Department of Transportation Drug and Alcohol Testing Program 5 – 22. Objectives The DOT DTP is designed to help prevent accidents and injuries resulting from the misuse of alcohol or the use of controlled substances by drivers of commercial vehicles. Applicability The DOT rules at 49 CFR Part 382 applies to DA Civilian employees who operate a commercial motor vehicle in commerce in any State and who are subject to the commercial driver’s license requirements of 49 CFR Part 383. 5 – 24. Safety-sensitive functions The DOT regulations define a safety-sensitive function at 49 CFR 382.107.
