Obama Gets Credit/Blame


Obama will get the blame for all policies passed this year – the hill is too polarized for any blame deflection.

This may be the only practical course. Obama’s call for compromise and change in how Washington does its business was quickly rebuffed by both parties in Congress. Both Democrats and Republicans have political needs and authentic ideological priorities that matter a lot more to them than whether Washington is a civil place. Implicit in Obama’s lessons-learned appraisal from the stimulus battle is also a new realism about his own party. His initial decision to give House Speaker Nancy Pelosi and the liberal House Democratic caucus so much leeway in drafting the stimulus bill allowed Obama to be tarred with some of the most controversial items in the package. Going on the road means he is able to soar over Pelosi’s head as well as Republicans. The Washington climate, which led to a party-line vote on the stimulus, has big political implications: It means that Obama will have sole ownership — whether that means credit or blame — for all the massive changes in government he envisions over the coming year.

Presidents are the focal point of politics – they get the credit/blame.

Stay with us. Blitzer: Welcome back. Time now for Bruce Morton's essay on the struggle for balanced coverage on the cable networks. Morton: The Democrats have written the three cable news networks -- CNN, Fox and MSNBC -- complaining that the Bush administration gets much more coverage than elected Democrats. They cite CNN, which they say, from January 1 through March 21, aired 157 live events involving the Bush administration, and 7 involving elected Democrats. Fox and MS, they say, did much the same thing. The coverage gap is certainly real, for several reasons. First, since September 11, the U.S. has been at war in Afghanistan, so the president has been an active commander in chief. And covering the war, networks will often air whatever the president says, even if he's praising the Easter Bunny. Plus, the White House press secretary's briefing, the Pentagon's, maybe the State Department's. Why not? It's easy, it's cheap, the cameras are pooled, and in war time, the briefings may make major news. You never know. But there's a reason for the coverage gap that's older than Mr. Bush's administration. In war or peace, the president is a commanding figure -- one man to whose politics and character and, nowadays, sex life, endless attention is paid. Congress is 535 people. What it does is complicated, compromises on budget items done in private, and lacks the drama of the White House. There's a primetime TV show about a president. None about the Congress. If a small newspaper has one reporter in Washington, he'll cover two things, the local congressional delegation and, on big occasions, the White House. So the complaining Democrats have a point, but it's worth remembering that coverage of a president, while always intense, isn't always positive. You could ask the Clintons. 9 Presidents will always get more coverage than Congresses. They're sexier. But it won't always be coverage they like.

Given the popular image of presidential power, presidents receive credit when things are perceived as going well and are blamed when things go badly. Unfortunately, American politics and the policy process are incredibly complex and beyond considerable presidential control. With so many complex issues and problems to address – the debt problem, the economy, energy, welfare, education, the environment, foreign policy – this is a very demanding time to be president. As long as presidential promises and public expectations remain high, the president’s job becomes virtually an impossible task. Should success occur, given the lack of presidential power, it is probably not by the president’s own design. Nonetheless, the president – the person perceived to be the leader of the country – will be rewarded in terms of public prestige, greater power, and reelection (for him or his successor). However, if the president is perceived as unsuccessful – a failure – this results not only in a weakened president but one the public wants replaced, creating the opportunity to challenge an incumbent president or his heir as presidential nominee.

A president’s actions shape his/her ability to achieve legislative priorities

We argue that the more important effect of Congress occurs because presidents anticipate how the use of force may affect the larger congressional environment in which they inevitably have to operate (Brulé, Marshall, and Prins 2010). It may be true that presidents consider the chances that Congress will react to a specific use of force with countervailing tools, but even more importantly they anticipate the likelihood that a foreign conflict may damage (or advantage) their political fortunes elsewhere—in essence, the presidential calculus to use force factors in how such actions might shape their ability to achieve legislative priorities. To be clear, presidents can and do choose to use force and press for legislative initiatives in Congress. Taking unilateral actions in foreign policy does not preclude the president from working the legislative process on Capitol Hill. However, political capital is finite so spending resources in one area lessens what the president can bring to bear in other areas. That is, presidents consider the congressional environment in their decision to use force because their success at promoting policy change in either foreign or domestic affairs is largely determined by their relationship with Congress. Presidents do not make such decisions devoid of calculations regarding congressional preferences and behavior or how such decisions may influence their ability to achieve legislative objectives. This is true in large part because presidential behavior is motivated by multiple goals that are intimately tied to Congress. Presidents place a premium on passing legislative initiatives. The passage of policy is integral to their goals of reelection and enhancing their place in history (Canes-Wrone 2001; Moe 1985). Therefore, presidents seek to build and protect their relationship with Congress.

Presidents rely heavily on Congress in converting their political capital into real policy success. Policy success not only shapes the reelection prospects of presidents, but it also builds the president’s reputation for political effectiveness and fuels the prospect for subsequent gains in political capital (Light 1982). Moreover, the president’s legislative success in foreign policy is correlated with success on the domestic front. On this point, some have largely disavowed the two-presidencies distinction while others have even argued that foreign policy has become a mere extension of domestic policy (Fleisher et al. 2000; Oldfield and Wildavsky 1989) Presidents implicitly understand that there exists a linkage between their actions in one policy area and their ability to affect another. The use of force is no exception; in promoting and protecting U.S. interests abroad, presidential decisions are made with an eye toward managing political capital at home (Fordham 2002).

As the political scientist Richard Neustadt observed in his classic work, Presidential Power, a book that had great influence on President John F. Kennedy, the essence of a president's power is "the power to persuade." Because our divided constitutional system does not allow the president to lead by commanding, presidents amass power by making strategic choices about when to use the latent authority of the presidency to move public and elite opinion and then use that added prestige as clout to move Congress. In one of Neustadt's classic case studies, Harry Truman, a president widely considered a lame duck, nonetheless persuaded the broad public and a Republican Congress in 1947-1948 that the Marshall Plan was a worthy idea. As Neustadt and Burns both observed, though an American chief executive is weak by constitutional design, a president possesses several points of leverage. He can play an effective outside game, motivating and shaping public sentiment, making clear the differences between his values and those of his opposition, and using popular support to box in his opponents and move them in his direction. He can complement the outside bully pulpit with a nimble inside game, uniting his legislative party, bestowing or withholding benefits on opposition legislators, forcing them to take awkward votes, and using the veto. He can also enlist the support of interest groups to pressure Congress, and use media to validate his framing of choices. Done well, all of this signals leadership that often moves the public agenda.
