Sources of data and data collection TechniqueIn order to achieve the research objective the researcher employed reviewing of financial data and collection of primary data through questionnaire. The document review was done to gather sufficient data concerning budget allocation and utilization of Dawuro Zone Finance and Economic Development Department. Primary data were collected from one hundred seventy eight (178), employees and officials of budget holder sectors. Secondary data were reviewed from Dawuro Zone FEDD annual financial report from 2004-2008 EC, SNNPR
(BoFED)
financial report, Ministry of finance and economic development (MoFED) documents, books, internet, manuals, annual reports, Proclamations and regulations. The time series questionnaire were distributed to 178 budget users, particularly to Dawuro
zone finance and economy, Education, Health, women affairs, Agriculture, Administration, Zonal
Policies and Trade. The stratified sampling was preferred and applied simple random sampling on the different budget implementing sectors of the Dawuro Zone Finance and economic development department to have different efficiency and problems related to budget allocation and utilization. Most of the questionnaires designed were close ended. Questionnaires were distributed to collect the data from all respondents. The questionnaires
also included open 61 ended question. Also face to face interview was developed for budget holding sector and purposively selected key informants.
