Career History
April 2016 to August 2016 – Support to Family
One member of my immediate family became critically ill, another terminally ill. I was available, so I have been involved in care and making relevant long-term provisions for family members/children. During this period I have undertaken some CPD activity.
December 2015 to February 2016 – Sabbatical to Intracoastal Waterway, US East Coast
The opportunity arose to take a trip down the ICW from Washington to Florida. From a historical, ecological and pleasure perspective, the trip was too good to turn down, so I took the opportunity, as it presented itself.

Aug 2015 to December 2015 Dragados Sisk Joint Venture, Crossrail contract C305 – Environmental and Consents Manager
On the largest contract on Crossrail, managed client interface on sustainability performance, and compliance and contributed to community engagement activities. Maintained liaison with five other Principal Contractors on shared sites or shared activities, Permit and consenting activity covered ten sites including the tunnel launch shafts, tunnel boxes and access shafts, plus 320 locations with minor reinstatement works. Permits and consents included Materials Management Plans for shaft reinstatement, Section 61s, river and canal works, groundwater monitoring, nature reserve reinstatement, removal of port facilities and trade effluent consents.
Managed the water and energy models, the project was the predominant user of energy and water on the project and the most complex. It also produced about 2.5 million tonnes of wastes.
May 2015 to December 2015 Dragados UK, Interim Environmental Manager
Secondment as the Principal Contractor Environmental and Sustainability Manager on the Bank Station Capacity Upgrade for London Underground/TfL, a £1 billion project. The work included project set-up and review of the ISO 14001 system, energy, water and waste, review of permits and consents site inspection and audit of subcontractor processes, plant and emissions.
Review and production of environmental and sustainability materials for PQQs and bids for Dragados UK, for a range of major civil engineering projects.
Sep 2013 to July 2015 Dragados Sisk Joint Venture, Crossrail contract C305 – Environmental Adviser
Maintenance and improvement of the EMS, waste management/SWMPs, updating site Environmental Plans and specific plans including biodiversity, invasive species, discharge monitoring, field inspection and troubleshooting environmental issues. Scope includes tunnelling activity and surface operations, including utility diversions in London and the segment manufacturing plant in Kent. Role includes training of junior staff, production and delivery of TBTs, compliance management and updating the register of legal and other requirements, sustainability, packaging, carbon modelling, timber,S61, environmental permitting and process control.
Jan 2013: Freelance Consultant
Undertaking consulting and advisory work including the review of an EMS for effectiveness and a Construction Code of Practice. Applied for registration as a training course assessor for IEMA. Undertaking dilapidations assessment, selection and management of contractors for maintenance work for a small private estate. Following redundancy from my last employer.

Jan 2011 to October 2012: Willmott Dixon Construction - Environmental Manager, Hitchin and Environmental Manager, Willmott Dixon Capital Works
On reorganisation of Willmott Dixon Construction was redeployed to the Hitchin office to undertake a similar role as in Dartford, maintaining and ensuring implementation of the ISO 14001 EMS on construction projects and managing performance, including work on the Olympic Village. At the same time was nominated as the Environmental Manager for the Capital Works business which undertook large mixed residential and retail projects, on brown-field sites.
Main areas of activity include the following:

  • Development of procedures and guidance, maintenance of ISO 14001 EMS

  • Input to PQQs, tenders, marketing documentation and company reports

  • Tracking and planning for upcoming legislation, industry initiatives and market trends

Led the implementation of a cross-business Emergency Response Process; including contractor selection for response services. Developed environmental risk assessment tools to support decision making in design, planning and execution of projects and EIA across all business units.


Represented the Environmental Managers from all units in Willmott Dixon on the Executive HSE Strategy Group, where environmental initiatives and targets were proposed, discussed, prior to authorisation by the Board of the company.
Jan 2008 to Dec 2010: Willmott Dixon Construction - Environmental Manager, Dartford
Responsible for implementing ISO 14001 across all projects and office activities, ready for Certification in 2008 for this Local construction Office (LCO), this included preconstruction and construction activity on schools, further education establishments and prisons, including modular buildings..
Main areas of activity included the following:

  • Development and delivery of training for Preconstruction and Construction teams on the EMS and Site Waste Management Plans (SWMPs),

  • Environmental awareness training for business development and LCO Management.

  • Advising design and construction teams and then monitoring performance

  • Produced local Best Practice initiatives on EMS and SWMP improvement, many of which were taken up by WDC as a whole. Implemented CEMPs resulting from EIA on projects.

  • Delivery of training and technical support to other WD business units including Board and staff training, technical assessment of specific issues such as contaminated land and legal compliance.




  • Divisional activities included the first serious review of the Legal Register and subsequent updates, since 2008.

  • Managed the first Environmental Audit of the company EMS and drafted the subsequent upgrade programme for the system.

  • Acted as chair of the WDC Environmental Managers Forum.

  • Represented all Environmental Managers in Willmott Dixon on the Group HSE Strategy Committee, where strategy and targets were proposed, discussed and authorised by the board of the company.

Developed strategy and Guidance Notes for the implementation of the Environmental Permitting Regulations and Cl:aire. In 2010 and 2011 steered the review of eKPIs and produced the EMS management programme for WDC. Targets were put together on a tiered format to ensure that Group, Regional and Local targets could be accommodated. Led or participated with teams on sustainable development training, competitions and promotion of awareness initiatives.


2007 to end: Self Employed - Environmental Consultant
Developed bid strategy and scope for a Cumulative Environmental Impact Assessment and review of regulatory controls for the Energy Ministry of the Yemen. Also, gave assistance with acquisition and business development strategy for the environmental law practice of a multinational. Led and presented membership workshops for the Institute of Environmental Management and Assessment, in the UK.
2006 to June 2007: Atkins- Principal Environmental Consultant (Account Manager), Epsom
Joined specifically to be an Account/Project Manager for a major oil and gas remediation scheme in Romania, however, Atkins withdrew from the project. Subsequently worked on development of Equator Principles / IFC based audit processes for EBRD project assessment and used them on due diligence for major coal-fired power stations in Southern Russia. Worked on the development of the Environment Agency READ Resource Efficiency Tool; and SME environmental compliance questionnaires for EA / Business Link. Conducted a review of the EA/NetRegs environmental advice for compliance with legislation in all countries in the UK and Northern Ireland and tested the new Road and Rail Transport business sector advice for effectiveness. Undertook an ISO 14001 review and then developed environmental / sustainability policy, strategy and implementation tools for a UK charity, in the Health sector.


2001 to 2006: Contract Environment/Sustainability and Corporate Management Consultant
2005 Nov to Aug 06: Foster Wheeler, Reading – HSE/SD Manager
Contract staff role, firstly, for a $3 billion petrochemical design and construction project in Saudi Arabia, responsible for supervision of contractor Design and Construction Safety Management and Design and Construction Environmental Management, permitting and lender liaison. Subsequently, for an LNG plant in Nigeria, responsible for managing design safety and construction HSE/Sustainable Development issues to meet client and lender requirements. Produced and gave presentations to the Nigerian Federal Ministry of the Environment during design and prior to permitting, as part of a relationship building process.
2005 June to Oct: Institute of Environmental Management and Assessment
Contract to research and develop methods and modes of delivery for Specialist Interest Networks in IEMA, including pilot implementation. Also undertook Full member Assessments (30) and Associate exam marking.

2004 to 2005: IHS Energy (Petroconsultants MAI), Epsom/Kuwait – Regulatory Consultant
Worked (on a nine month contract) with a team of lawyers on the production of new Petroleum Regulations and reorganisation of the Ministry of Energy in Kuwait, to implement, manage, enforce and supervise the full cycle of petroleum industry activity. Produced new regulatory principles and an enforcement model for supervision of the petroleum industry; based on a Quality Management System models.
Conducted training and development courses with the Ministry in Kuwait for five months, this included the Regulations and 17 new Health and Safety Guidelines, process mapping, introduction to 14001/OHSAS 18001 systems production, practical field audit on operating installations, investigation techniques, enforcement, risk management and project management, to support the implementation plan for the reorganisation. The HSE structure of the Regulations included reference to Sustainable Development to integrate and reflect industry and Lender needs.

2003/04: Shell Global Solutions, The Hague – Management Systems and Process Consultant

Contract staff role on a rolling three month term with SGS to work with the Corporate HSE team at AgipKCO to undertake an ISO 14001 gap analysis, develop training packages, implementation and launch plans for the Kashagan project ($25 billion), the system and standards developed were integrated with the existing HSEMS/SD model and Corporate Management System, promoted the system with the widely dispersed engineering teams. The system covered both Corporate and Project issues relating to design, construction, pipelines, rig operations, port installations, shipping, logistics and infrastructure development, for Agip KCO facilities in London, Milan and Kazakhstan.


Much of the strategic corporate activity was related to the mapping of processes between different disciplines and involved work on the Corporate Management System, HS and Quality Management System (ISO 9001), plus producing procedures for those systems. Operational activity included expediting the implementation of the Construction HSEMS process and associated supply chain HSE assessments and review of the Crisis Management Processes for effectiveness.

2003/03: John Brown Hydrocarbons Ltd, London - Environmental Management Advisor

Contract staff role for the final 4 months of the Sakhalin 1 detailed design project, an oil terminal and service port in the Russian Far East, for Nippon Steel and Exxon Neftegas Ltd, in London. I produced the design philosophies for drainage, firewater containment, waste and emissions. Identified significant savings in CAPEX and OPEX from redesign of the site drainage and oil interception, also worked on waste disposal and reuse strategy for the site and for the onshore pipeline route.



2002/03: Middle Farm Place Management Company Ltd – Project Manager

On completion of the survey cycle with Sakhalin Energy, managed maintenance and minor construction works to 16 properties for Middle Farm Place Management Company, and produced a risk based maintenance programme for the common areas of the site.


2001/02: Sakhalin Energy (Shell) – Baseline Survey Programme Manager and IUP Environment Manager
Eighteen month contract in a dual Corporate role, with a team of six, to project manage the environmental baseline survey for the TEOC and western EIA for a $25 billion oil and gas project, plus project management of all environmental issues for the Infrastructure Upgrade Project (IUP), on the Sakhalin 2 project, initially based in The Hague then Yuzhno-Sakhalinsk, in the Russian Far East.
Project Management included scoping, letting, management and supervision of twenty different survey contractors, working on 37 different tasks to budget ($6 million), this included training local staff and contractors in project and quality management. The contractors included government agencies, academics and private sector consultants, with all disciplines from botany to contaminated land assessment. The role required multidisciplinary work, influencing government, Lenders (EBRD/JBIC), managers, engineers, contracts and procurement, HR and work with design engineering teams in the US, Netherlands and UK.
The IUP element included development and review of contractor Environmental Plans, HS Plans, inspection, audit, project due diligence, risk assessment, contaminated land issues and reviews of permitting processes, TEOC/EIA for pipelines, roads, bridges, ports, airports, railways and other civil construction.
2000 - 2001: Ecsponent Limited – CSR Project Manager
Nine months with Ecsponent an Internet start-up, as a partner, to develop and market a reporting tool to facilitate benchmarking of sustainable business practices using a standardised CSR/Sustainability performance report format. Responsibilities included project management, product development, marketing, scenario and launch plans with a small team of IT specialist partners. The work included review of various models including BITC and GRI amongst others and Resource Efficiency measures. The project was a little before its time.

1999-2000: Shared Services (UK South) – Corporate HS&E Manager.
Responsible for management of the corporate UKS HS&E team, the HS&E teams in six subsidiary business units and an internal HS&E consulting staff of 20, with budgetary responsibility for profit and cost centres (£2 million). The role included the management of a geographically dispersed core team of HSE managers and staff attached to projects in Europe, Russia and Africa. Promoted company policy, standards, management systems, developed local strategy, policy and implementation processes in liaison with corporate staff in the US. I developed the corporate compliance audit programme for fixed operating sites and major projects (circa 1,000). Technical review of design projects for compliance issues; including project scope, progress and final review. Monitored legislation briefed, business unit management, HS&E teams and project staff.
Managed the environmental due diligence programme, in Europe and Africa and was a member of the Corporate M&A team from 1995. Project managed the implementation of the requirements for the Packaging Directive for sites in Europe, including thirty project and manufacturing sites in the UK. Promoted change measures with the Executive, to facilitate integration of sustainability in business unit strategy, this included development of performance indicators and reporting processes.
Further tasks included work on scoping and development of processes for HS&E management (compliant with ISO 14001/18000) within the company SAP system, including performance measurement and reporting. I managed implementation of the Corporate Emergency and Crisis Management Plans, across all business units. Responsible for liaison with internal and external stakeholders, for example Treasury, Procurement, Legal and HR groups and with external parties such as Banks, regarding HSE/SD issues.

1997 - 1998: Halliburton-Shared Services (UK South) - Environment Manager
Combined role with responsibility for the corporate environmental risk management team and the environmental managers in six subsidiary business units (turnover $2 billion) and management of a team of twelve environmental advisers attached to major projects in oil and gas / civil engineering. This included management of cost and profit centre budgets, performance management, technical direction and client liaison and; working on the Corporate M&A team.
Corporate work included development of company policy, strategy implementation, production of standards, training, development of ISO 14001 compliant systems for core businesses and projects (integrated with unit Quality Systems), audit, contaminated land investigation, assessment of environmental claims, M&A work, project risk assessment, bid support and reporting; and review of systems, audit, due diligence and troubleshooting for business units in Europe, Africa and Asia. Systems were developed for shipping, logistics, pipe-laying, fabrication yards, facilities management, property and engineering design businesses.
Management of Consultant team activity included project risk assessment, development of project environmental policy, review of management systems, review of EIA scope, progress and final reports, review of due diligence, training, assistance with permit applications and general troubleshooting for projects, in oil and gas, civil engineering, infrastructure and services businesses.

1990 - 1996: Brown & Root Environmental (Halliburton)- Technical Manager, EMS, QA Manager and Environment Manager - Brown & Root Civil & Services (Europe and Africa)
Technical Manager (initially Principal Consultant) of the Environmental Management Services Consultancy Group, with a team of five staff; responsible for management of projects, project managers and the consultant team. Also Quality Manager responsible for the ISO 9001 system for B&RE and Environmental Manager for B&R CS a civil engineering and facilities management business. Team management responsibilities included recruitment, retention, training, development, and performance assessment. Work included marketing strategy, business development and customer relationship management.
Work experience with blue-chip clients included, environmental review, policy development, development of management systems to ISO 14001 for blue chips including BT and National Grid , training, EIA, compliance audit, due diligence, Phase I and II work, reporting, supply chain assessment, linear asset risk assessment. Industry sectors included telecoms, electricity, chemicals, pharmaceuticals, food, mining and extractive, waste, manufacturing, transport and logistics, oil and gas and civil engineering design and construction.
1989 - 1990: National Rivers Authority - Area Pollution Control Officer
On privatisation of WWA, transferred to the NRA as a line manager for a pollution prevention team of six; dealing with other statutory bodies, the public and the media. Responsibilities included, organisation of integrated work programmes, project management, emergency planning and response, Assessment of permit applications, modelling and issuing consents, and interagency consultations and development of conditions for permits issued by other regulators which related to water pollution, for example planning consent and waste management licenses. Managed the Regional Onshore Oil Spill Response Unit.

1984 - 1989: Welsh Water Authority - Area Water Quality Officer
Responsible for a team of five, on, investigations, regulatory work and preparation of cases for prosecution. External committee work included working on multi-agency technical groups on waste and emergency planning. Managing a bilingual team in an area where Welsh was the predominant language of business. This customer-facing with routine contact with the public, pressure groups, local government and the media.
1979 - 1984: Welsh Water Authority – Biologist
Responsible for provision of biological services that included process control, evaluation of sewage treatment processes, marine, estuarine and freshwater pollution.
1978 - 1979: Welsh Water Authority – Ecologist (Contract)
Responsible for the execution of a study on the impacts of an industrial long sea outfall discharge on the marine environment; included multivariate modelling of benthos and sediment conditions.
