Marine Atlantic has an immediate opening for a Purchasing Agent to work at our North Sydney, NS location.
Reporting to the Procurement and Strategic Sourcing Manager, the Purchasing Agent provides sound analytics to ensure that categories of spend within MAI are visible, controlled and optimized. Responsible for all procurement and purchasing activities on assigned categories, this individual will require knowledge of Public Sector Procurement, Trade Agreements and Treaties, Contract Management - from recognition of need to execution and administration of contract through to Supplier Relationship Management. This role requires a high degree of professional integrity, ethics, and

organization, the department provides strategic purchasing
services for the entire company.
Key Areas of Responsibility for the Purchasing Agent Include:
Work with purchasing personnel, in addition to internal stakeholders, to identify new sources of supply to help obtain the best overall value for the Corporation
Ensure policy and procedures are followed to support a culture of compliance, as outlined by the Corporation’s Procurement Policy
Develop and manage Request for Proposal (RFx), competitive bidding, contract life cycle and procure to pay cycle
Ensure that government regulations and requirements are identified in the Request for Proposal (RFx) process to be adhered to by contractors and suppliers
Responsible for development of the Corporation’s vendor assessment and vendor evaluation programs
Identify, evaluate, select, and qualify companies to become suppliers to Marine Atlantic according to the Corporation’s vendor assessment program
Work closely with the technical business unit to ensure complete and accurate description of product/service requirements/specifications and service level expectations are delivered by the vendor/contractor
Responsible for Key Performance Indicator (KPI) tracking and performance to departmental objectives
Monitor vendor performance and liaise with vendors to ensure satisfactory performance
Work closely with Accounts payable to ensure issues are resolved and suppliers are paid according to agreed-upon terms
Liaise with various department managers, and internal stakeholders, to coordinate purchase agreements and develop successful sourcing strategies, etc
Work with Materials Management to ensure that necessary information, planning and documentation, is available to facilitate receiving and warehousing operations
Stay informed of current trends and best practices in the field
ESSENTIAL QUALIFICATIONS:
A minimum of three to five years of progressive purchasing experience is required
Demonstrated proficiency in procurement principles and practices
Sound contract life cycle management expertise
Excellent negotiation skills
Proven track record in effective planning and the ability to
manage multiple priorities and projects simultaneously
Sound judgment with demonstrated ability in spend and
category analytics and problem solving skills
Excellent communication and interpersonal skills
Assets:
Experience in a public purchasing environment is highly desirable
A comprehensive knowledge of marine equipment, materials, etc
Education:
University or College Degree in Business or SCMP Certification
OR
SCMA Designation or enrollment or PSPP (Public Sector Procurement Professional) Certification with job-related training and/or work experience in a related position
