sensory functional limitations, among other things.

The European statistical programme 2013 – 2017 (document 11.06) includes an objective to provide ‘statistics on key areas of social policy where the citizen is the centre of interest’. Disability is one of the key areas under this objective.

Physical accessibility must be assessed in terms of infrastructure and equipment for respondents with disabilities: depending on the ease of access to services within the household by a disabled household member, the housing is qualified as easily accessible or not.
