REQUIREMENTS FOR CONCRETE RETARDERS
The following procedure is to be used in acquiring approval of retarding agents:
1. The manufacturer/supplier shall provide the Materials Division with a test report from a recognized laboratory indicating compliance with AASHTO M 194, Standard Specification for Chemical Admixtures for Concrete. A recognized laboratory is any State Highway Agency, Federal Highway Administration or independent laboratory regularly inspected by the National Institute of Standards and Technology. All test reports shall include the manufacturer’s name, brand name of the material, and date of testing.
2. In addition to the requirements of the AASHTO Specification, the manufacturer/supplier shall include:
The type material, B or D - (B: Retarding admixture, or D: Water‑reducing and retarding admixture).
The constituents of the retarder (Example - This material is a solution of calcium salt of lignosulphonic acid).
The chloride content of the admixture and whether or not chloride as added during its manufacture.
Recommended dosage rate.
Uniformity and equivalence tests according to AASHTO M 194 to provide results against which later comparison can be made. Where the nature of the admixture or the Department’s testing capabilities may make some or all of the procedures unsuitable, other requirements may be established by agreement between the Department and the manufacturer.
3. A sample of the retarding agent will be supplied to the Materials Division at the following address. Product information and Material Safety Data Sheets must be included.

4. If the product meets material requirements, the product will be approved for inclusion after receipt of a signed QPL certification.
5. Destination samples will be taken as deemed necessary to assure compliance with specifications. Material failures either in the laboratory or in field applications may be considered sufficient cause to reject the material. The Materials Engineer will determine if the failures warrant discontinuing acceptance and removal from this QPL.

Type 3 joint sealer shall be: a cold applied, single component, chemically curing silicone seal and shall meet the requirements of ASTM D 5893.
Type 4 joint sealer shall be: a cold applied, single component, chemically curing silicone seal and shall meet the requirements of ASTM D 5893. Use of a pre-approved primer is required.
Type 5 joint sealer shall be: a hot poured elastomeric and shall meet the requirements of AASHTO M 282 and ASTM D 3406.
Type 6 shall be: a 2 component cold poured, synthetic polymer and shall meet requirements of ASTM D 1850 with the exception of penetration which shall not exceed 100. It shall also have a minimum resilience (both on the original cured sample and on the oven aged sample) of 70%.
Type 7 shall be: a 1 component hot poured elastic type intended for use in sealing concrete joints in concrete pavement or bridges. It shall meet the requirements specified in AASHTO M 173 (ASTM D 6690, Type I / AASHTO M 324, Type I).
The following procedure is to be used in acquiring approval of concrete joint sealers:
1. Submittal of a sample for testing and certified test results from a recognized independent laboratory, all sealants (Types 3, 4, 5, 6, 7). A primer sample will also be submitted for Type 4 sealants.
2. Successful completion of a field evaluation may be required.
3. Suppliers / Manufacturers shall provide product information and Material Safety Data Sheets.
4. The date of manufacture or an expiration date shall be printed on the sealant containers (pails and drums).
5. When deemed necessary by the Materials Engineer and at a frequency determined by same, samples shall be taken and tested on a random basis on materials from each manufacturer.
6. Continued material failure will be considered sufficient reason to discontinue acceptance of material from a manufacturer, determination of which shall be by the Materials Engineer.

The following procedure is to be followed in acquiring approval of curing compounds:
1. The manufacturer/supplier will provide the Materials Division of the Arkansas State Highway and Transportation Department with a pint sample and a copy of a test report from a recognized laboratory covering the material to be used. A recognized laboratory is any State Highway Agency, Federal Highway Administration or laboratory regularly inspected by the National Institute of Standards and Technology.
2. An approval will be predicated upon a test report giving the following information as required by AASHTO M 148. (Declarative Statement/s may be made by manufacturer)

Failure of these samples may be considered sufficient cause to reject the material and suspend further use and/or removal from this QPL until tests by the Department determine that the producer's product is in compliance with applicable specifications and requirements.

Method of Documentation of Acceptance : By brand and manufacturer.
To gain acceptance as an approved material on the Qualified Products List (QPL), the following procedure must be followed:
1. Suppliers/Manufacturers shall provide to the Materials Division the Manufacturer's certification for each material stating compliance with AASHTO M 213, Preformed Expansion Joint Fillers for Concrete Paving and Structural Construction (Non-Extruding and Resilient Bituminous Types).

2. A sample(s) shall be submitted to Materials Division for testing. The sample(s) should be sent to the Department and the Materials Division at:

3. Suppliers / Manufacturers shall provide product information and Material Safety Data Sheets as applicable.
4. It the material meets the specifications, a letter and an unsigned certification agreement will be sent to the supplier / manufacturer. The product will be placed on the QPL upon receipt of the signed certification.
5. When deemed necessary by the Materials Engineer, samples from each manufacturer shall be taken and tested on a random basis. Failure of these samples will be considered sufficient reason to discontinue acceptance of material from a manufacturer, determination of which shall be by the Materials Engineer.
