124th MAINE LEGISLATURE
Specialist First Class Christina L. Brandt, of Wilton, now serving in the United States Army, Unit D/5 101 TF Eagle Assault, who is returning from serving in Afghanistan, where she has been deployed since February 29, 2008. We join citizens throughout the State in welcoming her home and in extending our appreciation to her for her commitment to the United States military; (HLS 1)

Mt. Abram High School Boys Soccer Team, the Roadrunners, upon its winning the 2008 Western Class C Championship and being named the Boys Soccer Team of the year by the Lewiston Sun Journal. We extend our congratulations to the team on these achievements; (HLS 2)

Gilbert J. Anderson, of Millinocket, on his 90th Birthday, December 7, 2008. We send Mr. Anderson our congratulations and best wishes on this special occasion; (HLS 3)

Ira and Pauline Ainsworth, of Sanford, upon their creation of a home garden in memory of their lost spouses. The Ainsworths open this flower-filled, tranquil setting to area nursing homes, assisted living facilities and seniors as a means of providing boundless compassion. Thirty-three groups toured the manicured setting during the past summer while also enjoying afternoon entertainment by means of games organized by the Ainsworths. Site maintenance and improvements are made possible through donations by local businesses and various other groups secured by Mrs. Ainsworth. After nearly two decades since the inception of the gardens, the Ainsworths are proud that their hard work was recognized by author Debra Landwehr Engle in her book Grace from the Garden. We acknowledge Mr. and Mrs. Ainsworth's efforts in offering the elderly a serene environment to take pleasure in during their golden years; (HLS 4)

Mary Keith, of Gray, upon her retirement after more than 26 years of dedicated service to the State of Maine. Ms. Keith worked as an employment counselor with the Department of Labor at the Career Center, formerly known as the Maine Job Service. She also served as a youth counselor for eight years at the Maine Youth Center, now known as Long Creek Youth Development Center. We acknowledge her commitment to the people of the State of Maine and extend to her our congratulations and best wishes on her retirement; (HLS 5)

Duane and Barbara Lewis, of Phillips, on the occasion of their 50th Wedding Anniversary. Duane Griffin Lewis and Barbara Louise Adams married November 9, 1958 at the Bath Congregational Church. We send Mr. and Mrs. Lewis our congratulations and best wishes as they celebrate their Golden Anniversary; (HLS 6)

Corey J. Bouton, of Bucksport, a member of Boy Scout Troop No. 82, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. Corey, currently a freshman at Embry-Riddle Aeronautical University in Florida, has earned 21 merit badges and has served in a variety of leadership roles. For his service project, he built three lifeguard tower chairs for the town pool in Bucksport. We extend our congratulations to him on this achievement; (HLS 7)

Trevor Violette, of Medway, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. We extend our congratulations to him on this achievement; (HLS 8)

the staff and faculty of Stockton Springs Elementary School, on their heroic actions October 31, 2008, when a man with a gun entered the school. A parent noticed the gunman and immediately notified the school secretary, who told a bus driver. The bus driver confronted the gunman, who brandished a semiautomatic handgun, walked down the hallway and entered a fifth grade classroom with eleven students and at least one teacher. He held a gun to the teacher's head, forcing her out of the room, and shut the door, holding the students hostage. Due to a call by the secretary to the authorities, police from all over the county rushed to the scene, surrounding and securing the school. Maine State Police detective Jason Andrews entered the school and began communicating with the gunman through the closed door. In only minutes, the gunman handed his loaded gun to a student and walked into the hallway, to be tackled by a waiting officer. We acknowledge the actions of Detective Andrews and give special mention to the heroes of the school, parent Mary Hulbert, school secretary Tina Boyce, bus driver Glenn Larrabee, education technician Marcia Williams, teacher Carolyn Russell and physical education teacher Dan Campbell, on their individual roles in protecting the students and other members of the school. The Department of Education requires schools to enlist local police, fire and emergency preparedness officials in creating emergency response plans, and it is fortunate that the school had effective, knowledgeable and courageous staff and teachers; (HLS 9)

the 2008 Bowdoin College field hockey team, for their second consecutive NCAA Division III Championship. The Polar Bears are just the fourth school in Division III history to win consecutive national championships. We congratulate the members of the team on this achievement and send them our best wishes on their future endeavors; (HLS 10)

Rick Batt, of Industry, on the occasion of his retirement as the Chief Executive Officer of Franklin Community Health Network. Mr. Batt has served 15 years with distinction and was cited as the state role model by Governor Angus King at a public health conference in 2002. He is the recipient of the Living Vision Award of the American Hospital Association and was acclaimed as a leader by the Governor's Blue Ribbon Commission on Health Care Reform. We send him our appreciation for his service to public health and we congratulate him on his retirement; (HLS 11)

James G. and Harriet (Chisholm) Dowd, of Brewer, on the occasion of their 50th Wedding Anniversary, November 29, 2008. To celebrate the event, the Dowds spent their Thanksgiving holiday in New York City with their children, grandchildren and a group of friends. We send them our congratulations on their Golden Anniversary; (HLS 12)

Raymond Thomas Leet, Sr., of Guilford. Mr. Leet was born in Millinocket and attended Stearns High School. He was a United States Army veteran who served two tours of duty in Vietnam. He worked for Great Northern Paper Company for 30 years and then became a truck driver. He will be long remembered and greatly missed by his family and friends; (IN MEMORIAM) (HLS 13)

Craig E. Leidenroth, of Warren, doctor of dental surgery and prominent member of his community. Dr. Leidenroth was born and raised in New Jersey and received his degree in dental surgery from Temple University. Having graduated earlier than scheduled, he finished the year teaching at the university for six months. In 1974 he moved to the Thomaston area where he established his dental practice. Dr. Leidenroth served on the Maine Dental Association's Executive Board. He was a "gentleman farmer" who enjoyed working on his farm where he

raised Belgian horses, steers and goats. He was also an avid sailor, earning his captain's license in 2006. Dr. Leidenroth was a part owner and former treasurer of the Tomhegan Wilderness

Resort at Moosehead Lake, where he enjoyed many of the area's activities and serving on the board of directors for the Tomhegan Camp Owners Association. For several years, he was a member of the Thomaston Area Chamber of Commerce. We acknowledge his contributions to his community and to the State of Maine. He will be greatly missed and long remembered by his loving family and many friends; (IN MEMORIAM) (HLS 14)

Matthew Peter Cesare, of Millinocket and Ambajejus Lake, a junior at the Maine School of Science and Mathematics in Limestone. Matthew's greatest loves were flying and enjoying the outdoors with his family. He loved to socialize and was known for his gift of humorous sarcasm. He was considered an "old soul in a young man's body," and he will be greatly missed and always remembered by his loving parents, Anthony and Ramona Cesare, his family and his many friends; (IN MEMORIAM) (HLS 15)

Anthony Bourbon, of North Berwick, upon his being named the 2009 Maine Assistant Principal of the Year by the Maine Principals' Association. Mr. Bourbon is assistant principal at Marshwood Middle School. His accomplishments as a collaborative educational leader, his strong advocacy for at-risk students and his leadership role in the supervision and evaluation of teachers earned him this mark of distinction. We extend our congratulations and best wishes to him on his receiving this high honor; (HLS 16)

the Reverend David Avery, of Eliot, upon his retirement. In January of 1973, the Reverend Avery became the Pastor of the First Congregational Church in Eliot, his first assignment after leaving the seminary. He has been an activist in ecumenical church activities and has been a champion in service to those in nursing homes and hospitals, those who are homebound and those who have lost loved ones. The Reverend Avery has ministered to those in need regardless of their personal religious preferences or affiliations. With 35 years of loving dedication to the members of the church as well as to members of the entire community, the Reverend Avery will be missed by all as he steps down for his retirement. We congratulate him and send him our appreciation for his longtime service; (HLS 17)

Ian Nichols, of Freeport, a member of Boy Scout Troop No. 622, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. For his Eagle Scout project, Ian reconstructed a trail on the Knights Woods Trail at Bradbury Mountain State Park. We extend our congratulations to him on this achievement; (HLS 18)

Wade Davis, of Hallowell, a member of Boy Scout Troop No. 622, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. For his Eagle Scout project, Wade planned, designed, constructed and marked a trail with Kennebec Land Trust that connected 2 woodlots located in Manchester. The trail will be used by hikers throughout the year. We extend our congratulations to him on this achievement; (HLS 19)

Nolan Poulin, of Manchester, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. We extend our congratulations to him on this achievement; (HLS 20)

Michael Lachance, of Manchester, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. Michael is an active participant in a variety of school and community activities. For his Eagle Scout service project, he organized and carried out plans to revitalize part of Mill Park, an area on the banks of the Kennebec River. We extend our congratulations to him on this achievement; (HLS 21)

Ronald Henri St. John, of Harrison, a member of Boy Scout Troop No. 196, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. We extend our congratulations to him on this achievement; (HLS 22)

the Brownville Fire Department, of Brownville, for exceptional accomplishment in providing critical emergency response services to the town and surrounding communities. Members of the department consistently demonstrate dedication and personal sacrifice to ensure a high-quality response to the emergency needs of the area regardless of the time of day or the harshness of the weather conditions. Their selfless dedication to ideals greater than themselves serves as an inspiration to all citizens and provides important emergency services to the Town of Brownville. The culmination of the Brownville Fire Department's responses to critical situations over the past year fostered a great sense of community and charity among the citizens of Brownville and reflects the best traditions and motivations to service in our State; (HLS 23)

Carmel "Bidou" Castonguay, of Van Buren. Mr. Castonguay was born in St. Leonard, New Brunswick and became a United States citizen on July 4th, 1993, a day of great pride and happiness to him. He was a 35-year member of the Van Buren Fire Department and was serving as assistant chief. He was also a former fire warden and was associated with the Van Buren Ambulance Service. Mr. Castonguay worked at General Supply Corporation for more than 20 years. He was a sexton for St. Peter Chanel Parish and was on its Social Justice and Peace Commission, as well as the Worship and Spirituality Commission. Mr. Castonguay also coordinated the St. Peter Chanel Food Pantry and assisted victims during the recent devastating flooding of the St. John River Valley. Mr. Castonguay will be greatly missed and long remembered by his loving wife, Lucille, his family and his friends; (IN MEMORIAM) (HLS 24)

Samuel Schoppee Silsby, Jr., longtime resident of Augusta and Maine's first State Archivist. Mr. Silsby, the oldest of five sons, received his bachelor's degree from the University of Maine at Orono, where he was a member of the Black Bears track team and the 1947-1948 state champion in the 440-yard dash. He received his law degree from Boston University School of Law in 1952 and served in the United States Army's Office of the Staff Judge Advocate for several years. Mr. Silsby returned to Maine where he practiced law privately before beginning his distinguished career with the State. He worked for 11 years as the Assistant Director of Legislative Research, writing a "History of Statutory Law in the State of Maine," which was published in the 1964 Maine Revised Statutes Annotated. In 1966, Mr. Silsby was appointed as the first State Archivist, a position he proudly held until his retirement in 1987. He was known nationally in his profession for his expertise in the management and preservation of public records and served on numerous commissions and boards. We acknowledge his generous contributions to the State of Maine and to his Nation. He will be greatly missed and long

remembered by his wife of 55 years, Frances, and his loving family and his many friends; (IN MEMORIAM) (HLS 25)

Ada L. Dunn, of Caribou, upon her passing at the age of 87 on December 14, 2008. Born in Newport News, Virginia to Grover and Flossie McCulloch, Mrs. Dunn was one of seven

children. She outlived all of her siblings but her brother Faye. She was a graduate of Newport News High School and studied nursing at Riverside Hospital. After her marriage to Harold Gates Dunn in North Carolina on October 14, 1941, she and her husband relocated to Hampton, Virginia. Mr. Dunn opened Odorite Used Cars with Mrs. Dunn after working for Merrimac Motors and becoming acquaintances with such racing legends as Junior Johnson and Richard Petty. Mrs. Dunn maintained the business for several years after Mr. Dunn passed away in 1978. She was most renowned for her love of her Lord and Savior, Jesus Christ. Her compassion was unwavering, especially during her final days battling Lewy Body Dementia and congestive heart failure. Always full of words of wisdom and encouragement, Mrs. Dunn possessed great pride for her son-in-law and daughter, George and Joyce Knorr, her granddaughter and her spouse, Laura and Andy Nadeau, her great-grandchildren, Brett and Jarett Nadeau and her grandson and his spouse, David and Aubrey Knorr. Her proverbs of "treating others as you want to be treated" and "stay close to God and He'll stay close to you" will be her undying legacy. We offer our sincere condolences to the family and friends of Ada L. Dunn. May she now rest free from her ailing body and in the comforts of Heaven; (IN MEMORIAM) (HLS 26)

the Lisbon Community Federal Credit Union on its receiving the Lisbon Business Award. The Lisbon Community Federal Credit Union has been a part of the Town of Lisbon since 1959. It was one of the key supporters in launching the Keep Maine Strong campaign. We extend our congratulations to the Lisbon Community Federal Credit Union on its receiving this award and wish them continued success in the future; (HLS 27)

James Thibodeau, of Fort Kent, who has been named the 2009 Fort Kent Citizen of the Year. Mr. Thibodeau has been in the insurance business for 34 years. He has held many offices in the community. He has been an active member of the Fort Kent Rotary and served as the president in 1988. He has also been a member of the Fort Kent Chamber of Commerce Board of Directors and served at different times as vice president, treasurer and president. Mr. Thibodeau received the Distinguished Service Award in 1989 from the Chamber of Commerce. He was instrumental in developing Lonesome Pine Trails for which he and his father received the Service Award in 1974. He gives ski lessons for free. He and his wife jointly hosted the 2001 and 2002 Class C Maine State Ski Racing Championships and the first Grindle-Berghuis Memorial Invitational race with over 200 racers. Mr. Thibodeau is a motivator and mentor and gives of his time and knowledge to help others strive for excellence. We extend our appreciation to Mr. Thibodeau for his dedication to the citizens of this State and congratulate him on his receiving this award; (HLS 28)

Louise and Joseph Pietroski, of Rockland, on the occasion of their 65th wedding anniversary. Mr. and Mrs. Pietroski were married on December 30, 1943 at St. Bernard's Church in Rockland. They have 4 sons, 11 grandchildren and one great-grandchild. We extend our congratulations to Mr. and Mrs. Pietroski on this special occasion; (HLS 29)

Roger A. Thurber, of Ellsworth, a member of Boy Scout Troop No. 86, who has attained the high rank and distinction of Eagle Scout. This is the highest award in Boy Scouting and is given for excellence in skills development, leadership, personal growth and community service. We extend our congratulations to him on this achievement; (HLS 30)

Tyler "Buzzy" Emerson, 19, of Millinocket. Tyler grew up in Millinocket and graduated from Stearns High School in 2007. At the time of his death, he was a sophomore at Maine Maritime Academy. Tyler loved spending his time hunting, fishing, camping and participating in any activity that involved being outdoors. His keen sense of humor and his adventurous spirit will be very sadly missed by his family, his friends and all of the people whose lives he touched; (IN MEMORIAM) (HLS 31)

Allan L. Benner, of Hampden. Mr. Benner successfully operated Al Benner Homes for 31 years. He was known statewide as an advocate of safe, affordable housing and was instrumental in the development of standards and legislation. Mr. Benner served as a member of the Maine Manufactured Housing Board as well as the Manufactured Housing Association of Maine. Outside of work, he was an avid fisherman and an amateur photographer. Mr. Benner will be dearly missed by his wife, his two sons and their families, and numerous friends; (IN MEMORIAM) (HLS 32)

James and Lillian Leeman, of Phillips, on the occasion of their 50th Anniversary, September 28, 2008. Mr. and Mrs. Leeman were married in Strong at the Church of the Nazarene. We extend our congratulations and best wishes to them on this Golden Anniversary; (HLS 33)

Clara Damon, of Auburn, on the occasion of her 105th birthday. Mrs. Damon was born Clara Hersey on January 8, 1904 in Pembroke, Maine. She was married to her husband, Paul Damon, for 61 years and together they raised three children. Mrs. Damon was employed as a school teacher and a mail carrier until she retired. She enjoys quilting and is an active member of the Calvary Methodist Church. We extend our congratulations and best wishes to Mrs. Damon on this tremendous milestone; (HLS 34)

Deputy Paul Pettengill, of Standish, who has been named the 2008 Deputy of the Year by the Maine Sheriffs' Association. Deputy Pettengill has been a Cumberland County Patrol Deputy since 1995. In 2007, as a Community Policing Deputy for the Town of Standish, he was given the task of beginning a Volunteer in Police Service group in the town which would be utilized throughout Cumberland County. Deputy Pettengill oversaw the marketing, development and implementation of this program. He has worked with a volunteer coordinator and approximately 30 volunteers to create a group that has become a force multiplier which provides essential non-law enforcement related services to the residents of Cumberland County. We extend our congratulations to Deputy Pettengill for his receiving this honor and we thank him for his outstanding dedication to the people of his community; (HLS 35)

Janet Biczak, of Standish, who has been named the 2008 Citizen of the Year by the Maine Sheriffs' Association. Ms. Biczak has been a volunteer coordinator for the Cumberland County Sheriff's Office Volunteer in Police Services program since the beginning of this community initiative in January 2008. She has worked tirelessly with Deputy Paul Pettengill to recruit and train 30 volunteers. She has applied her fund-raising skills to organize raffles and bean suppers to raise money to purchase uniforms and equipment for the program and she coordinates the schedules of the volunteers who assist Sheriff's Deputies with essential non-law enforcement related services. Because of her continued efforts, the program is an effective and vital contribution to Cumberland County. We extend our congratulations to Ms. Biczak on her receiving this honor and we

thank her for her outstanding contributions to her community; (HLS 36)

the First Congregational Church of East Millinocket on the occasion of its 100th anniversary. In 1907, Reverend James Gregory was persuaded to take his pastorate to East Millinocket where his first duty was to build a church. Although the

construction of the church was completed on November 15, 1908, the dedication services were not held until March 3, 1909. In 1955, the interior of the church was destroyed by fire but the congregation continued to hold services at the high school auditorium until it was rebuilt. The women of the church have contributed greatly over the years through their organizations. We congratulate all of the members of the First Congregational Church on this special occasion; (HLS 37)

Dan and Mike Flannery, of Bangor, proprietors of www.flannerybrothers.com, for winning two 2008 Children's Music Web Awards. Their song "The Crab Walk" won the award for best song for school age children and their album "Mee Wee: Hip Hop for Kids" won the award for best recording for school age children. Dan and Mike are Maine-based artists who are passionate about children's music. We extend our congratulations to them and send our best wishes for continued success; (HLS 38)

Anthony C. Murphy, of Millinocket. After graduating from Houlton High School in 1961, Mr. Murphy enlisted in the U.S. Army. He served as a sergeant with the Armored Division in Thailand until 1964. He then settled in Millinocket and worked at Great Northern Paper until his retirement in 1999. Mr. Murphy maintained a lifelong interest in and concern for military personnel and followed closely any military action his country was involved in. He was a member of Moose Lodge No. 2266 and VFW Post No. 4174 of Lehigh Acres, Florida, and Elks Lodge and American Legion Post No. 0080 of Millinocket. Mr. Murphy will be sadly missed and long remembered by his family and friends; (IN MEMORIAM) (HLS 39)
