1. Accept the retirement of Sandra Cuzzi, Paraprofessional, High School, effective May 1, 2017. (Position
Control #70-12-33/ayq, Job Code 9101S)
2. Accept the retirement of Lorraine Castro, Elementary School Teacher, School Eight, effective
July 1, 2017. (Position Control #40-08-11/agb/Job Code 1003G)
3. Amend Resolution A15 approved at the February 27, 2017 BOE meeting to read as follows:
Approve Anna Amabile-Chipelo, Teacher of English, Middle School, to teach an additional 6th period
of English during the 2016-2017 school year, to be compensated an additional 10% or 1/10 of her
existing salary as per the 2015-2018 Belleville Education Association Guide, effective March 1, 2017
January 30, 2017.
4. Amend Resolution A24 approved at the February 27, 2017 BOE meeting to read as follows:

RESOLVED, that the Board of Education, upon the recommendation of Dr. Richard D. Tomko,
Superintendent of Schools:
1. BE IT RESOLVED: that the Belleville Board of Education does hereby affirm the Superintendent’s
Decision on Harassment, Intimidation and Bullying cases, as reviewed by the HIB Committee:
16/17-020-07, 16/17-020-08, 16/17025-09, 16/17020-13, and 16/17020-14.
2. Approve the February 2017 Fire/Security Drill reports.
3. Accept a donation to the Belleville Crew Team of a new shell from Robert Babb, alumnus of BHS
Class of 1962, the boat is named after his father, Nova Babb, educator for Belleville Public Schools
(1939-1973).
4. Accept a donation of a Panasonic Microwave Oven to be used in the Life Skills Program from Danielle
Jenkins, BHS teacher, approximate value $200.00.
5. Approve the 2017 Summer Recreation program, the program will run Monday through Friday,

1. Approve the following Joint Transportation Agreements with the Englewood Board of Education to
provide transportation for Choice student from Belleville, for 2016-2017 school year.

4. Approve lease payment to Spartan Construction Inc. for $4,750.00 for work completed on the Entry
Portico Restoration at School Seven.
5. BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools and in accordance
with Title 6A:23A-7.1, the Belleville Board of Education hereby approves the school district travel
maximum for the 2017-2018 in the amount of $75,000.
6. Approve a contract with Computer Solutions Inc, Branchburg, NJ, for district budgetary and personnel
software support for 2017-2018 for a fee of $18,384.00.
7. Approve a contract with Edvocate School Support Solutions, Toms River, to supply request for proposal
(RFP) management for food services for a fee of $8,300.
8. Approve a contract with Frontline Education, Malvern, PA. to provide the software to enable online
district applications for a fee of $4,861.
E. FINANCE:
RESOLVED, that the Board of Education, based upon the recommendation of Dr. Richard D. Tomko,
Superintendent of Schools:
1. Approve payment of the List of Bills dated March 20, 2017 after the list has been approved by a
majority of the members of the Board.
2. Approve the Appropriation Transfers and Budget Amendments from February 1, 2017 through
February 28, 2017.
3. Approve the Workers Compensation Claims List for February 21, 2017 through March 6, 2017 in the
amount of $5,584.48.
4. Approve the Secretary’s Financial Report for the month of NOVEMBER 2016 and the certifications as
required by N.J.A.C. 6A:23-2.12, and that it be appended to and made part of the minutes of this
meeting.
5. Approve the Treasurer’s Financial Report for the month of NOVEMBER 2016, and that it be appended
and made part of the minutes of this meeting.
6. Approve the Secretary’s Financial Report for the month of DECEMBER 2016 and the certifications as
required by N.J.A.C. 6A:23-2.12, and that it be appended to and made part of the minutes of this
meeting.
7. Approve the Treasurer’s Financial Report for the month of DECEMBER 2016, and that it be appended
and made part of the minutes of this meeting.
8. Pursuant to N.J.A.C. 6A:23-2.11©4, the Board of Education Secretary certifies that as of FEBRUARY
2017, after review of the District’s monthly financial reports major accounts have not been over
expended as required by N.J.A.C. 6A:23-2.11(b)
9. Adoption of 2017-2018 Preliminary Budget
BE IT RESOLVED that, upon the recommendation of the Superintendent of Schools the Belleville Board of Education hereby adopts the FY 2017-2018 preliminary budget as submitted, and as follows:

CAPITAL OUTLAY $ 1,800,754
SPECIAL SCHOOLS $ 16,134
TRANSFER TO CHARTER SCHOOLS $ 174,795
TOTAL GENERAL FUND $66,617,195

GENERAL FUND TAX LEVY $39,764,229
BE IT FURTHER RESOLVED that the General Fund Tax Levy of $39,764,229, which includes an automatic Health Care Cost adjustment in the amount of $323,040, is approved to support the Current General Expense for the 2017-2018 school year budget; and
BE IT FURTHER RESOLVED that this FY 2017-2018 preliminary budget may be revised prior to final adoption on April 24, 2017, to reflect any changes required by the Board of Education or Interim Essex Bergen County Superintendent of Schools.

RESOLVED, That the Board of Education adjourn its meeting to meet in closed session now, and
at 6:00 PM, on Monday, April 24, 2017, at Belleville High School, 100 Passaic Avenue, to discuss matters that may be discussed in private in accordance with Chapter 231, Laws of 1975;
more specifically, the discussion of personnel, staff evaluations, pending litigation, and negotiations. The results of these discussions will be acted upon at the next regularly scheduled business meeting of the Board, or as soon as feasible and/or practicable thereafter.
