REGULAR MEETING
AUGUST 1, 2017
10:00 A.M.
A regular meeting of the North Wildwood City Council was held in the morning of the above date in the City Hall. The President of Council stated, “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the revised notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 4, 2017.”
ROLL CALL: Present were Mayor Patrick Rosenello, President of Council Salvatore Zampirri, Councilpersons Edwin Koehler, Margaret Bishop, Kellyann Tolomeo, James Kane and David Del Conte. Councilman Joseph Rullo was not present. Also present were City Administrator Kevin Yecco, Solicitor William Kaufmann and Engineer Ralph Petrella.
MINUTES: On a motion by Koehler, seconded by Tolomeo, that the minutes of the regular meeting of July18, 2017 be approved as read. Carried.
Jaqueline Hinker, Veteran Community Outreach Specialist, U.S. Department of Veteran’s Affairs informed Mayor and Council that they are expanding their outreach program to Cape May County. Their team is working to inform and educate veterans, military personnel and their families on the services available to them through the Dept. of Veterans Affairs. The outreach program focuses on enrolling members in veteran healthcare. The availability of services will depend on the amount of members enrolled; more members enrolled will expand services available.
Patrick Carney Veteran Community Outreach Specialist, U.S. Department of Veteran’s Affairs stated they attended the Barbeque and Blues Festival and would like to continue attending special events throughout the city.

ORDINANCES:
ORDINANCE NO. 1719 - On a motion by Tolomeo, seconded by Del Conte, that Ordinance No. 1719 be placed on its second reading. Carried.
The Deputy City Clerk read Ordinance No. 1719 by its title, as required by Law, known as “An Ordinance Providing for Flood Damage Prevention.“
This Ordinance has been published according to Law, posted on the City Clerk’s bulletin board with copies available in the City Clerk’s Office on request.
The President of Council stated this was the time and place to hold a public hearing on Ordinance No. 1719 and asked if anyone present had any objections to the passage of this Ordinance.
MAYOR ROSENELLO asked Ron Simone if this update was a requirement from NFIP (National Flood Insurance Program) with the answer being that the City was required to adopt new FIRMS or be removed from the program.
SOLICITOR KAUFMANN stated that as an alternative to making multiple amendments to individual sections of original ordinance, the ordinance was repealed and replaced.
The President of Council then asked the Deputy City Clerk if she had received any objections in writing, the Deputy City Clerk stated none, the President of Council declared the hearing closed.
On a motion by Kane, seconded by Bishop, that Ordinance No. 1719 be passed on its second reading and published according to Law, the roll being called, all voting in the affirmative, the President of Council declared Ordinance No. 1719 duly adopted.

COUNCIL:
COUNCILMAN KANE stated that tonight is National Night Out and is his favorite night of the year.
PUBLIC:
Theresa Allendorf, 324 W. Walnut Avenue, stated that she has the original paperwork from when the city agreed to dead-end Maryland Avenue near the Wawa entrance. She and her neighbors do not want their neighborhood turning into a speedway like the Wawa in Rio Grande. She asked the Mayor and Council to please consider keeping the street closed. The residents in her neighborhood fought long and hard to make the current arrangement and they still do not want the street open.
Carol Gibson, 215 W. 24th Avenue, stated that the house next-door to her is in deplorable condition. She has been complaining to the City for 15 years now. Councilman Koehler did return her phone calls. There is an opossum living in the backyard that might harm or kill her dog, the siding is about to fall down and she is afraid that it may fall and harm her grandchildren. The landlord is a slumlord. The tenants had no water or electric so they ran a generator for 72 hours straight. She stated that she held a graduation party in her back yard for her grandson who just graduated from the Cape May County Police Academy; no one could hear one another talk over the noise of the generator. The Police finally came and had the tenants shut the generator off. Everyone tells her there is nothing she can do; she asked Mayor and Council to please help her. She is tired of the constant profanity coming from the tenants. The house is going to auction and she may have to spend her life savings trying to solve the problem.
