This article has two objectives. The first objective is
to review and assess the recent evolution of agency
design in Colombia and Venezuela. More specifically, we
study the agencies' formal autonomy in these two
countries since the year 1999 when Venezuela experienced
a major change in government policy towards socialism.
Thus, we attempt to explore how this policy change is
reflected in the formal autonomy of agencies. Our second
objective is to test if, despite the differences in
policy choices the two countries have taken in the recent
years, there are theoretical factors related to the
agencies' design that can explain the level of formal
autonomy of the agencies. The results show two main
elements: first, even though the patterns of formal
agency autonomy in Colombia and Venezuela differed before
Venezuela's latter policy change, the differences between
these two countries have increased since 2000. This
indicates that each country's policy preferences may
account for the differences. Second, for both countries,
we found that, despite the differences, agency level
factors such as the primary tasks that are performed by
the agencies and the policy sector in which they are
active have had an impact on their level of formal
autonomy. However, the results indicate that these
relationships do not follow the predictions that have
been made based on the different theoretical

The convergence-divergence debate in public sector reform
is ongoing, with evidence of both trajectories being
prevalent empirically. Convergence-divergence at the
start of the reform trajectory examines the similarity of
the contents and the objectives of the reforms compared
to best practices; and convergence-divergence at the end
point examines the similarity of the outcomes of the
reforms with their objectives. This article considers the
convergence-divergence debate in public sector reform and
examines when convergence and divergence occur along the
reform trajectory. In doing so, the article uses as a
case study the implementation of the position
classification system (PCS) which was introduced in
Bhutan in 2006. The PCS comprises a bundle of reforms
that can be categorised as incremental and
transformational. The experience of the PCS highlights
the dynamics of incremental and transformational reforms,
and explains why transformational reforms often lead to
divergence. The article, in using a case study of a
country that is relatively understudied, contributes to
the extant literature on comparative public
administration. It extends what is known about the
convergences and divergences of public sector reforms by
highlighting the importance of institutional and cultural
contexts in the implementation of transformational
reforms.

In understanding what drives the development of network
administrative organizations (NAOs) in mandated networks,
power bargaining is central. The authors execute a
comparative longitudinal case study of NAOs in two policy
mandated networks. The article focuses specifically on
the role of power in these developments and concludes
that differences in NAO development arise from power
dependencies, which are attributable in part to sector
characteristics. It is proposed that mandated network
members greater interdependence and greater dependence
on external nonmembers, as well as whole network
dependence on external actors, partly determine mandated
networks NAO design. These networks will have larger and
more capable NAOs (with more staff), accept sharing
control of the NAO executive with the mandating party,
and have broader responsibilities. - Reproduced.

We hypothesise that the Habsburg Empire with its well-
respected administration increased citizens' trust in
local public services. In several Eastern European
countries, communities on both sides of the long-gone
Habsburg border have shared common formal institutions
for a century now. We use a border specification and a
two-dimensional geographic regression discontinuity
design to identify from individuals living within a
restricted band around the former border. We find that
historical Habsburg affiliation increases current trust
and reduces corruption in courts and police.
Falsification tests of spuriously moved borders,
geographic and pre-existing differences and interpersonal
trust corroborate a genuine Habsburg effect. -
