Questions:

How often do access cards have to be purchased?
Answer: Access cards are required to be paid for one time. Renewals are equivalent charged. Please see Exhibit 3 to the RFQC document.

Is the $10K project value considered a cap? Does it include all pricing including the overhead cost?
Answer: Yes to both questions. The $10K cap will be fixed. Estimates will be binding.

What does GBA require on the schedule of services?
Answer: Scheduling will be worked out with the respective project managers. Scheduling may require weekend and night work. All tasks will be defined with as much detail regarding work hours as possible.

What type of work experience is required?
Answer: The RFQC defines the level of experience and type of disciplines GBA requires.

What type of license is required?
Answer: The RFQC provides that tradespersons be properly certified. The companies must be licensed to do work in the State of Georgia. Local business licenses are also required to be submitted to confirm company viability.

How many background checks will be performed per job assignment?
Answer: Background checks will be performed annually.

.1.2 Packaging of Proposal
The Proposal must be fully sealed and plainly marked on the exterior of the package with the following information:

4.1.3 Submission of Proposal
Please submit Proposal to:

Note: All Proposals must be delivered to the above office no later than 4:00 p.m., Local Time on Thursday, March 17, 2016. Proposals will not be received in any other State office. Burden of proper and timely delivery rests solely with the Proposer.
Proposers are asked to submit one (1) hard copy original marked as such, one complete CD Rom or flash (THUMB) drive whose contents shall fully and clearly reflect the total contents of the hard copy Proposal original. The hard copy original shall have precedence over the electronic versions of the document.

Proposals received after the above date and time will not be accepted.

Facsimile or e-mailed quotes will not be accepted.
4.1.4 Proposal Period Validity
All proposals submitted in response to this solicitation shall remain valid for a period of ninety (90) consecutive calendar days after the solicitation closing date. GBA reserves the right to request reasonable extension of all Proposals received.
4.2 Evaluation Process
The evaluation of offers received on time will be conducted in the following phases:

Administrative Review
The offers will be reviewed to verify that all administrative requirements have been adequately met and that all respective documentation is included in the manner requested.

Requirements Review
The offers that pass the Administrative Review will be reviewed for completeness to ensure that all requirements are addressed satisfactorily.

Responsiveness and Responsibility Submittal Review
Award will be made to the Proposer or Proposers meeting all aspects of this solicitation in the most satisfactory and beneficial manner to the GBA. The GBA is the sole determinant of responsiveness and responsibility adherence.
