PRIMARY FUNCTION(S)

Provide non-technical acquisition management to include but not limited to, guidance and expertise necessary to apply principles, criteria, and procedures of DoD Directive 5000.1, DoDI 5000.2, NSSAP 03-02, and other DoD, Air Force, AFMC, and ESC Instructions, Directives, Regulations, and guidance documents as applicable.

MINIMUM QUALIFICATIONS

: Twelve (12) years experience in DoD program management and/or acquisition.

Contract Specialist

PRIMARY FUNCTION(S)

Odyssey Systems is in need of a Contracts Specialist to complete contract closeouts and to assist with contract compliance reviews. The Contracts Specialist will be responsible for the accomplishment of actions and steps necessary for the timely closeout of cost reimbursement subcontract issued by our customer. Specifically, verify physical completion of contracts, determine the proper methodology for closeout, negotiate Quick Closeouts per FAR 42.708 and DCAA Audit Manual (where possible), draft closeout correspondence and follow-up if no response is received and act as the primary customer point of contact on closeout questions. Additional responsibilities may include compliance reviews of Purchase Order files to ensure compliance with applicable documents such as the AF Prime Contract, FAR, best business practices and Federal, State, Local laws and regulations as appropriate.
RESPONSIBILITIES AND DUTIES

Specific Responsibilities include but are not limited to:

: Perform actions, analysis, research and reporting necessary to resolve problems or issues associated with the closeout of a high volume of cost reimbursement orders across multiple contracts.

: Prepare and coordinate documentation for a timely closeout of contracts and orders and for the execution of expiring or canceling funds 3. In order to research and accomplish contract closeout steps and solutions, interface with program managers, technical staff and management of all levels is required.

: Assist the Finance and Contracting Departments in working through funding and contractual problems associated with timely and effective contract closeout.

Is capable of performing as an overall project manager or working under a program manager. Oversee the operational execution and performance of a portfolio of new and emerging programs. Plan, organize, direct and control the company's efforts to build, grow, execute and sustain newly awarded programs and existing programs with annual revenues of up to $2 million. Serve as the Operations liaison for all new business development and capture initiatives. Plan, direct and control the company's transition of new programs from the Business Development department to the Operations department. These programs/contracts consist primarily of technical, program management, acquisition and financial management support services for the Federal Government. Develop acquisition strategies and program transition plans for major Air Force programs.


RESPONSIBILITIES AND DUTIES

Specific Responsibilities include but are not limited to:

: Assist in the development and execution of strategies and budgets to efficiently/effectively execute programs.

The Senior Capture Manager's prime responsibility will be the capture of Strategic New Business programs as assigned. Link 16 Network Designer

Odyssey Systems' Colorado Springs office is seeking persons with Overhead Persistent Infrared (OPIR) / Overhead Non-imaging Infrared (ONIR) (Space Based Infrared System (SBIRS), Defense Support Program (DSP), Third Generation Infrared Surveillance (3GIRS), and Space Tracking and Surveillance System (STSS)) infrared sensing satellite requirements, engineering, integration, program management, operations or subject matter expertise (SME). These candidates, as a group, will support the entire OPIR system including legacy (DSP), current (SBIRS geosynchronous orbit (GEO) and Highly Elliptical orbit (HEO)), future (3GIRS), space (DSP, GEO, STSS and HEO payloads), ground (Master Control Station (MCS) and Survivable MCS (SMCS)), and communications segments requirements, planning, budgeting, and development or sustainment programs.
