Urges U.S. Dept. of Agriculture to ensure that damage to potato crops caused by Dickeya dianthicola disease is covered by federal crop insurance.

An Assembly Resolution urging the United States Department of Agriculture to ensure that damage to potato crops caused by the Dickeya dianthicola disease is covered by federal crop insurance.
Whereas, Dickeya dianthicola is an aggressive bacterium that can cause disease in a number of crops, including potatoes; and
Whereas, Although the disease has existed in the United States for many years, it has recently spread more rapidly, causing extensive damage to New Jersey’s potato crop; and
Whereas, In 2016, for instance, Dickeya dianthicola was detected on at least three New Jersey potato farms and, in one instance, caused total crop loss; and
Whereas, It is believed that the Dickeya dianthicola disease was shipped into New Jersey on seeds originating from out of State; and
Whereas, Dickeya dianthicola is characterized by poor emergence of crops due to rotting seed, and plants that emerge from contaminated seed typically have black stems – a condition known as blackleg; and
Whereas, Currently, Dickeya dianthicola cannot be managed when present in production fields, there are no resistant crop varieties or effective chemical controls, and methods to test for the disease in the seed are unreliable; and
Whereas, Generally, farmers can protect their financial investment in crops by purchasing crop insurance that covers damage to crops caused by drought, frost, insects, disease, and other natural causes; and
Whereas, The federal government provides for crop insurance through the Federal Crop Insurance Program, administered by the United States Department of Agriculture’s (USDA) Risk Management Agency and private insurers; and
Whereas, The insurance, which covers 130 crops, including potatoes, and approximately 294 million acres of farmland in the United States, is an important safety net for farmers; and
Whereas, It is currently unclear whether, or to what extent, damage to potato crops caused by the Dickeya dianthicola disease is covered by the Federal Crop Insurance Program, and New Jersey potato farmers have received conflicting information regarding coverage from the USDA and insurers; and
Whereas, Although New Jersey’s potato industry is small, consisting of only a handful of growers, these growers provide an important source of local potatoes to New Jersey’s residents and businesses, and contribute to New Jersey’s reputation as the “Garden State”; and
Whereas, If the State’s potato farmers are unable to purchase crop insurance that covers damage caused by the Dickeya dianthicola disease, they risk experiencing financial losses that could put them out of business; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey:
1. This House urges the United States Department of Agriculture and its Risk Management Agency to ensure that damage to potato crops caused by the Dickeya dianthicola disease is covered by federal crop insurance, and to take any other appropriate measures to help protect farmers and their crops against this devastating disease.
2. Copies of this resolution, as filed with the Secretary of State, shall be transmitted by the Clerk of the General Assembly to the United States Secretary of Agriculture, the Administrator of the Risk Management Agency in the United States Department of Agriculture, each member of New Jersey’s Congressional delegation, and the Secretary of the New Jersey Department of Agriculture.
STATEMENT
This bill would urge the United States Department of Agriculture (USDA) to ensure that damage to potato crops caused by the Dickeya dianthicola disease is covered by federal crop insurance.
Dickeya dianthicola is an aggressive bacterium that can cause disease in a number of crops, including potatoes. In 2016, the disease was detected on at least three New Jersey potato farms and, in one instance, caused total crop loss. Currently, Dickeya cannot be managed when present in production fields, there are no resistant crop varieties or effective chemical controls, and methods to test for the disease in the seed are unreliable.
Generally, farmers can protect their financial investment in crops by purchasing crop insurance that covers damage to crops caused by disease, among other things. The federal government provides for crop insurance through the Federal Crop Insurance Program, administered by the USDA’s Risk Management Agency and private insurers. However, it is currently unclear whether, or to what extent, damage to potato crops caused by Dickeya is covered by the Federal Crop Insurance Program. If the State’s potato farmers are unable to purchase crop insurance that covers damage caused by Dickeya, they risk financial loss that could put them out of business. Such losses would hurt New Jersey residents and businesses, and the State’s reputation as the Garden State.
