Mr. Eckert can I ask you a question. When I was on the Deltona city commission I had to resign for this position. Can you contrast for me how this would be different than pa tha. I see plus and minuses on this. I see potentials of bad relationships after an election coming into play. I'm not sure having this or not having this would change that. Fo f you have -- can you contrast?
The requirement f resign came -- it was at a time when you -- resignation would have taken this office had you been successful. Of course you were. That drives from a different source. The ordnance that you have in place is, in my view, constitutional. Not require bid charter -- required by charter any longer. Was at one time a broader prohibition removed from the charter because it was over inclusive. Still lawful policy if you choose to retain it. And subject to change if you wish to do so as some have said they desire to do so today.

I'm here be your economic development director Rob Ehrhardt. What we have before you is an amendment to the existing agreement with team slush sha going back to 2010 with extends agreement for three years. Only funds the agreement for one year. We will come back nen next year requesting funding and the -- and the following year as been our tradition. This is an extension of the agreement in funding for one year. I can tell you from our perspective we've had great success and moving in the right direction. Keith Oran -- leadership and state of Florida. Miami Airport and Jacksonville. We were up there. These are things that the public second -- sector cannot do by itself. No way me as a county employee can fly to Paris to go to the air show. The private sector dollars are fundings these activities. Yesterday we had the pruf ledge being the w the central Florida -- with speed way and -- we are really getting on the map in the region. We got our act together locally. We are now becoming a regional player and mega regional player. We're happy to interview Keith minoritien and acknowledge -- Norton and let him walk through his presentation.
Thank you. Keith Norton. Team Volusia. I appreciate this time to update county council this morning. Just wanted to talk about our public and private sector investment from our institutions of higher education. As you can see public dollars are at 47% of our total budget. I'm very proud to say we have increased our investor community alone this year by eight new investors. We will be announcing two new ones at our board meeting this coming Tuesday. Plus an upgraded investor to board level this coming Tuesday. The private sector is fully engaged. I have the next slide that shows our historic investor engagement from 2011. We have increases our private sector investors by 35. Making 85% increase of investors since 2015. The red line, of course, our private sector investors. I'm proud to say in 2014 we added the city of Daytona beach shores and 2015 at the sective committee level we added the ste of edge water. Our private sector is fully engaged. If I may have approval, I would like like to recognize those in the audience that are fully engaged. Would you all stand please? Thank you. This is -- you can see I'm joined by my chair John as well as Lisa Ford-Williams our vice chair. I'm excited about the leadership we have and the engagement we have from the private sector as well auz the public sector. Very proud. As you know last year we reached and exceeded our three year approved goal that was laid down by the board. This year we achieved our job reuation goal and -- creation goal and payroll goal. We have a few more months to gather capital investment to achieve that goal that was laid down for our 2015 goal. Very pleased with the announcements that have occurred and that are pending. As you know it's very important for networking and in front of enterprise Florida. As Rick Carl said we're also in front of the -- a seven county region, which I serve on the board. It's important for us to be seen by enterprise Florida. On the left side of the slide you can see the activities we've participant #d in with interprize Florida. Here and around the U.S. and abroad we've invited bill Johnson the secretary of commerce here and the COO here to just kick is if t -- kick the dirt and see what we have to offer. We are also an active participant and investor of the team marking partnership. Allows the state of Florida to advertise and market around the country and world. On the right side you can see our 2015 time Volusia EDC out reach 37 various targeted activities. The list on the right side is just year to date. We have more planned. Mr. Carl mentioned the fact that we did participant in the Paris air show. We were asked by enterprise Florida to exhibit in the -- the booth was next to Miami and MInternational Airport and beside Jacksonville USA. We were deemed as a player in Paris. The actual pavilion was opened by governor Scott secretary of commerce and the senior leadership of enterprise Florida. They see us as a player in the realm of Florida. Air Space and Aviation is very important to the state and Volusia County with our as sets we have here. Our available land at Daytona deech International Airport. Price Warehouse Cooper ranked us number one. I'm happy to assist and support the kwoent this very important -- county with this very important sector. I had 12 scheduled appointments while I was will there. I had two calls with project blue sky which was a very important project we had visit last year. Of note we had many appointments with Brazil. Brazilian companies are very drun our community because of the location of the em bri air facility in Melbourne. Our pipeline continues to be strong. The 12 leads we are working through from Paris. We had one compensate visit the week after I met with them in Paris. They got on a plane and came to Florida and visited Volusia County. We have one more plan and we're working through the rest of the pipeline as you know our whole purposess a sales organization is to start with leads, make them projects and drink -- bring them to the later stages and notions -- negotiations. Manufacturing includes aviation aerospace. Right now we have 15 projects with 2 # 43 jobs potential. I tank you for your attention today. It's been a great year for us. I look very much forward to the future of our great community.

One of the good things about sitting on the team Volusia board for the last three years instead of alternating off is you get a feeling ooefr three-year period of what is going on and see what's happening. I'm really pleased with what's been happening. Keith has done Don a fantastic job for us. I hear glowing reports when he's out because he goes out and represent it is county and team Volusia in putting forth what we have in our assets and our abilities here in this county. I'm really pleased with what's going on. It's a very competitive business. Very. A lot of people out there that are doing kind of a half way of doing it and some full bore putting more money than we are. It's being in the sales business for 38 years, you're constantly prospecting. Always looking. If you're not looking, you might as well get out of the business. With that I move approval the 4 agreement -- and fiscal year 2015-16 funding. Amount of $215,000.

There are other folkses that have doubts also. I'm a believer. You're doing great work. Volusia County is booming. We're not were we're going to be in the tuch. With your work and the collaboration going on in this county and around the state and the country I think that we are moving well in the right direction and the funding that we're providing is money well spent. I applaud you and your team for this great effort. Mr., Mr. Chair.

Thank you. I was fortunate enough to spend part of the afternoon, evening with team Volusia and Mr. Ehrhardt and which he is nut in the -- ak cladz to you what I heard among your peers. Volusia is very highly regarded and collaboration council man Ms. Cusack is strong right now. We're electronic. Our Chambers or municipalities our governments. One word I heard yesterday. What businesses want stable environment. Stability. The strength of Volusia County at this point in time I believe now more than ever is we're stable. You're a key part to that Mr. Norton. I thank you with working with me on some issues. Your forthrightness and professional. I think we're going to do big things. Mr. Norton who was with us give you an update and thank you, Mr. Ehrhardt for making this happen too. Yesterday I was able to speak to the governor and give him the invitations to bring enterprise Florida oos to Volusia County and the response I got was we're going to make this happen. At some point Volusia County will be on the schedule and you'll be forefront with that and getting this scheduled. It's an honor to be with you and see you in your element and how you navigate. You represent us well and thank you for all you do and team Volusia. Another interesting thing. Be proud of this and part of thp I was listening to team Florida yesterday. Looking at their numbers and their partnership public and private. They got nothing on us. This is a statewide organization. Team Volusia, their partner contributions, private and public a little over $1 million. Team Volusia right under $1 million. For us to go toe to toe against a state organization in economic development speaks volumes about the quality of partners and I'm encouraged with where you're going to strengthened the positions that need to be strengthened and take us where we need to go. I would like to echo Keith's perform mans. You you see him out he is energetic. A terrific job. I was at the same meeting that deb was at. Maybe a couple of different ones. The one troubling one was enterprise Florida itself. Enterprise Florida has $# million. The state of Texas has dr 100 million. The state of Arkansas has $45 million. We're at some serious disadvantages that are not of our own making. One of the things we have to recognize and one of the things we have to work through that we locally have given incentive money to get businesses to come to Volusia County. It's just the way of the world. Th things work. Other states are doing a lot better than we are doing. I didn't get a chance to talk to Fred or talk to the president of Enterprise Florida had to leave suddenly to actually go earn a living. One thing I want to point out, you may do this. They were trying to confine their lob big effort in the legislature to just their board. They have all these organizations throughout the state of Florida that they really aught to be tapping into and trying to make something happen there. Maybe one thing you want to do is to bring that up to them is -- this is something we need to get on the state of Florida. Mrarply since they have a sur police plus and begin to -- surplus and spend money. It almost was not funded thrown in last min by Chris. If he hadn't had done it it wouldn't be done. What can we do to help you?
What I hear is the improvement of sites. We do have sites. Some of the projects that have -- you have been a huge supporter as far as the workshop. Looking at the war chest of what we have to offer as far as insen tis. Incentives don't make a bad place good, they make a good place better. You've taken care of that and added the county manager with the tools when a project comes in to get your leadership. We have a plethora of sites but not fully served. When consultants come in and companies come in. They would like to have shovel ready sites.

Came here with a suitcase and great ideas. I remember your first year. You were a little under the mark. We said that's okay. The second year you hit the mark and I think you're going above and beyond. Tangers. Great project. Thank you for getting the bakery. Which by the way, haven't got an tour yet. Need to get ahold of hip. Trader Joe's coming you've done a great job. You've proved to me this is money well spent to work with the public, private to get these projects here going, funded and moving forward. They do the thing we all want everybody to do, increase employment. We're working on that too. This is all good stuff. I there l definitely support.

Oonl few comments. I want to thank everyone involved with team Volusia. I feel Freud without the support of the council it wouldn't have gotten off the ground. Maid a wise -- made a wise choice. One of the issues I had we were really not set up and didn't have the money and expertises to do, a lot of issues why, to do recruiting to the level team Volusia does. Once we figured out what everybody was going to do, we really have gotten focused. I'm most fleed by the fact that the council is pleased. We went through rocky times. Any good thing is worth the effort. We made the effort. The thing I think really stands out is that is tgs about leverage. One of the real issues when we started team Volusia for all intents and purposes the county was the only one in the game when it came to money. It shows in team Volusia promised they would do this. They would meet the county's contribution and try to exceed it by the private sector. They've done that. All the money we put up now leveraged by the private sector. That is very important. That summon not retired. Volunteer bid the private sector. Wasn't just about the money. It's always the number of people and companies involved. One of the reason wes got Jet Blue it was. Number of companies that showed a -- an interest. That disturb meant all these companies -- means all the companies are connected. We are becoming a better and better team. We make the most of the limited resource and I don't think we have the resources lot of maces have and we don't have the infrastructure. We are struggle with that and we're doing the best we can. >> We're getting more money from private sector and more involvement. I think as an organization -- I think what's really good is we're in place when this next wave of opportunity has come and as everybody I've talked to, let's not miss this wave. We've missed them in t in the past. We're for once organized to try and catch the wave.

As we prepare to get ready to get a bid for the large healthcare package. There are other issue related to healthcare that affect or employees. Dental, vision and -- most of which #14u7b% paid by -- 100% paid by the employee. I'll go back to the settlement with the firefighters. Right now I think we have something that probably nobody else in the state has. I'm extremely proud of this. We have multiple year contact criminal acts -- contracts. The nonunion yon employee which is are of tremendous work force that have a lot of faith in the council. Gets paid wage wise in increases and health care on the council decide. The -- what they've done in all of our contracts now, the unions, they've given us you twos on language. That you decide they'll accept by contract. Also I think, finally through negotiations figured in the end better off to waive healthcare than negotiate it. I think that's the best interest in the employees an the public. One type of uniform healthcare. I think tlts an obligation. They will put their faith in you that you do the right thing. Keep both the eye on the needs of the employee and the -- what we can afford for taxpayers. We worked on separating those things that are important to the great -- audio breaking up ]
At a time when the fid fit will bid. Try to do those in a way that will protect what we're paying and make it better for employees. Mr. Mroets get up and Mr. -- [ --

In essence what you're going to see here over all in the package the county will remain somewhat end up being neutral in terms of what our out lie is going to be, our cost. The employees will e individually when they need to use the insurance what they'll get a better quality insurance and better choice. I think that leads into the bigger discussion where the employees when we do the big healthcare package. I think what they will see is that when push came to shove on trying to negotiate all the contracts. As long as it wasn't going to cost the taxpayers additional money we try to fight for the employee
Tom, you want to touch base and show a couple of slides. I'm proud of what we did. I think this will show that the employees, especially those that waived healthcare and the nonunion people -- [ Audio break up ]
Mr. Dinneen said on these items the vision and the short term and cancer and critical illness all paid for by the employees 100%. These were originally due to expire next year. As Mr. Dinneen said we thought it was best to go ahead this year. We needed to negotiate them so they're autoof the way so next year you can focus fully on the health insurance. What we did here we'll go through these. Show you what will happen where we made savings and improvements. Believe all the vision particularly and short term disability. Made significant end roads. I'll turn it to Mr. John Robinson who will go through this with you.
I'd like to spend time going thoefr in a high level and answer questions. This is the first in a series of recommendations that will come back to you. Public participation now on the products that have been briefly mentioned. Next we will be looking at some improvements to the Medicare retirery plans we have to offer and the looking at the health plan as a whole and want to spend a great deal of time on that. We want to deal with these issues as we can now. The proposals that were received went through the public bid process. Out of that came some improvements to the plans. The dental plan was the one that we highlighted the most. This is where we -- I think there are some great improvements that not only employees will see from the standpoint of the networks but also from the plan itself. The plan is basically the same as it currently is with the increase with the actual annual maximum benefits raise f,000 to --
From a cost perspective it's cost neutral. When we look at the current TPA providing this it is a cost neutral to the county and improvement in benefits to the actual employees themselves. This is the break down of the mroint premiums and how they're set up. You can see how those portions are set as well. In addition to that, there be savings for those individuals that use the network. Dental network. Sout of the pocket for some -- for some of these expenses will be less as well. On the vision insurance the vision insurance is totally paidfy by employees. The benefit has been improved with some of the benefits we reseefd through the RFP process. Significant savings to employees as well as the improvement to the benefit itself. Here are the premiums. On the disability itself short term by -- employees will save ov,000 and the county will save a little over $48,000 for that particular benefit. We have the group cancer critical illness and heart and stroke insurance. A number of people have these plans. The premiums for these mrap will not increase. The benefits will be guaranteed issue for up coming year. There are some minor changes to the benefit itself. Some that will employees will be able the take advantage as well. We're looking at five-year contracts with additional five year renewals. Those contracts with Aetna for group dental and vision. Standard for the long term and short team term and American heritage for critical illness. Any questions?

It's not easy and there's a lot of competition and everybody wanting to get into a nest of employees sell these products and -- I know you're careful in thinking about our employees.
