Risk Characterization In the risk characterization phase, risk is estimated through the integration of exposure and stressor-response profiles by discussing lines of evidence and determining ecological adversity for the particular situation in the Ob River. Additional, more specific information on the fish and wildlife receptors, the movement of oil and sediments in the flood plain, and the characteristics of the oil will be required. In the final phase a report is prepared for the risk managers and the public.
