distribution of respondents, 169(94.9%) of the respondents are Male while 9(5.1%) of the respondents are male. This implies that most of the organizations understudy are Male.

Sources: Field Survey, 2017 As indicated the above table 4.2.2 regarding the educational status of respondents 1(0.6%) of the respondents are Master degree holder, 167(93.8%) of respondents are bachelor degree holders and 10(5.6%) of respondents are diploma holders. This implies that majority of the staffs of the study sectors are bachelor degree holders.

Source: Field Survey 2017 As show in the above table 4.2.3, the service year of the respondents is discussed. Accordingly, among 178 respondents participated investigation of 160(89.9%) of the respondents
have less than five years, experience 14(7.9%) of the respondents have six to ten years experiences and 4(2.2%) of the respondents have eleven to fifteen year experiences. This implies that 90% of the sector employees are inexperienced. This shows that higher turnover in the study sectors of Dawuro zone which enforces the organizations for lower efficiency in Budget utilization
