Description of opportunity


The Department of Health is seeking an individual to evaluate and extract strategic learning from the constituent projects of the Early Intervention Transformation Programme (EITP). The EITP is a £30m Delivering Social Change (DSC)/Atlantic Philanthropies Signature Programme. The Programme aims to improve outcomes for children and young people across Northern Ireland through embedding early intervention approaches. The Programme is funded jointly by five government Departments (DoH, DE, DOJ, DfC and DfE) DSC and Atlantic Philanthropies.


Main objectives of the opportunity




    • To conduct an in-depth, comprehensive analysis of the constituent projects of the Early Intervention Transformation Programme to identify key areas of learning and common obstacles to project delivery;




    • To analyse the findings of learning reviews which have previously been undertaken on specific projects and examining how lessons identified therein have been adopted or applied across the Programme.




    • To extract and document strategic learning from across the EITP and developing a plan to disseminate this learning across government and public agencies;




    • To assess the relative success of EITP projects and contribute to the development of future early intervention departmental policies/strategies and the post-programme evaluation for EITP.




    • Line management responsibility for 1 x SO




    • Any other duties to meet business needs and as directed by line management.

Candidates will be required to demonstrate:


  • Ability to assimilate a wide range of information, identify key trends and issues and to collate findings into plans and recommendations;




  • Ability to work collaboratively and to form positive working relationships across organisational boundaries;







  • Excellent communication skills, both verbal and written;

5. Transfer of learning

Please give details of how the Opportunity will benefit your organisation, the individual and their organisation.




This is a unique programme, funded by six government departments and private philanthropy. It promotes sustainability, outcomes-based accountability and evidence-informed practice. Workstreams and projects are led by a range of statutory agencies across a number of sectors; a number of projects are delivered by voluntary and community sector partners.
In this role, the post-holder will be given the opportunity to further develop his/her analytical and evaluation skills and will gain a valuable insight into working on a cross-government, cross-sector and inter-agency basis. The post-holder will also develop his/her understanding and knowledge of effective early intervention practice to produce improved outcomes for children and young people and their families.
The post-holder will also develop his/her knowledge of outcomes-based accountability.

Start Date: January 2018 or as soon as a suitable candidate has been identified and a release date agreed.
Duration: Until March 2019, with the possibility of extension of up to one year, subject to the agreement of all parties.
Location: The post-holder will be based in Castle Buildings, Stormont Estate, Belfast.
Salary: £36,448 - £40,072
Funding: This post is funded by the EITP.
Selection Process: A paper sift will be used to determine the most suitable applicant for the post. If necessary, interviews will be held at a later stage for shortlisted candidates.
