About the HRSA Pharmacy Services Support Center

The Health Resources and Services Administration (HRSA) Pharmacy Services Support Center (PSSC) operates through the American Pharmacists Association (APhA) to help federally funded clinics and other health care safety net providers develop clinically and cost effective pharmacy services. Central to this endeavor is optimal use of the 340B Drug Pricing Program, which is run by the Office of Pharmacy Affairs (OPA) in the HRSA Healthcare Systems Bureau. PSSC provides free information, education, and technical assistance to increase patient access to affordable drugs and pharmacy services.

What is the 340B Drug Pricing Program?

The 340B Drug Pricing Program requires manufacturers to sell outpatient drugs to specific safety net healthcare providers including certain hospitals, community health centers, HIV/AIDS clinics and others, at a price discounted at least as much as dictated by the 340B statute. The 340B price is at least as low as the price that state Medicaid agencies currently pay and averages 20-50% below the Average Wholesale Price. After applying to the Office of Pharmacy Affairs (OPA) for participation in the 340B program, covered entities can begin taking advantage of these low prices at the start of the next quarter. The Office of Pharmacy Affairs (OPA)

The OPA was created in 1992 as a result of the federal legislation that implemented the 340B Drug Pricing Program. OPA has three primary functions.

1) OPA Administers the 340B Drug Pricing Program.

2) OPA develops innovative pharmacy service models and provision of technical assistance to help entities implement effective pharmacy programs.

3) OPA serves as a federal resource about pharmacy.

The Best Chance for Even More Savings—the 340B Prime Vendor Program

On Sept. 10, 2004, HRSA’s Office of Pharmacy Affairs awarded a direct contract to Provista (formerly HealthCare Purchasing Partners International) to serve as the Prime Vendor for the 340B Program.
