JOB DESCRIPTION Title: Project Manager, Ferries and Maritime
Position Overview:
Reporting to the Assistant Vice President of Ferries and Maritime in the Maritime & Markets group of EDC’s Asset Management Division, the position is responsible for administration and program management of assigned assets, including the City’s passenger ferry services, waterfront berthing and other related NYCEDC-managed assets. The position involves all aspects of asset management, and involves day-to-day interaction with and delivery of services to, ferry service providers, facility operators and vendors; preparation and control of revenue and expense budgets; public relations; management of emergencies, incidents and accidents; lease administration and records management.
Responsibilities:
This position will be responsible for specific elements within the City’s ferry and related waterfront assets, which is expected to include the East River Ferry Service, DOT Ferry Landings, SBS Landings, as well as assets under NYCEDC’s DockNYC program including West Harlem Piers, Skyport, the Staten Island Homeport Pier, Stuyvesant Cove, Atlantic Basin, Pier 36 and BAT Pier 4. This position will be heavily involved with the project management and implementation of the City Wide Ferry System.
Industry Expertise – Supports the AVP of Ferries & Maritime in representing NYCEDC in all matters relating to the passenger ferry and waterfront industries’ presence in the City. Manage relations among industry stakeholders, public agencies and other related entities. Coordinates NYCEDC’s interactions with the passenger ferry and maritime industries in the management of the assets and any development or acquisition of new assets. Assist with delivery of service and security on the assets. Work closely with the Ports & Transportation Department’s policy initiatives as they relate to passenger ferries and waterfront berthing.
Asset Management - Responsible for all aspects of assigned properties. This role managing annual and long-term budgets, monthly budget reviews and variance analysis, implementing strategic plans to promote the assets and produce sustainable net income, leasing and lease administration for the assigned properties and operations support. This will include administration of new agreements and amendments to existing agreements in order to advance NYCEDC’s goals and will include oversight and enforcement of all agreement provisions to ensure that the City and NYCEDC’s interests are protected. This will include developing financial models and pro formas of leases, operating agreements, and development opportunities.
Project Management - Manages projects as assigned within the asset class. Effectively monitors scope, schedule and budget in order to successfully complete projects within the assigned asset class. Implements appropriate changes and procedures to ensure project success. Supports the execution goals of ferry, and maritime related projects.
Record-Keeping - Establish and maintain record keeping systems, including project, leasing and asset files. Assist in preparing for and responding to audits. Develop and maintains Citywide Ferry record keeping
Public Relations - Establish and maintain relationships with internal and external stakeholders as directed within the relevant asset-related communities in order to promote the assets to interested users. Interact where appropriate with NYCEDC’s Public Relations Department.

Qualifications:
Undergraduate degree or equivalent in urban planning, transportation planning or administration, engineering, maritime commerce, real estate management or a related field.
1-2 years of experience in related industry or profession.
Demonstrated interest in urban planning, transportation planning, land use planning, economic development or facilities management.
Maritime experience and knowledge of the working waterfront and waterfront facilities is strongly preferred.
Strong sense of urgency and responsibility to achieve leasing deadlines and goals. Enterprising and resourceful, results oriented. Ability to manage projects against tight timelines with a proactive and collaborative style that works well in teams.
Strong quantitative and problem solving skills, written and oral communication skills, including the ability to present to a wide variety of audiences.
Ability to create a team environment with public and private agencies and parties essential.
Ability and willingness to travel within the five boroughs.
General computer skills. Must have aptitude for learning and applying various computer programs.
Collaborates effectively with internal and external stakeholders.
Adapts well to changing priorities and circumstances.
Valid Driver's License.
Must respond to emergencies as required, with 24/7 on-call duties.
Highest degree of independent judgement, ability to identify and respond to work and circumstances as required without oversight and the ability to generate and implement new ideas.
New York City residency is required within 180 days of hire.
About the Asset Management Department: The Asset Management division is responsible for the management of NYCEDC's real estate portfolio. The department is responsible for maximizing the performance and value of the company’s portfolio of real estate assets, developing and implementing strategies that provide improve cash flow, strengthen interim and long-term value while supporting the Mayor’s goals of increasing the number, quality, and diversity of jobs available across the five boroughs. NYCEDC's real estate portfolio is comprised of assets that generate over $100 million in revenue per year, which include over 150 properties totaling over 60 million square feet. PREFERRED QUALIFICATIONS: Applicable healthcare design and construction experience in NYS. Familariaty with Article 28, ICRA, CMMS and Joint Commission requirements. Applicable experience working in New York City government, or at other levels of government; understanding of NYC funding, procurement and contracting requirements; familiarity with the NYC construction industry, its practices, methods, unique challenges; demonstrated leadership and staff management experience including effective task delegation, and ability to manage multiple tasks and deadlines; ability to focus on ‘big picture’ issues while simultaneously understanding critical details.
