Annex I: Technical specifications
The Contractor shall perform the following services during a school year in Slovenia:

TRAININGS FOR TEACHERS
The Contractor will organise and facilitate, in collaboration with the EPIO, 2 training days for teachers per a school year: introduction and in-depth training, in principle at the EPIO’s premises. The format of training will include presentations, workshops, group discussion, debates and similar.
The Contractor will draw up the training days programme in consultation with the EPIO. The training begins at around 10.00 and ends at 15.00 in order to also allow remote schools to attend.
The Contractor will propose examples of activities that are creative/innovative and respond directly to the needs and interests of pupils and teachers.
The Contractor will give trainings on the related topics in particular how to teach on the EU matters. In the field of the European institutions and regulation, one or more of the European Parliament Information Office's employees act as substantive experts. If possible, one or more MEPs also give a presentation.
The Contractor will write a report of 250–300 words about each training day for publication on the EPIO website. This report should also be livened up with a few photographs. The report must be approved by the EPIO.
Introduction training
An introduction training about the Ambassador School programme, held at the beginning of the school year, is the first step on the path to becoming an Ambassador School. This will cover generally training on the EU and the EP as well as training on the structure, requirements and workings of the Ambassador School Programme. It should provide every school with a tool kit and a road map.
The following points are covered during the training day:

the development of the European Union, the EU institutions and the EU policies
-
the role which the European Parliament plays in the European decision making process,
-
the application and explanation of the teaching modules developed for the European Parliament Ambassador School,
-
a discussion on teaching methods,
-
a discussion on selection and recruitment of pupils as junior ambassadors and teachers as senior ambassadors,
-
the organisation of EU-related activities at the participating schools,
-
the evaluation of school performance in the Programme and certification of the schools,
-
the role that the European Parliament Ambassador School plays in the curriculum, etc.

Accordingly, the introduction training will look at examples of qualifying activities and projects.
This training is in principle for newcomer schools who wish to join the Programme and are selected by the EPIO via open, fair and transparent selection procedure. However, the schools that already participate in the Programme can be also invited to be updated on the Programme and to present their experiences and best practices.
In-depth training
In-depth training is usually held in February for the teachers from all participating schools to update on the Programme and developments on European matters, follow up the implementation and exchange experiences.
The following points are covered during the training day

SCHOOL VISITS
The Contractor will carry out evaluation visits to the schools, so-called school visits. Such visits last approximately two and a half hours excluding travel time. An employee from EPIO may regularly attend these visits, but the Contractor should also be able to carry them out independently.
On the basis of these school visits, the Contractor will establish whether the school has implemented and carried out the teaching programme satisfactorily and whether it has satisfied the programme’s other conditions. The Contractor will interview the Ambassadors, both junior and senior, and in some cases the management. The Contractor will also examine the extent to which the school satisfies the certification requirements.
The Contractor will writes a report of at least 500 words based on his/her findings in a format specified with the EPIO, and sends this report with corresponding photographs to the European Parliament Information Office. Once this report has been approved by the European Parliament Information Office, the Contractor will send it to the school concerned, indicating whether the school has been certified and inviting the school for the award ceremony at the European Parliament Information Office, if it is foreseen.
The number of school visits will depend on the number of participating schools. The school visits are primarily foreseen for newcomer schools, participating in the Programme for the first school year. Other schools that already participate in the Programme more than one year could also be visited or can be evaluated on line.

WORKING MEETINGS
The Contractor will discuss the progress of the project, develop new initiatives and discuss teaching modules and the strategies to be pursued with the EPIO employee/employees in so called working meetings.
There will be between 2 and 6 working meetings per school year depending on the number of participating schools.
Following the meeting, the Contractor will write a short report (minimum A4 page) about the working arrangements and activities. This report must be approved by the commissioning body.

WORKING DAYS
The Contractor will spend a certain number of 8 hours working days per year on administrative tasks in order to monitor the performance and provide support to schools. These administrative tasks include the following: social media tasks, e-twinning, e-mailing, making telephone calls, fixing appointments with schools etc.
A number of working days will depend on number of participating schools: on the average 1 working day per 5 participating schools.
The working day will last for 8 hours.
Within these administrative tasks, the contractor shall ensure that queries are responded to in a timely manner. This will be carried out via the mail box info@ep.ambassadorschool.com and by phone.
As for social media, the contractor will be required to provide updates for the EPIO Twitter account, Facebook page and one other relevant social media tool such as Instagram or Snapchat regularly (at least twice per month). The updates will include photos, relevant text, links etc.
In addition, the contractor will facilitate E-Twinning and interaction/communication between participating schools both in the country and abroad.
The logistic and administrative support functions will to a large extent be performed by EPIO, such as sending out mailings and invitations to the participating schools, providing lunch and hiring meeting venues, organising the printing of teaching materials and purchasing other teaching supplies, answering questions from participating schools, etc.
If the contractor spends more time on these tasks per year, it will not be compensated for this by the commissioning body.

ADAPTATION OF THE PROGRAMME TEACHING MATERIAL SPECIFICALLY TAILORED TO THE CURRICULUM
The contractor will adapt the relevant programme teaching material from the national point of view specifically tailored to the school curriculum.
The adaptation will relate to the following: a list of national political parties represented in the European Parliament stating to which European political group they belong to; how some of the decisions of the European Parliament have been reflected to the national context; how European and national democracy are interconnected; collaboration of the European Parliament and the national parliament and other related topics in the teaching material.
The overall required volume to adapt will be 50 A4 pages.
The materials will be produced in collaboration with the EPIO. The EPIO will be responsible for printing the materials.

FINAL REPORT
The contractor will provide the EPIO with a final written report - livened with 3 photos - on the programme at the end of the school year. The report will consist of approximately 500 words (spaces not included) and will cover the figures, impact, outcomes, some good practice examples, recommendations and other relevant information, as well as a comparative assessment of schools, based on objective criteria to be agreed with the EPIO, for the most deserving school to participate in the Euroscola program or the European Youth Event (EYE) and teachers to be invited to attend a seminar in Strasbourg or Brussels.

TRAVEL COSTS
In case the distance from the normal place of work to the place where the activity is taking place (e.g. school visits) exceeds 60 km one way, travel costs will be reimbursed to the contractor on the basis of a price offered by the winning contractor in Annex IV: Price list.
The kilometric rate will be calculated on the basis of the most direct return road journey between the normal place of work and the place visited or between the visited places on the same mission travel.

ACCOMODATION
In case of the justified overnight stay needed for the mission lasting more than 1 day, the contractor will be reimbursed accommodation costs on the basis of a price offered by the winning contractor in Annex IV: Price list - Accommodation.
In Annex IV: Price list the amounts excluding VAT for the various tasks can be entered.
N.B.: The European Parliament will conclude a framework contract with the winning contractor for a period of one year which can be extended twice.
The number of meetings, training days and visits to which the contractor will be expected to make a contribution will be regularly agreed upon in consultation with the EPIO and will be ordered through specific order forms.
When determining the fee for the tasks A to F, the Contractor must bear in mind that this should be a lump sum. The preparations for each meeting, e-mailing, making telephone calls, drawing up reports, etc., which will be performed, must be included in this sum.
The EPIO does not compensate for office expenses and other expenditure either.
The European Parliament Information Office will perform the following tasks:

Logistical, administrative and content support for the educational programme.

Organisation of the printing of teaching modules and other promotional material.

The first point of contact for the participating schools.

Final responsibility for the content and execution of the educational programme.
Monitoring and reporting:
There will be a fixed person at EPIO acting as the first point of contact for this programme. Regular evaluations, so-called progress and monitoring discussions, will be used as a tool to establish whether cooperation is operating smoothly and whether improvements can be made by one of the parties. In addition, interim communication will take place within the Office on the functioning of the Contractor and the progress of the educational programme.
