1) Introduction


The project involves a total of 1 Hybrid vessel, one source vessel, 1 Guard vessel, and a Supply/towing vessel. The breakdown of any source or node vessel will be towed away from the survey site immediately, thus reducing any potential dangers to other vessels or offshore facilities.

2) PURPOSE


The purpose of the emergency towing procedure is to ensure that during seismic operation, if a vessel loses control due to an unexpected Main Engine Failure, Loss of Propulsion, or Blackout, she can be towed in a safe and effective manner.
The emergency tow will ensure the situation is controlled:

  • Not damage to other assets, like platforms, surrounding ships, or mooring buoys.

  • Vessel being towed away from Hazard Areas, like Platforms, Shallow, or Fishing gear.

  • Not damage the Seismic Gears, like Nodes, Nodal cables, or Gun Arrays.

3) SCOPE


This procedure shall apply to all vessel and the assigned Towing Tug for QatarGas Seismic Program.
The term "Seismic Ship" can also refer to any other ship in distress and requires an immediate emergency tow.

4) RESPONSIBILITIES


  • The Project Marine Director shall ensure that the Towing Tugs are fit for purpose and capable of conducting the emergency towing operation and all necessary tools for towing are available for a safe operation.

  • Seismic vessel Masters and assigned Towing Tug’s masters shall be responsible for the implementation of this procedure, ensuring all the towing equipment is operational.

  • The seismic vessel master shall discuss with the Towing Tug Master how the Towing Tug shall approach the seismic vessel in order to pass the messenger line, pick up the towline, and commence the tow, with due regard to the changing nature of the prevailing weather conditions and in-water seismic equipment.

  • Towing Tug Master shall be responsible for preparing, passing, and taking the tow in a safe and timely manner when requested by the Seismic ship.

  • Both Masters shall mutually arrange and coordinate Emergency Towing drills prior to commencing the survey at least with one ship.

  • The Chief Officer shall be familiar with the towing arrangement onboard, and he is the person in charge of the operations on deck, with direct coordination with the Master.

  • Master shall ensure that the Risk Assessment of the emergency towing operations is in place between the Towing Tug and towed vessel.

5) ORGANIZATION CHART OR CHAIN OF COMMAND


The organization chart or chain of command on each ship shall follow each Ship's SMS.
All crews involved in the operation shall be fully aware of and understand their duties and the emergency response procedures.
The vessel master shall take the lead in organizing the tow operation as the primary decision maker as long as it does not compromise Towing Tug’s safety of operation.
