State of the Charter Report

January 2011

Fulton County Schools



Justification:
According to the Fulton County Schools (FCS) Board Policy, the purpose of FCS charter schools is two fold:

  • To provide high quality, innovative and standards based opportunities for students

  • To replicate successful practices throughout the system, thus accelerating student learning.

The responsibilities of charter authorizers, pursuant to O.C.G.A. § 20-2-

2065(b)(2) to control and manage local charter schools includes the following:


  • Enforce clear expectations for, and ensure achievement of, performance contained in performance goals set forth in the charters;

  • Review annual budgets for local charter schools;

  • Ensure that the local charter schools is complying with the accountability provisions of O.C.G.A. § 20-14-30 et seq. and federal accountability requirements; and

  • Evaluate a local charter school’s performance in relation to the expectations and goals set forth in the charter and take appropriate action based on this evaluation.

The purpose of this State of the Charters Report is to update the Fulton County Board of Education on the activities of the FCS Charter Department as it works to meet the expectations of the Fulton County Board of Education (FCBOE) and the requirements of state law.

This annual State of the Charter School report will include the following sections for all charters:

Since every conversion charter has delegated financial and personnel responsibilities to FCS, only the start up charter schools will be reviewed in the following sections:

This report is organized to that the summary portion of each section may be removed by board members for easy distribution to community members. If appropriate, more in-depth information is included behind each summary page. Complete original databases are available upon request.



Significant Events in the Charter Department

2010-2011 School Year
Local Initiatives

  • Len Box established the Fulton County Charter School Alliance for start up charter school principals. Monthly meetings focus on academic performance, school level leadership, federal, state or local compliance, and shared best practices.

  • For the first time, charters have been included in the following:

  • Value Added Reports

  • School Improvement Plans

  • School Learning Walks

  • The first FCS Governance Board Workshop took place in September with 68 participants from every charter.


State Initiatives

  • FCS is now held responsible in the area of charter staff qualifications as it relates to No Child Left Behind.

  • Certification Services have been added to the list of FCS Departments offering full in-kind services to start up and conversion charter schools.


Future Activities
January – Initial Compliance Memos will be issued to the charter governing bodies. Governing Board Training follow-up surveys will be sent to charter governing bodies.
February – New applications will be accepted and assessment on those will begin.
April – FCBOE will vote on any new applications
June - FCS has been invited to present with the Georgia Department of Education (GADOE) at the upcoming National Charter Schools conference. The conference takes place here in Atlanta.
August – Renewal petitions from North Springs Charter High School and Fulton Science Academy Middle School will be submitted.

Summary Page
Fulton County Schools has included charter schools in its portfolio of school offerings for over a decade. Currently home to seven start up and six conversion charters, 10.3% of our students attend these schools.
Start up charter schools are complete schools of choice. Conversion schools are limited schools of choice; the system requires that all students living in the charter’s transportation zone be given preferential enrollment status to the charter. Additional enrollment zones may be controlled by the charter school.
