| 3.5. Method of data analysis The data gathered through primary and secondary methods have been analyzed by using qualitative and quantitative data analysis methods. Quantitative Research based on measurement of quantity or amount applicable to that can be expressed in terms of quantity, whereas quantitative produces narrative textual description of the phenomena understudy Scott et al, 2009). Therefore through this study the researcher used quantitative method to compute and interpret numerical information and qualitative method to narrate and explain the information to be obtained from qualitative data. The data collected through questionnaire have been analyzed using SPSS software version 20 would present descriptive statistics tables, graphs and percentages. Qualitative method of data analysis was used for open ended question and interview for each of response given by budget user sectors. The analysis part relied on financial record is carry through statistical analysis tools including efficiency analysis, percentage of budget unspent, comparative analysis of budget utilization efficiency among sectors. 62 CHAPTER FOUR RESULTS AND DISCUSSIONS 4.1 . Introduction In general the findings of this research are focused into three major topics. The first present’s findings of survey questionnaire collected from 178 sample respondents in the three main budget holding sectors. Second a separate questionnaire was also prepared and administered to the key administrative figures of the Dawuro zone who responsible for authorizing the allocation, utilization and control of recurrent and capital budget resources in the Dawuro zone. Third financial records including budget allocated, expenditures and unspent budgets of each main budget holding sectors and respective sub sectors were analyzed by budget year. As such, additional data and discussions with the Dawuro zone internal audit core process were conducted to supplement the survey questionnaire and interview. Results of the analysis of the different type of data collected are thus presented in three subsections. The first presents results of the budget utilization efficiency of the different main budget holding sectors of the Dawuro zone. The second subsections present results and discussions related with the budget utilization efficiency of the different sectors. The third section presents and discussed the main problem and challenges associated with budget allocation, utilization and management in the different program of the Dawuro zone. Download 0.82 Mb.
