The following procedures are based on state board rules and Fulton County Board of Education policy on Joint Enrollment/Postsecondary Options, Policy IED(2).
Definitions:
Postsecondary Options Program - A program of study for high school students who are at least 16 years of age or who are classified as a junior or senior in a Georgia public high school to take approved courses, full-time or part-time, from a Georgia public college, university or technical institute where he or she has been accepted and receive postsecondary credit hours and high school Carnegie unit credit.
Joint Enrollment Program - A program of study for Fulton County high school students who have not received a high school diploma to take approved courses, full-time or part-time, from a postsecondary institution and receive postsecondary credit hours and high school Carnegie unit credit.
Approved courses - Courses based on the concepts and skills included in the Quality Core Curriculum (QCC) for grades 9-12. Courses in Georgia public postsecondary institutions must be approved by the Georgia Department of Education for equivalency credit and funding.
Course - Instruction for which credit is awarded.
Credit - Carnegie units earned and applied to high school graduation and credit hours earned toward the completion of a postsecondary program of study.
Eligible Institution for Postsecondary Options - Any two-year or four-year degree granting public college or university or accredited public postsecondary technical institution located in Georgia.
Eligible Institution for Joint Enrollment - Any public or private degree granting college or university or accredited technical institution which may become eligible through a joint enrollment agreement with the local high school.
Eligible Student for Postsecondary Options - Any Fulton County high school student who is at least 16 years of age or who is classified as a junior or senior, has not received a high school diploma and is eligible for enrollment in accordance with O.C.G.A. 20-2-150.
Eligible Student for Joint Enrollment - Any Fulton County high school student who has not received a high school diploma and who is eligible for enrollment by an eligible institution.
Equivalency - The number of postsecondary credit hours or courses needed to equal secondary credit hours.
Program - The arrangement for a public high school student to enroll at a postsecondary institution and earn high school credit and postsecondary credit hours.
Requirements for Participation:
A student may participate in the Postsecondary Options program if he or she is a Fulton County high school student who is at least 16 years of age or who is classified as a junior or senior, has not received a high school diploma and has been accepted by an eligible institution.
A student may participate in the Joint Enrollment program if he or she is a Fulton County high school student, has not received a high school diploma, has been accepted by an eligible institution and accepts all responsibility for tuition, fees, transportation and other expenses associated with the program.
A student's participation in the Postsecondary Options program:

1.
|
Is limited to the remaining amount of time normally required to complete the high school diploma, from the time of initial participation in the program, based upon the ratio of two semesters of postsecondary enrollment equaling one academic year of high school.
|
2.
|
Is subject to the provisions in O.C.G.A. 20-2-150.
|
3.
|
Is to be continued through the end of a semester even though he or she may become age ineligible under O.C.G.A. 20-2-150 during the semester of enrollment.
|
4.
|
Requires the student to provide his or her transportation unless the student's IEP calls for transportation as a related service.
|
5.
|
Requires the student to request and sign a form authorizing the postsecondary institution to notify the school system of the student's grade in each course.
|
6.
|
Requires the student to pay for items not ordinarily included in tuition and fees, such as calculators, books, and specialized tools providing such items are a normal part of the requirements for the course and remain the property of the student.
|
7.
|
Shall not require the student to pay any of the actual costs of tuition, materials, and fees directly related to the approved courses. The local school system shall provide at no cost to the student and/or parent(s) or guardian(s) the services prescribed in an IEP for students with disabilities, as specified by the Individuals with Disabilities Education Act (IDEA) and Rules 160-4-7 (Special Education).

8.
|
Shall be accommodated as necessary according to Section 504 of the Rehabilitation Act of 1973.
|
9.
|
Prohibits the student from receiving other state student financial aid while they are participating in this program.
|
A student's participation in the Joint Enrollment Program:
|
1.
|
Requires the student to request and sign a form authorizing the postsecondary institution to notify the school system of the student's grade in each course.
|
2.
|
Requires the student to pay for all tuition, fees, transportation and any other expenses associated with the program.
|
3.
|
Is contingent upon the student's continuing eligibility for enrollment at the postsecondary institution.
|
The Fulton County School System will:
|
1.
|
Accept toward state and local high school graduation requirements and subject area requirements of the Georgia Board of Education the postsecondary credit of an eligible student who successfully completes an approved course from an eligible institution.
|
2.
|
Require eligible students to meet state assessment requirements as referenced in GDOE Rule 160-3-1-.07 (Testing Programs - Student Assessment).
|
3.
|
Record on the student's high school transcript each approved course name, grade and amount of credit earned for each course.
|
4.
|
Weigh the grades received from the postsecondary institution under the procedures of policy IHA when computing the student's grade point average (GPA).
|
5.
|
Require students to register for a full course load at the high school for the upcoming semester. If the student withdraws from the postsecondary classes, he or she may return to the high school schedule under the procedures of Policy IHA.
|
6.
|
By April 1 of each school year or prior to enrollment in an eligible institution, provide general information about the postsecondary program to all eligible students.
|
7.
|
Provide counseling for interested students and their parent(s) or guardian(s) including:
|
|
a.
|
the names of eligible institutions and approved courses listed by the state, information about approved transferable credit and local and state graduation requirements.
|
|
b.
|
the address of each eligible institution for obtaining information concerning costs associated with tuition, books, materials, and available support services.
|
|
c.
|
informing them that they are to consult with the high school counselor and the Director of Admissions of the postsecondary institution to plan an appropriate schedule.
|
|
d.
|
the potential effect of the program on a student completing a course and completing required high school graduation requirements.
|
|
e.
|
consequences of course incompletion, course failure and the possible delay of high school graduation.
|
|
f.
|
the requirement of the Georgia High School Association (GHSA) that all students be enrolled in a minimum of five classes and pass five classes the previous semester as a basis for participation in extracurricular activities. The student must be enrolled at the high school for at least three classes.
|
|
g.
|
notification that participation in the program will not prohibit eligibility for any awards or honors given by the high school. All students should be enrolled as full-time students including both joint enrollment and regular enrollment or as full-time students at a college or university as a basis for eligibility for awards and honors.
|
|
h.
|
the academic and social responsibilities of the student for obeying the rules of both the eligible institution and the high school (GDOE rule 160-4-2-.34).
|
8.
|
Require parent(s) or guardian(s) and the student who elects to participate to sign a form (JE 002) stating that they have received the counseling services specified and that they understand the responsibilities and possible consequences.
|
Awarding of Carnegie Credit - The Fulton County Board of Education shall award the equivalent of six Carnegie units of credit for each 45 quarter hours or 30 semester hours or one Carnegie unit for each 7.5 quarter hours or 5 semester hours successfully completed by a student in an approved postsecondary course. Credit for participation in fewer than 7.5 quarter hours or 5 semester hours shall be determined by using the formula stated above.
