Mayor Walters announced that the meeting was now open. Adequate notice of the meeting was provided by posting a copy of the time and place on the Municipal Clerk’s bulletin board and mailing a copy of same to the Press and the Cape May County Herald on January 8, 2014.
SALUTE TO THE FLAG
PRESENTATION – Dedicate Trash Truck Councilmember Kramar announced that we recently had a friend and co-worker, Jack Gryning, passed away. His co-workers at Public Works decided they wanted to honor his memory and Craig Reeves, Supervisor, designed a logo, public works paid for the logo and it was placed on the new trash truck. Jack was a valued employee for 24 years and the only person to pass away while employed by the Borough. She called on Grant Russ, Superintendent of Public Works who said a few words about Jack and there was a moment of silence. The truck was parked next to Borough Hall for everyone to view.
PRESENTATION Museum Bob Ashman, Terrie Cwik and Bill Stump gave the presentation and answered questions. The Stone Harbor Museum & Maritime Annex is a 501C3 non profit organization established in 1999 as a place for exploring and celebrating the rich cultural heritage of Stone Harbor. It is stated in the Stone Harbor Borough Master Plan that if the new library doesn’t have sufficient space the Borough should find another suitable location for the Museum and one of the public initiatives is to expand the Stone Harbor Historic Museum in a suitable location. The committee announced that the proposed new location for the Museum is the Pebbles at 9400 First Avenue. The owner is a willing seller and would like the building preserved. The proposed plan is for the Borough to partner in a 2nd quarter 2014 application for County Open Space Land Acquisition & Historic Preservation monies to fund the purchase and preservation of the property for use as a Museum & Maritime Annex. Estimated acquisition $1,600,000 - $2,200,000, estimated preservation $100,000. Key Points include Borough submit a 2 phase Open Space Fund application with Museum as non-profit partner. Phase I, land acquisition approx $1,900,000 (no matching funds), Borough owns the property and leases to museum for $1. Phase II historic preservation, approx $50,000 (with $50,000 match), covers elevator & any minor ADA requirements. A projected annual operating expense list, possibility of grants, and plans for a Save the Pebbles Campaign were also discussed.
Council asked what would happen to the building where the museum is now, would they still need it. There was no definitive answer, other building may still be needed. Questions about how much help would be needed by Public Works, how much money would be needed for renovations, where that money would come from, ADA elevator, full time executive director salary, WIFI, and possible renovations of the current museum were discussed. It was also mentioned that the Borough may give the County more space for the Library, taking parking spaces from the lot, and making the Library large enough to fit the museum in. Response was that would not save the Pebbles. The Museum was asked if they could apply on their own and Mr. Ashman said the chances were slim that they would be successful without Borough support. They need a Resolution of support and would like it at the next Council meeting on April 1st.

Mr. Ashman said he has names of about 3,000 people that could not make it, but are supportive. Mayors said we will go back and talk amoung ourselves and at the various committee levels and may have an answer probably in April. Mr. Ashman said hopefully, you have your questions answered here tonight and speed is of the essence, he asked that we do whatever consulting amongst yourselves you do and at the next Council meeting come prepared to pass a resolution that says you will apply for it. Then the Museum and the Borough Staff can work on putting the application together. Mayor said hopefully we can do that but she can’t guarantee, people are starting vacations, Easter break etc. Not sure will be ready by first meeting in April but we should be ready for the next one which is April 15th. Mr. Ashman said it will take a month or two to put it together, and the objective is to have the application pristine so there are no changes. Mr. Ashman said he has people at the County willing to help on it too, we have professionals that are going to put their heads together, so we can get it done. Mayor said it will go to committees, Public Works and A&F for review.

Councilmember Mastrangelo called Police Chief Reynolds forward for this report.
February 2014 - 805 incidents logged, 10,941 miles patrolled, 87 motor vehicle stops, 14 moving violations, 0 parking violation, 2 suspicious motor vehicle investigated, 7 alarm response calls , 8 fire calls 8 medical calls 0 Borough Ordinance violations issued. 2 adults arrested .Various members of the department received In Service Training, Basic Drug Recognition, Street Survival, Swat Training. Detective Division highlights, On Feb 12, Detective Grunow received a letter from CMC Prosecutors Office thanking him for his involvement with a bad check case reported on November 5, 2012.On February 20 DSG Palmer concluded an investigation of a burglary and criminal mischief which was reported on June 23, 2013.
Fire EMS report –Chief Stanford was at a meeting at the County.
NATURAL RESOURCES
BEACH – Winter winds have affected out beaches and as soon as the conditions settle the crossovers will be completed. Dune fencing is almost done and we will be doing sand harvesting when we receive permits. Beach Plum Plantings, scheduled for March 17th re-scheduled due to weather. New date will be April 7th. Ocean Action April Beach Sweep will be April 26th at 9 am. Trash will be collected from the beaches and this day only you will be permitted to carefully walk on the dunes to collect trash.
BAY – Received a good letter from Back Bay Committee and Site 103 purchase will go to settlement soon. We have a Resolution tonight to enter into a contract to develop a Dredge Material Management Plan …Progress. We will also be meeting with USACOE to discuss the ICW.
BIRD SANCTUARY – Still working with Wetlands and PW to remove invasive vines. Applaud Jack Berrigan for his many hours of work and interest in the Sanctuary.
LIBRARY – Meeting last week with Ann Marie McMahon, will inform Mayor and Council when the first draft of the exterior of the building is ready.
PLANNING BOARD – Selected Heyer Gruel & Associates for Professional Services. Discussion continues on generators and a committee was created.
BEACH, RECREATION, TOURISM
Monthly Report
Tuesday, March 18, 2014
The BRT met three times in the last month – February 27, March 6, and March 11. Our next meeting is scheduled for April 8. The Recreation Advisory Committee met on Monday, March 10.
BEACH
Beach tags are now available for sale Monday through Friday at Borough Hall. Tags will be available on weekends at the Chamber of Commerce office beginning Saturday, April 5. However…Easter weekend the office will be open on Saturday, April 19 only and closed on Sunday.
Tags were available for sale during the Shiver this weekend. 33 tags were sold.
The committee has approved the policy for the distribution of free beach tags for military personnel which is on the agenda for tonight. These tags will only be for sale at Borough Hall and at the tag office at the beach shack. Tag checkers and the Chamber will not have these tags.
RECREATION
On February 28 a meeting was held at the 81st street playground with Whirl Construction and Game Time to discuss and fast track the renovation of the playground. The target date for completion is June 1. We have removed the splash park aspect and have designed a new layout.
After a very brief hiatus yoga sponsored by the CMC Library is back on the schedule for Tuesdays at 4:00pm.
The Borough Recreation Department will be adding a 5K to the annual Fourth of July events which will be held on the Sunday following the 4th. This year it will be on July 6. This 5k will replace the Sister Blister which after many years decided last year to no longer hold that event. This Family Fun Run & Fitness Walk will have a red, white and blue theme and this year will include the centennial theme as well.
As you can see on the agenda the recreation department along with the other departments is busy handling special event requests from private and non-profit organizations that take place on our fields and properties. We reviewed AGAIN the special events application and have attempted to streamline the process. A resolution approving the revised application is on the agenda for tonight.
TOURISM
We had a meeting with the County Department of Tourism scheduled for yesterday morning but unfortunately had to cancel. That meeting will be scheduled as soon as possible. We will again be receiving a grant in the amount of $1000 to cover the cost of bags for the Farmer’s market. Bags this year will have the Centennial logo on them as well as the New Jersey Division of Travel & Tourism logo.
After looking at several quotes we are prepared to pass a resolution tonight authorizing a contract for the lobster bake which is part of the Centennial events happening this year.
ARTS & CRAFTS SHOW
I encourage you to visit the newly revamped website for the Arts & Crafts Show at www.shacfest.com. Our recreation director did the website and it looks great! She is already ahead of last year’s schedule as far as contacting vendors, accepting applications, etc.
UTILITIES
UTILITIES COMMITTEE MEETING HELD 3/07/14 In attendance, The committee.
Well #6 repairs –Work has been completed, water is being tested. We are awaiting the analysis of the water testing.
Plans are to remove the last of the pipes from the beach this fall. We do not yet have the engineering reports to determine if that can be done this year.
Water usage –We used 853k fewer gallons Feb 2014 over Feb 2013. It appears the leaks have been repaired. Just a note, if you see running water at a vacant home during business hours please call Public Works. After hours & weekends call the police 368-2111. A press release has been placed on our website with reminders about how to winterize your homes. We will also have a “Shut it down” campaign next fall to remind owners of summer homes to winterize them. A message will also be included on the Nov. water bills. Individual water leak issues were discussed and decisions made. Our next scheduled meeting is April 4, 2014 at 9 am.
GO GREEN
Reminder, Go Green is again sponsoring a paper shredding day 5/17/14. All property owners as well as SH Businesses may shred up to 4 boxes of records. The time will be 9 am until 1 pm or until the truck if full, but no later than 1 pm. This will occur in the parking lot adjacent to the Garden Club Yard Sale.
Library – The programs/contents committee met with Deb Poullion, Director of the CMC Library to discuss how we want to set up the interior of the library and also come of the programs we would like to see. It is early since we have yet to agree on the exterior design, but we have been working on these ideas for over a year and don’t want any misunderstandings as we move forward. It was a very productive meeting. We appear to be all on the same page.
PUBLIC WORKS Councilmember Kramar reported that 22 new lifeguard stands were constructed and a broken bike rack repaired in the 300 block of 96th Street. Street Sweeping has begun. Clean up continues on streets and storm drains and motor vehicles receive monthly maintenance as scheduled . We repaired roof leaks, replaced insulation and ceiling tiles in the police building. New lights were installed on the 104th street bridge. 83rd fishing pier construction is still taking place, looking for a break in the weather to complete. Walls have been replaced and painted at the Beach Shack and the Webcam project is continuing at the Bird Sanctuary. Second avenue islands are being raked and cleared and flower beds are ready for mulch. 25 tons of rip-rap stone was installed around the outfall pipe near Egret Espy trail to help with erosion in the Bird Sanctuary. 240 citizens contacted the department in February. Snow and ice removal total was 93.5 hours. Litter picked up through town in February was 32 bags.
Public Works met on March 14, Karen Lane, Jill Gougher, Kim Stevenson, Grant Russ, Craig Reeves and Rocky. Barry Mastrangelo joined by conference call. Councilmember Kramar inspected the beach with Craig Reeves, scarffing was prominent on almost every beach. Crossovers need a great amount of work to be ready for Summer. We will be utilizing a bull dozer to help move sand.
Looking into PW building high top tables for the Farmers Market so we can have umbrellas for the year this summer. Our Holiday banners are down and blue ones are up. Looking into building additional kayak racks for the Marina area and having kayaks registered so that we will be able to contact owners . Will be sending a courtesy letter to all Merchants regarding trash disposal and the correct receptacles to use.
Centennial Committee met today, all aspects of Centennial Jubilee were discussed including ceremonial reenactment of 1st Council Meeting. This will be Friday, May 16 at 5 pm at the Stone Harbor Yacht Club. Public is invited, call the Yacht Club at 368-1201 to let them know you will attend.

Monthly Meeting - Held A&F meetings on February 26thand March 17th. .
2014 Budget Review:
We continue to realize a increase in our Uniform Construction Revenues collecting $29,330 in February of 2014, an increase of $5,685 over February 2013.
Budget – Working with Mark Senior from Marsh & McLennan Agency on possible changes to our medical plan which could result in significant yearly savings to the Borough and employees as well. Staff held an initial meeting with Union representatives and additional meetings with employees is currently being scheduled to explore further.
The Committee was scheduled to meet with Joe Miola our Insurance Consultant to review our current regulations and zoning for use of alcohol. Due to the last snow storm this meeting has to be rescheduled.
Kayak Racks – At the request of Beach Recreation and Tourism the committee discussed increasing the number of Kayak racks and explore requiring registration. Our committee supports having public works construct one more rack and requiring anyone using the Rack to register with the Borough Clerks office. The Borough will then have emergency contact information in case of storms. Presently there is no way to get a hold of the owners of any of the Kayaks on the racks. We are not recommending any fee for registering the kayaks.

FY2014 NJDCA Small Cities Grant Application
The Borough was awarded a $400,000.00 grant to provide ADA improvements to the Borough Hall, Fire House and Public Works Department.
The improvements consist of:
1. Fire House – Elevator, restroom, meeting room.
2. Municipal Complex – Restroom counters, signage and striping.
3. Public Works – Bathrooms.
We have submitted a proposal on November 26, 2013 and are waiting for authorization.
FY2014 NJDOT State Aid Program
The State has sent out letters announcing the 2014 State Aid Program. Grants are available for the following categories:
Municipal Aid, Transit Village, Bikeways & Safe Streets to Transit
Grant applications were due September 20, 2013.
The Borough is submitting for the reconstruction of 95th Street from First Avenue to Second Avenue.
FY 2013 NJDOT State Aid Program
The Borough was awarded a $175,000.00 grant to reconstruct First Avenue from 89th Street to 80th Street.
FEMA Hazard Mitigation Grant Program
This grant program provides a 75% grant for various flood mitigation projects.
The Borough has selected to submit five (5) grant applications and the first step is to submit a Letter of Intent for each project by March 31, 2013.

Raising of Various Private Homes
111th Street Beach Outfall
Emergency Generators at Recreation Building
Various Pump Station Elevation Adjustments
Sanitary Sewer, Water Main, Storm Sewer, Beach Outfall Improvement Project– Phase 3
A Letter of Intent has been submitted to NJEIT.
The full application was submitted March 3, 2014 and we are waiting for authorization.
95th Street Well Redevelopment/Emergency Rehabilitation
The bid opening occurred on February 7, 2013.
Uni-Tech Drilling was awarded the contract in the amount of $112,900.00.
A pre-construction meeting was held on May 2, 2013 at 1:30 PM.
Construction is on hold until well issues are resolved.
Uni-tech Drilling has completed installation of the liner casing for well No. 6 and is currently completing pumping of the well to remove sodium and chloride contamination caused by the vertical leakage. Once the pumping is completed the well rehabilitation project including pump replacement will be reactivated. .
Various Parking Lot Improvements
Survey has been completed and the design process has begun.
Marina Breakwater Replacement
Survey has been completed and the design process has begun.
2014 Utility and Road Program
The project was advertised on January 24, 2014.
The bid was awarded to Asphalt Paving Systems, Inc., P.O. Box 530, Hammonton, NJ 08037, in the amount of $1,465,300.00.
The pre-construction meeting was held on March 12, 2014.
93rd Street and 107th Street Bulkhead Replacement
Bid opening occurred on October 18, 2013 at 10:00 AM and the bid was awarded to R.A. Walters & Son, Inc. in the amount of $268,540.00.
A pre-construction meeting was held on December 3, 2013. The date of completion of all work is February 2, 2014.
93rd Street bulkhead and 107th Street bulkhead are 90% complete.
Remaining work to be completed is landscaping, asphalt and installation of storm sewer piping and associated inlets.
NJDEP Water Allocation Permit
NJDEP has the application in review but are pursuing additional study of the 800 foot sands aquifer prior to publishing the draft permit for public comment. A meeting/conference call was held on March 4, 2014, in order to address NJDEP concerns in regards to the permit and chloride / sodium sampling. The Borough needs to comply with additional sampling protocol and frequency to provide data for BWA evaluations. A regional meeting to discuss concerns with the 800 foot sands is being scheduled for April 2014. Representatives from the Borough of Stone Harbor and Remington, Vernick and Walberg are requested to attend.
ADMINISTRATOR –Administrator Gougher reported that staff had a meeting with Chris Parker of Parker & Partners to discuss options for marketing of Stone Harbor for the 2014 season. We are waiting for a proposal. Happy to report our information is complete and in the mail.

HEARING OF THE PUBLIC ON MEMORIALS, RESOLUTIONS, PETITIONS & COMPLAINTS
Bob Levins 269 - 88th Street had a question regarding the Resolution for the Veterans Tags. Clarify how a veteran will go about getting that tag. Councilmember Davies-Dunhour said documentation required, veteran must appear in person and provide a copy of their DD 214 form which indicates they have been honorably discharged. Also must show photo proof of identification. Control sheet will be maintained by Borough. Mr. Levins asked if the County ID card was suffice and if you have to be a resident. Any veteran will be able to obtain a tag and their tag will be accepted on any beach where the procedure is in place. But you will need the DD 214 form to be shown.

WHEREAS, the Borough of Stone Harbor is desirous of having a Lobster Bake Buffet in connection with the Stone Harbor 100th Anniversary Celebration; and
WHEREAS, The Washington Inn , 801 Washington Street, Cape May, N.J. 08204 has submitted an Catering Event Order for a Lobster Bake Buffet on Saturday, September 6, 2014 from 5:30 p. to 8:30 pm at the 80th Street Recreation Field, Stone Harbor and tickets will be sold for $60.00 each ; and
WHEREAS, the cost of the Lobster Bake Buffet will be $ 19,950.00 with a deposit of $ 500.00 to reserve the date be paid immediately and the Chief Financial Officer has certified that funds are available.

WHEREAS, the Borough of Stone Harbor maintains an Executive Policy Manual for the purpose of codifying certain administrative policies and procedures; and
WHEREAS, said Executive Policy Manual was adopted by a duly enacted resolution of the Borough Council on May 1, 2001; and
WHEREAS, there is a need for an update to the written policy F-005 entitled “Sale of Beach Tags ” to add Procedures for Distribution of Free Veterans Beach Tags and Procedure to Distribution of Free Active Military, Spouse and Dependents Beach Tags. ,
NOW, THEREFORE, BE IT RESOLVED by the Borough Council of the Borough of Stone Harbor, County of Cape May, State of New Jersey on this 18th day of March, 2014 that the attached amendment to the Executive Policy manual entitled “Procedure for Distribution of Free Veterans Beach Tags” is hereby adopted as the official policy on this matter of the Borough of Stone Harbor;

RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH OCEAN AND COASTALS CONSULTANTS FOR STONE HARBOR DREDGED MATERIAL MANAGEMENT PLAN UNDER THE “FAIR AND OPEN” PROCESS
WHEREAS, the Borough of Stone Harbor is given authority by N.J.S.A. 40A:11 et seq. to enter into contracts for “Professional Services” without competitive bidding, where the need arises and so long as the award of such contract is made public by a Resolution of the Governing Body; and
WHEREAS, the Borough is in need of an expert in connection with Engineering Services to develop a Dredged Material Management Plan (DMMP) for the Borough of Stone Harbor; and
WHEREAS, OCEAN AND COASTAL CONSULTANTS are experts consisting of professionals with experience in consulting with regard to such services; and
WHEREAS, in accordance with the attached proposal dated January 27, 2014, which is hereby incorporated by reference and made a part hereof, OCEAN AND COASTAL CONSULTANTS will provide professional engineering services to the Borough in connection with the development of a Dredged Material Management Plan as detailed in the proposal an estimated total fee not to exceed $ 26,500 dollars; and
WHEREAS, funds are available as evidenced by the Chief Financial Officer’s Certification attached hereto and the contractor has executed all required disclosures;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Stone Harbor, County of Cape May, State of New Jersey, duly assembled in public session this 18th day of March, 2014, as follows:
That the preamble of this Resolution is hereby incorporated by reference as if set forth here at length;
That the Mayor and Clerk are directed to forthwith execute on behalf of the Borough of Stone Harbor the attached proposal as the contract for professional services for the purposes stated herein above;
That the aforementioned contract is awarded without competitive bidding as a “Professional Service” under the provisions of the Local Public Contracts Law;
That the aforementioned contract is entered into under and subject to the equal opportunity, anti-discrimination and affirmative action laws and regulations of the State of New Jersey, which are hereby incorporated by reference and the contractor shall execute an appropriate acknowledgment of same which shall also be a part of and incorporated into this contract;
That a notice of the letting of this Professional Services Contract be published in accordance with law within ten (10) days of its passage in an official paper of the Borough as designated in accordance with law.

RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
WITH MARCUS H. KARAVAN, P.C., ATTORNEY AT LAW,
FOR HEARING OFFICER SERVICES
WHEREAS, the Borough of Stone Harbor is given authority by N.J.S.A. 40A:11 et seq. to enter into contracts for “Professional Services” without competitive bidding, where the need arises and so long as the award of such contract is made public by a Resolution of the Governing Body; and
WHEREAS, the Borough Council and the Borough Solicitor’s Office have determined that it would be in the Borough’s best interest to hire a Hearing Officer in connection with certain personnel-related matters; and
WHEREAS, Marcus H. Karavan, Esquire, has an extensive background in municipal labor relations and municipal law, and possess knowledge of an advanced type in a field of learning acquired by a prolonged formal course of specialized education, employment and experience; and
WHEREAS, the total amount of the contract is $130.00 per hour not to exceed $5,000 within approval by Council via Resolution and the contract for such services is attached hereto and incorporated herein by reference; and
WHEREAS, the contract amount is below the bid threshold and below the pay-to-play threshold; and
WHEREAS, funds are available as evidenced by the Chief Financial Officer’s Certification attached hereto;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Borough of Stone Harbor, County of Cape May, State of New Jersey, duly assembled in public session this 18th day of March, 2014, as follows:

WHEREAS, the Borough of Stone Harbor, in an effort to expand recreational opportunities for resident and visitors has pursued the provision of certain “sport camps” which are extraordinary and not amenable to typical specification processes; and
WHEREAS, agreements to provide such services are acceptable and do not fall under typical specification procedure and are therefore exempt from public bidding in accordance with N.J.S.A. 40A:11-5 as Extraordinary Unspecifiable Services; and
WHEREAS, a contract for the following services has been prepared and is on file with the Borough Clerk:

DISCUSSION
Rutter Lamp Post Request
Council discussed a request from David Rutter of 11 Ridge Road, Summit, N.J. 07901. He email states that there is an underground conversion underway on the beach block of 118th street and he is interested in installing a decorative lamp post near the beach on 118th street. He states there are many on the island and enclosed pictures. Those pictures turned out to be in Avalon. Council was not aware of any in Stone Harbor and said, if allowed, they would have to be regulated by Ordinance. Sent back to A & F for further discussion.
