Dear Ms. Greer:
In Order No. 77578, released March 29, 2002, the Commission directed thirty-three carriers to respond to the proposed amendment attached to Verizon's August 17, 2001 Petition. Of those thirty-three carriers, two responded: Lightyear Communications of Maryland, Inc. ("Lightyear") and QuantumShift Communications, Inc. ("Quantum Shift" f/k/a MVX.Com Communications, Inc.). Verizon believes it will be able to resolve this issue with both Lightyear and QuantumShift and no action by the Commission is necessary.
As to the numerous other carriers that completely failed to respond to Verizon's repeated efforts last summer to negotiate an amendment, and now have also failed to respond as directed by the Commission in its February 28 and March 29 Orders, Verizon respectfully requests that the Commission order that Verizon's proposed amendment
memorializing the FCC's Order on Remand be made part of those interconnection agreements. The carriers that have never responded, either to the Commission or to Verizon, are identified in the attached Exhibit A.
