METHOD OF DOCUMENTATION OF ACCEPTANCE: By brand and manufactur­er.

The Department does not test these products for effectiveness as a release agent; they are tested and approved based upon their effect on asphalt cement. (See below)


Asphalt release agent compatibility will be tested by placing 2 grams of asphalt cement into 50 mL of diluted and 50 mL of undiluted release agent. After 24 hours there shall be no effect upon the asphalt cement. Any degree of asphalt cement solubility, often indicated by a darkening of the test solution, will constitute a failure.

Requirements for acquiring approval of Release Agents to be added to QPL: For inclusion in this QPL, the manufacturer shall supply a one quart sample along with product information to the Materials Division. Product information shall include: typical ranges for weight per gallon (mass per liter), percent solids (in accordance to ASTM D 1644, Method A), and pH and a Material Safety Data Sheet. The release agent shall be a non-solvent and a non-petroleum based product. The release agent shall be non-carcinogenic, environmentally safe, water soluble, and contain no solvents or petroleum hydrocarbons. The release agent shall be compatible with asphalt concrete hot mix. The release agent shall not effect asphalt cement at any dilu­tion rate or at a 100% concentration (0% dilution) and shall leave no residue that is a hazardous waste. The Department considers a 100% concentration of the release agent to be the “as delivered” release agent. If there is no dilution of the product prior to its use, the release agent is considered to be at a 100% concentration.

Class C or F fly ash will be accepted by the Arkansas State Highway and Transportation Department based on the producer's/ Supplier's certification that the material meets all requirements of applicable Department specifications (AASHTO M 295) under the following conditions:

1. The producers/suppliers shall maintain a file of their test results and methods of testing. The producer's laboratory shall be inspected periodically by the Concrete and Cement Reference Laboratory of the National Institute of Standards and Technology, and upon request, make reports of inspections available to the Department.

2. Fly ash shall be tested at the rate and in the manner defined in ASTM C 311. Laboratory analyses of these tests covering the fly ash certified and shipped to Department projects shall be furnished to the Department's Materials Division.

3. Shipments to Department projects shall be made only from silos that are certified to meet Department specifications.

4. The producer shall furnish with each shipment a certification containing the following:

a. consignee

b. date and time of shipment

c. truck or railroad car number

d. quantity of fly ash shipped

e. class of fly ash

f. silo number from which shipped

g. a statement that "This is to certify that the class

of fly ash in this shipment is from silo

number___________ and complies with the AASHTO

specification for the class shipped."

h. the signature of a responsible company official

One copy of the shipment certification form for the Resident Engineer shall accompany the shipment.

5. The Department will make periodic inspections by source sampling and by checking test results and methods of testing used by the producer.

6. A quarterly composite sample will be sent to the Mate­rials Division. This sample will be composed of approximately equally sized samples obtained from pretested bins.

7. Destination samples will also be taken as deemed necessary to assure compliance with specifications. Failure of these samples may be considered sufficient cause to reject the fly ash and suspend further shipments until tests by the Department determine that the producer's product is in compliance with applicable specifications and requirements. Acceptance of fly ash by this method is subject to withdrawal for failure to comply with the above requirements.

Ground granulated blast-furnace slag will be accepted by the Arkansas State Highway and Transportation Department based on the producer's/ Supplier's certification that the material meets all requirements of applicable Department specifications (AASHTO M 302, Grade 100 or Grade 120) under the following conditions:

1. The producers/suppliers shall maintain a file of their test results and methods of testing. The producer's laboratory shall be inspected periodically by the Concrete and Cement Reference Laboratory of the National Institute of Standards and Technology, and upon request, make reports of inspections available to the Department.

2. Ground granulated blast-furnace slag shall be tested at a rate agreed to by the Department and in the manner defined in AASHTO M 302, to include chloride ion content. Laboratory analyses of these tests covering the ground granulated blast-furnace slag certified and shipped to Department projects shall be furnished to the Department's Materials Division.

3. Shipments to Department projects shall be made only from silos that are certified to meet Department specifications.

4. The producer shall furnish with each shipment a certification containing the following:

a. consignee

b. date and time of shipment

c. truck or railroad car number

d. quantity of ground granulated blast-furnace slag shipped

e. grade of ground granulated blast-furnace slag

f. silo number from which shipped

g. a statement that "This is to certify that the grade

of ground granulated blast-furnace slag in this shipment is from silo

number___________ and complies with the AASHTO

specification for the grade shipped."

h. the signature of a responsible company official

One copy of the shipment certification form for the Resident Engineer shall accompany the shipment.

AGREEMENT FOR THE ACCEPTANCE

OF MODIFIED PORTLAND CEMENT BASED ON CERTIFIED MILL TESTS

Modified portland cement will be accepted by the Arkansas State Highway and Transportation Department based on the producer's certification that the material meets all requirements of applicable Department specifications:

Portland – Pozzolan Cement (AASHTO M240, Type IP)

Pozzolan – Modified Portland Cement (AASHTO M240, Type I (PM))

Slag – Modified Portland Cement (AASHTO M240, Type I (SM))


Modified portland cement will be accepted by the Arkansas State Highway and Transportation Department under the following conditions:

1. The producers shall maintain a file of their test results and methods of testing. The producer's laboratory shall be inspected periodically by the Concrete and Cement Reference Laboratory of the National Institute of Standards and Technology, or other acceptable testing laboratory, and upon request, make reports of inspections available to the Department.

2. Mill analyses covering the modified portland cement to be certified and shipped to Department projects shall be furnished to the Department's Materials Division. Mill analysis must reference the plant of origin.

3. Shipments to Department projects shall be made only from bins (silos) that have been tested and found to meet Department specifications. No modified portland cement shall be shipped prior to satisfactory completion of three day compressive strength tests. Modified portland cement from different manufacturing plants will not be intermixed at terminals.

4. The producer shall furnish with each shipment a certification containing the following:

a. consignee

b. date and time of shipment

c. truck or railroad car number

d. quantity of modified portland cement shipped

e. type of modified portland cement

f. bin (silo) number from which shipped

g. a statement that "This is to certify that the type modified

portland cement in this shipment is from pretested bin (silo) number___________ and complies with the AASHTO specification for the type shipped."

h. name of modified portland cement plant, terminal (if applicable) and the signature of a responsible company official

One copy of the shipment certification form for the Resident Engineer shall accompany the shipment.


5. A monthly composite sample will be sent to the Materials Division. This

monthly composite sample will be composed of approximately equally sized type modified portland cement samples obtained from pre­tested bins. A composite sample will be sent for each type of type modified portland cement supplied to Department projects. Composite samples will be supplied from the manufacturing plant, not from terminals.

6. Destination samples will also be taken as deemed necessary to assure compliance with specifications. In the event samples taken at the job fail to meet specifications, the Department will reject the type modified portland cement. No further shipments will be accepted under this agreement until tests by the Department determine that the producer's product is in compliance with applicable specifications and requirements.

Acceptance of type modified portland cement by this method is subject to withdrawal for failure to comply with the above requirements.
