1.6. Scope and limitation of the study
1.6.1. Scope of the study
This study was carried out to assess regular budget allocation trend and utilization efficiency of Dawure Zone FEDD between from 2004 to 2008 EC. The scope of the study was thus mainly restricted to assessing the amount and trend of regular budgets allocated to the Dawuro zone FEDD and budget holding sectors over the five years as well as measuring and comparing the budget utilization efficiency of the Dawuro zone budget holding sectors during the five budget years. In view of that, the study was also attempted to examine some of the most critical problems facing the Dawuro zone with respect to budget management, administration and efficient utilization other than this. The study was not intended to assessor examine regular or other budget allocation and utilization at Dawuro Zone FEDD level or beyond the five fiscal budget years
1.6.2. Limitation of the study


17 The main focus of this research was to identify and contextually analyze problems facing the
DZFEDD associated with the allocation and utilization of regular budget for the proposed purpose and in accordance with the rules and regulation of BoFED. It had also attempted to address the utilization efficiency and related problems such asunder utilization of budget in some sector while over utilization in others beyond the initially allocated budget budget reallocation without following the proper procedures poor budget monitoring and control rushed expenditure at the end of the year unsettled expenses and mismatches between organized data on budget allocation and utilization by the Dawuro zone FEDD. Given the large amount of time the research required, shortage of adequate time for conducting the research was another limitation. Lack of funding was also an important limitation.
1.7. Organization of the study
The research paper was organized in five chapters. The first chapter of this study has explained the background to the study, described the problems being addressed, and defined the objectives of the study and the basic research questions concerning the efficiency and effectiveness of the budget allocation, utilization and public expenditure management of Dawuro Zone FEDD.


18 It also covers the scope and limitation of the study. Chapter two presents the review of the literature related to the trend in the budget allocation, preparation, utilization and expenditure management etc. Chapter three deals with the research methodology like description of the study area/organization, data sources, sample design, data collection instruments and method of data analysis. Chapters four will provide data analysis and presentation. The last, fifth chapter, will provide summary of findings, conclusion and recommendations for the Dawuro Zone Finance and Economic Development department.
