The Elliott Bridge Reach Off-Channel Habitat and Floodplain Reconnection Project (EBR Mitigation Project) is located on the main stem of the Cedar River in the King County In-Lieu Fee Program’s Cedar River/Lake Washington Service Area. The project will remove historic fill to restore active floodplain, construct a side channel to provide refuge for migrating fish during high flows, and construct a scour structure to create and sustain pool habitat suitable for an adult salmonid holding area.
The EBR Mitigation Project will restore approximately 11.5 acres of an active floodplain, adding flood storage capacity and improving salmon habitat. The project will reduce downstream flood risks and improve wetland and aquatic habitat in a reach of the river which currently lacks habitat diversity, a known limiting factor for chinook salmon productivity, as identified in the Lake Washington/Cedar/Sammamish Watershed (WRIA 8) Chinook Salmon Conservation Plan (Lake Washington/Cedar/Sammamish Watershed (WRIA 8) Chinook Salmon Conservation Plan, July 2005).
This in-lieu fee mitigation site was designed to offset unavoidable impacts in the Cedar River/Lake Washington Service Area. The EBR Mitigation Project will be monitored for successful achievement of performance standards until at least the year 2026. After successful achievement of the performance criteria, the EBR Mitigation Project will earn a total of 7.06 credits, using an area-based method, not the credit/debit method. These credits will be released over time as performance standards are met.
