According to UÇES, the environment investments inventory between 1999 and 2006, as well as the mid-term budgetary perspectives, are presented in Annex II. This annex provides information on the breakdown of investment made under the categories of local management (municipality), bank of province, public investment, funds and external credits. According to data provided, EUR 1.3 billion was invested in 1993, followed by a dramatic increase until 2002, with an investment of approximately EUR 1.8 billion. Between 2002 and 2006, some decline was noted. However, it is reported that, in 2006, the total environmental investment reached approximately EUR 3 billion.
As stated in UÇES, the projections for distribution of the needs per sector for the period 2007 to 2023 are given in Table . The total sectoral budget required for Acquis implementation for the period 2007-2023 is EUR 58.5 billion within the below thematic areas.

Fiscal data for Turkey’s public sector environmental expenditure between 2007 and 2010 is presented in Table (source; TurkStat). The data includes total environmental expenditure for governmental organisations, special provincial administrations, municipalities, local administration unions and organised industrial zones. The data demonstrates that, with investments of EUR 6.1 billion, water supply works attracted the largest proportion of total investment. The second largest sector is wastewater management, with investments of EUR 3.4 billion, with waste management attracting EUR 0.5 billion of investments.
Total environmental investments made between 2007 and 2010 amount to approximately EUR 10 billion.

Environmental investment expenditures for 2011 and 2012 are assessed from general activity reports by the Ministry of Interior, General Directorate of Local Authorities. In 2011, investment levels were approximately EUR 2.3 billion Euros and, in 2012, approximately EUR 2.6 billion. This represents a total investment of approximately EUR 15 billion for the period 2007 to 2012.
A comparative table presenting environmental investment need, already made investment and investment gap is given in Table . Consequently, there remains an investment requirement of EUR 43.5 billion for the period 2013 to 2023. Even though some investments are planned for 2013-2023, there are still financial gaps to fulfil the investment need, therefore the sector anticipates support from EU and other donors.
