AC. Towards productivity convergence: Trade, financing and technology for small-scale enterprises

Implementing entities: ECE jointly with ESCAP, ESCWA, ECA, ECLAC, and UNIDO

Duration: 2012 – 2015

Objective: To strengthen capacities of developing countries and countries with economies in transition to attract investments in energy efficiency and renewable energy projects in the context of climate change mitigation and sustainable development.

Consultants

International consultants ($70,000): Two international consultants will prepare four case studies under activity (c); 12 work-months x $5,000 per month) = $60,000; and training materials under activity (d); (2 work-months x $5,000 per month) = $10,000;
National consultants ($78,000): Will participate in the preparation of the case studies under activity (c): (4 work-months x $5,000 per month) = $20,000; and assist in the organization of the national training workshops under activity (e): (4 half work-months x $5,000 per month) = $10,000; Two international consultants and four national consultants participate as trainers in the four workshops under activity (e); (4 half work-months x $5,000 per month) = $20,000; and present technical findings at the two high-level forums under activity (f): ($3,500 per person x 8 individual missions) = $28,000
Consultant for final evaluation: $12,000
General temporary assistance

Hiring of a statistical assistant to help in the development of integrated data bases and preparation of the case studies under activities (c)and (d): (10 work-months x $3,500 per month) = $35,000


Travel of staff

To participate in the field missions in the context of the preparation of the case studies in support of activity (c), to attend the four national training workshops in support of activity (d) and provide advisory services upon request. Travel of staff from UNCTAD, ILO and ESCAP to 4 workshops and 2 sub-regional meetings ($3,500 per person x 23 individual missions) = $80,500


Contractual services

In support of activities (d) and (g): Will be used for the translation of training material from English to Spanish


Operating expenses

To finance the edition of documents and publications $10,000; and printing and distribution $14,500 in support of activities (d), (e), (f) and (g)


Seminars and Workshops

This should finance the national training workshops (activity e): (4 workshops x $ 25,000) = $100,000 and the organization of two sub-regional high-level meetings (activity f): travel of participants to sub-regional meetings: (2 meetings x $80,000) = $160,000

AD. Towards a Low Carbon Economy in Latin America: Policy Options for Energy Efficiency and Innovation

Objective: To strengthen the capacity of Latin American and Caribbean national governments to establish a path to low-carbon economic growth, through energy efficiency policies and measures, with particular attention to innovation policies.

General Temporary Assistance

To support four training workshops in the Latin America and the Caribbean (LAC) region and one workshop in the European region, the development of a regional network of energy efficiency practitioners in participating countries, and a regional meeting on low carbon economic recovery and growth in support of activities (e), (g) and (h): (10 work-months x $3,000 per month ) = $30,000


Consultants

In support of activity (d): It is relevant to underline the difference in scope and objective of international and national consultancies: the former will be mainly dedicated to transferring the knowledge and expertise regarding the state-of-the-art in modern energy efficiency policy instrument. The latter, will take advantage of this knowledge transfer and focus their action in supporting the creation and management of national databases:


International consultants ($100,000): For the construction of a database to evaluate the results of energy efficiency initiatives, the construction of a database to evaluate the impact of alternative public policies, training workshops in 4 countries of the LAC region and one workshop in the European region in support of activities (a) and (e): (12 work-months x $5,000 per month) = $60,000; For the estimation of the "capturable potential benefit" of energy efficiency policies (activity b) (4 work-months x $5,000 per month) = $20,000; For the provision of technical assistance to four countries in support of activity (f) (4 work-months x $5,000 per month) = $20,000;
Consultant for final evaluation: $12.000
National consultants ($60,000): For the construction of a database to evaluate the results of energy efficiency initiatives and the construction of a database to evaluate the impact of alternative public policies activity (a): (14 work-months x $3,000 per month) = $42,000; For the estimation of the "capturable potential benefit" of energy efficiency policies in support of activity (b): (2 work-months x $3,000 per month) = $6,000; For the development of the databases mentioned in support of activity (a) coordinated with national authorities in four countries and two countries in the ECE region in support of activity (d): (2 work-months x $3,000 per month) = $6,000; For the development of a regional network of energy efficiency practitioners in participating countries in support of activity (g): (2 work-months x $3,000 per month)= $6,000
Travel of staff

Travel to support the construction of databases, to evaluate the results of energy efficiency initiatives and evaluate the impact of alternative public policies on income, training workshops in 4 countries of the LAC region and one workshop in the European region, provision of technical assistance to 6 countries on the design and implementation of low carbon policies, a regional meeting to promote regional collaboration and information exchange on low carbon economic recovery and growth in support of activities (a), (d), (e), (f) and (h): ($3,500 per person x 26 individual missions) = $91,000


Operating expenses

Publication of a document containing the main findings of the project in support of activity (c)


Seminars and Workshops

Training workshops in four countries of the LAC region and one workshop in the European region in support of activity (e) 5 meetings. It is expected to count on an average of 15 to 20 local participants (no travel cost) at each national workshop, with an average of operational expenses of $8,000 per workshop (4 workshop x $ 8,000) = $32,000. These costs are mainly related to the rental of conference venue and related expenses. In the case of the workshop that will be carried out in a European country (most probably, Belgium), the number of Latin American participants which will travel to Europe would be 12 (12 participants x $4,000) = $48,000 plus $10,000 in conference-related expenses (total for the European workshop) = $58,000; A regional seminar/workshop on low carbon economic recovery and growth under activity (i): Is it s expected to host 20 high-level governmental representatives from 10 region’s countries, financing their travel and per-diems (20 participants x $3,000) = $60,000 plus local conference-related expenses of $14,000 (total for the regional seminar) = $74,000
