Introduction
During the reporting period, reforms in pre-university education and higher education have continued, consisting of improvement and completion of legal framework. The “Draft strategy for Pre-university education in Albania 2015-2020” and the draft law on higher education and scientific research are drafted, followed by continuous consultations with relevant stakeholders.
In the area of Culture in focus has been protection and promotion of tangible and intangible cultural heritage; strengthening of institutional and technical capacities of its institutions; intensifying of the regional and international cooperation. The national platform of education through art and culture was successfully implemented by all culture institutions. The new approach for the management of art and culture institutions continued to be realized in collaboration with UNESCO, British Council and Albanian-American Development Fund. Since October 2014, Albania is eligible to participate to Media Sub-programme of Creative Europe.
26.1 Education
Pre-university education
During the timeframe September 2014 - April 2015 a set of laws and bylaws are drafted, aiming improvement of pre-university education system. MES is under reformation of the curricula of the pre-university education system. The new curricula are oriented in building competences for lifelong learning. It is based on seven key competences (1.communication and expression; 2. thinking; teaching to learn; 3. life, 4. entrepreneurship and environment, 5. personal competences, 6. citizenship; 7.digital). During school year 2014-2015 the new curricula was piloted in 26 preparatory classes, located in thirteen Regional Education Offices. In this framework 500 teachers are trained. Currently the curricular documentation and training package for teachers (10-th classes) are prepared. The 10th class will be piloted this year in 13 high schools of the country.
The working group for drafting the national strategy is established by Order of Minister of Education and Sport. The working group has drafted already the plan of activities for this purpose. The final draft of the “Strategy for Pre-university Education 2014-2020” is completed, followed by consultation with interest groups like donors, representatives of national and international organizations, foreign embassies that contribute in education, representatives of universities that prepare teachers, etc. Suggested recommendations are reflected in the final draft which is sent for approval to the Council of Ministers.
In the pre-university system the drafting of the legal bases for school texts has started aiming consolidation of the principles of transparency, equality and free competition of publishing subjects of school texts, as well as adoption of an assessing system that enables for selection of most qualitative texts. At the same time this process as a whole aims to ensure intensive, real and professional participation of teachers and specialists of fields/profiles in the process of assessment and selection of school texts. Guidance No.9, dated 26.03.2015 “For selection of most qualitative school texts for academic year 2015-2016”; Guidance No. 11 dated 15.04.2015 “ For publishing of new school texts for academic year 2015-2016”; Order No.131 dated 01.04.2015 “For appointment of MES representatives for monitoring the process of selection of school texts for academic year 2015-2016”, as well as Order No. 144, dated 15.04.2015 “For establishment of the Commission of Assessment of School Texts in pre-university education system for school year 2015-2016”, are implemented. The drafting of regulation for competition for new school texts for classes I-VI, is in process.
During the reporting period having in focus the improvement of professional development experiences of teachers the following by laws are drafted: Order of MUES No. 363, dated 16.9.2014 “For defining of Education level of teachers in public pre-university education institutions” and Guidance of Minister of Education and Sport No. 55, dated 19.11.2014 “For the organization of testing for candidates for exercising of the profession of teacher in pre-university education system”. During September-October 2014, MES organized the monitoring of quality of human resources in the pre-university education system in regard to enforcement of by laws that regulate teachers’ profile.
The initiative “Teachers for Albania” undertaken at the end of 2014 for transparent recruiting of teachers in education system based on meritocracy and individual values was associated with the establishment of the portal “Teachers for Albania” where applicants from the whole country have applied to be part of selecting test. In this process over 8000 teachers applied, 85% of which had completed relevant education after the year 2000. After verification of the education level of all applicants conform the testing profile selected by the applicants, the final test took place on December 6, 2014. This process was monitored by MES representatives in each RED organised in public meetings where participated directors, teachers, parents and representatives of local government units and media.
About 448 preparatory classes are established with 11047, 5 year old pupils or in other words 63 classes (14%) with 1547 (or 14%) pupils more than a year ago. Sixty three teachers are employed in these classes and about 500 of them are trained for preparatory classes.
The project for “Digitalization of Albanian Schools by Integration of technology in high school education” was introduced. In this framework 60 general high schools are selected to be part of the digitalization process with tablets. Smart Classroom is a new reality for pupils of pre-university education system in the country that includes the creation of fully equipped class with materials and digital equipment that enable a high performance in the teaching and learning process. In this context 4000 teachers are trained on the use of digital equipment. ..
In compliance with policies for inclusive education, Guidance No. 38, dated 07.01.2015 “On the criteria of assisting teacher in public pre-university education institutions”, is approved. In following 65 teachers are appointed for children with limited abilities in normal schools. For school year 2014-2015, are registered in non-special schools 3200 children with limited abilities or in other words about 335 more children than a year ago. The Institute for Education Development is drafting the standards of learning for children with limited abilities in non-special schools.
During school year 2014-2015, 5766 Roma children were registered in pre university education system (1601 more compared to the previous school year). In compulsory education, the Roma children receive their school texts free of charge.
Actually the drafting of “The National Action Plan for Integration of Roma and Egyptians in the Republic of Albania 2015-2020” is completed.
In framework of the initiative “Schools as Community Center-a friendly school for all” initially participated 66 schools nationwide. Currently this number is arisen to 184, through the support of MES and of institutions and organizations like the Council of Europe, UNICEF, Peace Corps, World Vision, Albanian-American Fund for Development, Save the Children, British Council, Terre des Hommes. To soften the phenomenon of school dropout and improve education situation for Roma and Egyptian communities, several measures are undertaken. One of the most successful approaches is the organization of supplementary/supporting classes to stop school dropout from Roma/Egyptian children.
Alongside the new teaching plan and the new teaching programmes for education of children in blood feud, in November 2014 the project “School in my home” equipped with computers 14 mothers of children in blood feud in Shkodra region.
Aiming support for children that have hearing difficulties, MES in cooperation with the Ministry for Innovation and Public Administration presented the project “I Learn”. In this framework tablets were provided , contributing thereof for their integration into the society.
During November-December 2014 and March 2015 state exams for the regulated professions of medic, pharmacist, stomatologue, imagery technician, lab technician, midwife, logopedist and teacher took place in the two sessions. In the area of medicine 1976 candidates were registered from which 1642 completed the test and 992 (60%) of them were successful. In the profession of teacher, state exam is organized in 23 profiles of this profession. The total number of registered candidates was 986, out of which 713 candidates completed the stated exam. Successful candidates were 385 or 54% of participants.
During September 2014, the State Inspectorate of Education, by Order of Minister of Education and Sport assessed the implementation of legal criteria for 147 non-public 9 years secondary education and high schools in all RED EO nationwide. SIE has treated 53 cases of different complaints from teachers, school directors, parents, pupils and RED/EO.
Higher education
Following the presentation of the White Paper on July 7, 2014, the Commission for the Reform in Higher Education and Scientific Research in cooperation with the Ministry of Education and Sport drafted the draft-law for Higher Education and Scientific Research in Higher Education Institutions in the Republic of Albania. This draft law has been sent for suggestions and consultations to all higher education institutions.
On March 5, 2015 an open meeting between was organised with all stakeholders to introduce the draft law. On April 1, 2015, the draft law was approved by the Council of Ministers and is sent for adoption to the Parliament of the Republic of Albania.
At the end of the control process on implementation of the legal framework by public and private institutions of higher education, exercised by the Ministry of Education and Sport in cooperation with subordinance institutions like Public Accreditation Agency in Higher Education and the State Inspectorate of Education, a report was drafted for each higher education institution where all irregularities and infringements were identified. . Based on the reports’ findings, concrete measures were proposed by the Ministry of Education and Sport for each higher education institution. Measures varied from imposing of conditions or recommendations for improving the criteria, partial or full suspension of activity and removal of license or closure of the institution. With the closure of 18 private higher education institutions, the Ministry of Education and Sport during September-December, 2014 was engaged to administer the whole administrative documentation deposited from these institutions as well as to appoint the students of these institutions with the required documents for transferring their studies to other higher education institutions.
On December 18, 2014 was signed the cooperation agreement between the Ministry of Education and Sport and the British Quality Assurance Agency for Higher Education, (QAA) part of European Network of Quality Assurance Agencies (ENQA). This agreement precludes the assessment for institutional accreditation and ranking of Albanian higher education institutions. At the end of the accreditation process the list of institutions and respective assessment points will be published. Assessment will be done based on the criteria that an education institution needs to fulfil to continue its functioning as such. Within this framework several activities are undertaken related to the preparation of joint assessment procedures between Albanian Agency for Accreditation of Higher Education and QAA.
From September 2014, the Agency for Quality Assurance in Higher Education, in cooperation with higher education institutions has implemented the electronic system of data management and assessment of accreditation processes. This process took part in parallel and in cooperation with higher education institutions, the Accreditation Council and national and international assessment experts. During this period, verification of data disposed by the agency was conducted and updates were done regarding the structure of institutions, the compounding units, study programmes and academic staff for each higher education institution that is active. All electronic information gathered during the verifying process for implementation of legality criteria are archived. Such data is used for different processes developed by education institutions. By means of this system, currently all higher education institutions update their data in real time including data on academic staff, students number or reorganised and/or new units.
Since December 2014, the new Accreditation Council is established, by a DCM, compound by 11 members, two of which are foreigners. Until March 2015, the Accreditation Council has organized four meetings during which a total of 50 programmes are reviewed regarding licensing. Most decisions regarding opening of new programmes are negative. Moreover 12 programmes are being reviewed in regard to accreditation. During December 2014 – January 2015, 30 decisions are taken in total. A Since January 2015 is offered online access regarding meetings of the Accreditation Council. Members by means of the system access to the documentation for each institution and process related to it, can generate discussions.
During September-December 2014 was approved the legal framework on admission of students for the new academic year 2014-2015 in public and private institutions, which includes quotas and tariffs too. This process included also admission of candidates from Albanian inhabited lands, vulnerable groups, groups in need, persons with limited abilities and ethnic minorities. During this academic year for the first time quota were set also for two specific categories: persons with limited abilities paraplegics/tetraplegics and orphans to enable for their participation in higher education. For academic year 2014-2015, 19166 quota were approved or 2834 less than university request are approved. This decision for reduction of quota will impact increase in quality in higher education.
Within the framework of the Programme “Excellence Fund” by the Ministry of Education and Sport, 19 candidates have been financially supported to conduct their studies abroad, during September 2014 - February 2015.
Currently about 22 ongoing TEMPUS projects are implemented by higher education institutions in Albania. During the period September 2014 - April 2015, 350 mobilities were conducted by administrative staff and teachers for trainings.
Regarding participation in Erasmus Plus, the current Tempus Office is transformed into the National Erasmus Plus Office in compliance with the Directive EAC/Dir C/D(2014). Several activities are organised to promote and support calls for proposals in higher education. Until now three national workshops are organised to encourage the debate and discussions between groups of experts and government representatives from the whole country on the challenges of higher education.
Vocational Training

During September 2014 - March 2015, are approved the following legal acts: The DCM No. 818, dated 11.26.2014 On the approval of the National Strategy for Employment and Skills 2014-2020” and its action plan”; by the The DCM no. 198, dated 04.03.2015 "On the procedures of establishment, reorganization and closure of public institutions, providers of vocational education and training".The DCM "On the organization and functioning of the National VET Council and Technical Secretariat" – approved at the meeting of 8 April 2015 of Council of Ministers;
During this period were drafted and adopted some guidelines by MSWY (Ministry of Social Welfare and Youth) and MES (Ministry of Education and Sports) on recruitment of VET providers heads of institutions, teachers and instructors, as well on the functioning of the Boards of vocational schools and public vocational training centers, for the organization of professional State Matura for 2015.
As a result of an increased awareness during the academic year 2014-2015, the number of students enrolled is significantly increased in 5835, compared with 4,797 students who were enrolled in school from 2013 to 2014. Also is increased the number of girls registered in school from 583 to 705. Based on the study of MESand of GIZ, on the current situation of the high school, and its recommendations, has begun the reviewing/reorganisation of schools and profilesbased on the needs of the regions. .
The analysis of comparable indicators for 2014 activity of the Regional Vocational Training Centers, shows that for the period January-December 2014 were registered in these centers for training 17,138 people, registered in completed courses were 13,893 persons, of whom are practicing certifies 13,102 people. Compared with the 2013 has an increase of 4,208 persons certified. Women are trained in total 6296 (45% of all trainees) compared to 2013 are 2,400 more. The jobless total train for 2014 were 10,473 people, compared with 2013 were 5,466 unemployed persons. In the Department of Education and Vocational Training in MSWY, are added recently two new specialists, being in total a 7 specialists and 1 director. the department is reorganization in two sectors, to increase the effectiveness of the department, in the context of reform in education and vocational training.
In cooperation with MEGATEK company, is working for the organization of Professional Skills Olympiads 2015. In the Olympiads, which will be finalized on May 8, 2015, in the premises of the trade center MEGATEK, will compete vocational schools in 6 profiles: thermo-hydraulics, processing wood, electrical, construction, agriculture (horticulture profiles) and ICT.
In cooperation with the IADSA (Italian-English Debt for Development Swap Program) is starting the implementation of "Fashion VET-AL project ".
In cooperation with the CFCU (Central Finance and Contracting Unit) is working for choosing the company that will implement the project EuropeAid / 136359 / IH / SER / AL "Support to Employment-Oriented Vocational Education and Training".
Law No. 69/2012 “For the pre-university system in the Republic of Albania” aims to strengthen competencies of institutions by means of decentralization and school autonomy; clarification of the role of central level institutions in policy-making and setting up of quality standards in education services; improvement of managing abilities in education system by clearly defining responsibilities of individuals and institutions; external assessment, self-assessment of periodical reports of education workers and institutions and increase of transparency in their performance.
Law “On some changes and amendments to Law No. 8872, date 29.3.2002 “For Education and Professional Training in the Republic of Albania”, as amended aims to prepare and appointing youth with appropriate knowledge and instincts conform requests of the labour market by VET modernization, based on requests of qualification levels according to national framework of qualifications; offering of chances for updated of knowledge and abilities of young and adult conform the labour market requests.
Law No. 10 247, date 04.03.2010 “For the Albanian national qualification framework” is fully approximated with the “Qualifications framework in the European System of Higher Education”.

Socio-economic impact
In the area of pre-university education, the drafting of the “Draft Strategy for Preuniversity education” ensures the orientation of the development of pre-university education system by clear objectives for the following five years. The implementation of these objectives will aim to guarantee improvement of managing aspects of the system, to improve inclusiveness in pre-university education by paying particular attention to the integration of groups in need and to improve the quality offered by pre-university education institutions.
Regarding higher education, the drafting of the draft-law for higher education and its near approval by the Parliament of the Republic of Albania will mark the successful competition of the first phase of the reform in higher education and scientific research as well as will set up the criteria to orient development of higher education during the coming year. For the first time the review of the legislation in higher education is conducted through a wide consultation process and in close cooperation with higher education institutions and other relevant interest groups.
26.2 Culture
The Ministry of Culture is currently drafting the new law on “Cultural Heritage”, which aims to fully transpose the Directive 2014/60/EU (former Directive 93/7/EEC). For this purpose in January 2014 a working group was established to draft the new law on Cultural Heritage. The draft law (as of April 2015) is being revised by external legal experts for the last revision, before to send it to line ministries for comments.
Economic and social aspects
The Ministry of Culture is aware of the value of art and culture as a driving force for sustainable social and economic development. To this end, the Ministry intensified the collaboration with the community of artists, writers and translators by increasing the budget dedicated to them by open calls for proposals and also intensified its efforts to increase regional and international cooperation:
On February 20, 2015, was signed the joint annual cultural calendar between the Ministry of Culture of the Republic of Albania and the Ministry of Culture, Youth and Sport of the Republic of Kosovo;
On March 16, 2015, was signed the cultural cooperation protocol between the Ministry of Culture of Albania and the Ministry of Culture of the Former Yugoslav Republic Of Macedonia, which will lead to the joint cultural calendar for the 2015-2020 period;
On March 22, 2015, after its restoration and reorganisation, the Museum of Archaeology in Durres was re-opened. This museum is the biggest of its kind in the country.
Moreover, following its policy to encourage reading and literary expanding audiences, the Ministry of Culture donated 6000 books for the most important public libraries in the country.
Since October 2014, Albania is eligible to participate to Media Subprograme of Creative Europe. Creative Europe Desk-Albania continued to promote and support potential applicants to participate to the Culture Subprograme.
The Ministry of Culture is successfully organizing the participation of Albania at the Venice and Sarajevo Biennale for 2015.
CHAPTER 27: ENVIRONMENT AND CLIMATE CHANGE
Key achievements
In order to further improve the progress achieved, the Ministry of Environment (MoE) has taken concrete actions which have had an impact on the approximation and implementation of the environmental legislation in Albania in the field of horizontal legislation, air quality and climate changes, waste and water management, nature protection, industrial pollution, risk and accident management, chemicals, Noise Protection and forestry.
During the reporting period has finished the drafting of the Environmental Cross-Cutting Strategy 2015 - 2020 (ECCS 2015 – 2020), which is the basic document that underlies the governmental policies in the field of environment, with the main aim, to completely fulfil the constitutional obligation towards the citizens’ right of having a healthy environment, while the country is developed in a sustainable manner.
27.1 Horizontal Legislation
Status of Legal Harmonisation
In the field of horizontal legislation, the following legal acts are approved:

In order to complete the harmonisation in this area, the following draft legal acts are being prepared

Draft Decision of Council of Ministers “For a detailed list of plans or programs with important negative consequences on the environment that will be subject to the SEA process”, is sent for comments to the line ministries. Adoption of this draft DCM is foreseen by the end of June 2015;

Draft Decision of Council of Ministers “On rules and procedures for EIA in transboundary context”, which partially approximates Directive 2011/92/EU of the European Parliament and of the Council of 13 December 2011 on the assessment of the effects of certain public and private projects on the environment amended by Directive 2014/52/EU. The draft DCM is sent for comments to the line ministries. In accordance with NPEI 2015 – 2020 its adoption is foreseen within June 2015.

Draft Decision of Council of Ministers “On rules, responsibilities and detailed procedures for SEA in transboundary context”, which partially approximates Directive 2001/42/EC of the European Parliament and of the Council of 27 June 2001 on the assessment of the effects of certain plans and programmes on the environment (SEA). This draft DCM is sent for approval to the Council of Ministers on March 2015;
Aiming to improve the public access to information, as well as to improve public participation in decisionmaking, the following legal acts are adopted:

Law No. 119/2014 of 18.09.2014 “On the Right of Information”, and

Law No. 146/2014 of 30.10.2014 “On Public Informing and Consultation”
Both laws add on to obligations for public authorities to guarantee civil right to have access to information either produced or held by public authorities, as well as to involve the public in the process of drafting laws, strategic national or local documents, or other policy documents of great public interest.
During this reporting period public hearings for new pieces of legislation, strategies or plans prepared by the MoE were regularly called and held. About 16 such public hearings were organized during September 2014 – April 2015.
Institutional Framework
MoE which is the responsible institution for drafting and implementation of environmental legislation in Albania, during the reporting period has taken a series of actions in order to strengthen its administrative capacities to ensure the implementation and enforcement of law, and further aligning with the acquis, in all areas for which MoE is responsible.
Prime Minister Order No.33 of 12.03.2015 "On approval of the structure and organic of the Ministry of Environment", determines that the Ministry of Environment has in its composition 103 employees, which is less than the number of employees in 2014 (107 employees).
This reduction is result of the change of the area of state responsibility of the MoE and the Ministry of Agriculture, Rural Development and Water Administration (MoARDWA). Pursuant to the Decision of Council of Ministers No. 92 of 4.02.2015 “On determining the area of state responsibility of the MoE, amended”, the Directorate of Water Resources Policies, has passed under the administration of the MoARDWA, together with the local authorities (6 WBA) and the State Inspectorate of Water.
Being aware of the importance of the integration process, different from the previous structure, in the new structure of MoE is added the Sector of Approximation of Legislation, which will be composed of one head of sector and two experts.
Also, aiming to reflect the proposals of foreign experts in the naming of the Directorates of European Integration, as well as their composition with sectors that will carry out unified and coordinated functions in the framework of integration process and programming of IPA funds and other donors in all the line ministries, in the new structure of the MoE, the Directorate of EU Integration and Coordination of Projects is composed by the Sector of EU Integration and International Cooperation, as well as by the Sector of Programming of IPA Funds and other donors.
The responsible national institution for implementing environmental legislation is the State Inspectorate of Environment and Forestry (SIEF), which is a public institution, financed by the state budget, under the Minister of Environment. Its mission is to guarantee and enforce the legislation in the field of environment and forestry. SIEF is established by Decision of Council of Ministers No. 103, dated 4.02.2015 “On the set up and functioning of the State Inspectorate of Environment and Forestry”, after the passage of the Water Inspectorate under the administration of MoARDWA.
Prime Minister Order No. 37 of 12.03.2015 "On approval of the structure and organic of the State Inspectorate of Environment and Forestry", determines that the total number of employees of SIEF will be 346. SIEF has 12 Regional Agencies.
In the new structure of SIEF the Directorate of Environmental Inspection is reorganized by one to three sectors, respectively Sector of Natural Resources Inspection, Sector of Industry and Production Activities Inspection, as well as Sector of Territory, Waste Management and Liquid Discharges Inspection.
Pursuant to the Decision of Council of Ministers No. 765 of 12.11.2014 “For an amendment in DCM No. 46 of 29.01.2014 "On the creation, organization and functioning of the State Inspectorate of Environment, Forestry and Water", SIEF has established the Appeal Committee, which is responsible for reviewing the administrative appeals of convicted subjects and the relevant decision.
Economic and Social Aspects
In order to improve the enforcement of law and protect the environment, Environmental Inspectorate, during September 2014 - April 2015 has accomplished 3850 environmental inspections, regarding to the violations for failing to compliance, violations of conditions of the environmental permit and failure to liabilities arising from environmental legislation, Environmental Inspectorate has given 115 sentences with fine, with a total value of 370,285 Euro (referring to the annual exchange rate of the Central Bank of Albania, ALL 140 / Euro).
Pursuant to the Law no. 10297 of 20.05.2010 “On the administrative offenses”, the environmental inspectorate has continued the pursuit of legal procedures for collection of fines through the Bailiff’s Office, after the expiration of the legal deadline for administrative complaint, as well as after the issuance of the order for execution of the executive title, from the competent administrative courts.
Also, the Inspectorate Structures of Forest Police, which are responsible for the implementation of the legal framework for forests, pastures, protection of wild fauna and hunting, during September 2014 - April 2015,carried out 1976 inspections nationwide. Of which results that for the law violations are committed 3 fines for the criminal offenses, with a total value of damage about 1 million/Euro.
To increase institutional transparency and facilitate easier and online communication with the public, a new E-Portal is created and functioning from December 2014 to deal with public concerns and grievances (https://ssl.kryeministria.al/ankesat/). The respective public authority deals with the raised concern and uploads its answer or measure it has taken, respecting the time limits, in line with legal provisions.
In the field of environmental education, the National Program for Environmental Education in 9-year schools 2015 – 2017 was prepared for the first time, in cooperation with MoE and Institute of Educational Development, co-signed by respective ministers on 10/02/2015.
Increase of capacities of staff
Aiming to strengthen public authority capacities to improve public participation in decision-making, and raise awareness of local authorities with respect to obligations deriving from the Aarhus and ESPOO Convention, MoE staff organized 5 local trainings:
Elbasan - 21.01.2015; Berat –27.01.2015; Kukës - 05.02.2015; Gjirokastër - 05.03.2015; Vlorë - 13.03.2015; with the participation of local authorities, regional environmental staff and local civil society representatives.
SIEFW, since December 2014 is member of the European Union Network for the Implementation and Strengthening of Environmental Law (ISPEL), referring to the decision of the General Assembly of ISPEL, held in Rome, on 12 December 2014.
27.2 Air Quality and Climate Change
Status of Legal Harmonisation
In the field of air quality, the following legal acts are approved:

Law No 162/2014 “On protection of ambient air quality”, which aims to fully approximate Directives 2008/50/EC and 2004/107/EC. This law will enter into force on December 2017

Decision of Council of Ministers No 594 of 10.09.2014 “On approval of National Strategy on Ambient Air Quality” . The National Action Plan on Ambient Air Quality will be prepared with the assistance of IPA 20l3, during 20l5 - 20l6. According to NPEI 2015 – 2020 it will be adopted by December 2016
The following draft legal acts are being prepared:

Draft Decision of Council of Ministers “For the assessment of ambient air quality and requirements for certain pollutants related with it”, is under process of approval and it is scheduled to be approved by the Council of Ministers in the 2nd quarter of 2015.

Draft Decision of Council of Ministers “On the control of Volatile Organic Compound (VOC) emissions resulting from the storage of petrol and its distribution from terminals to service stations”, which aims to partially approximate Council Directive 94/63/EC of 20 December 1994 on the control of volatile organic compound (VOC) emissions resulting from the storage of petrol and its distribution from terminals to service stations, as amended by Regulations (EC) 1882/2003 and (EC) 1137/2008. According to NPEI 2015 – 2020 it will be adopted in the 4th quarter of 2015.
Regarding climate change, during the reporting period Albania associated itself with most of the formal EU positions in the international context to reach the 2015 Climate Agreement and is also engaged in preparing its intended nationally determined contribution to the 2015 Climate Agreement (INDC). INDC will be realized with the contribution of donors operating in various projects in the field of climate change, such as the EU Delegation, UNDP, GIZ Regional project of the EU, ECRAN, LOCSEE etc.
In this regard, on 17 February 2015, in Tirana, was held the II Meeting of the Inter-Ministerial Working Group on Climate Change. The meeting was attended by representatives from UNDP regional office in Istanbul, UNDP Office in Albania, as well as representatives of GIZ. A road map for coordinating the process and mobilizing all financial and human resources for drafting the INDC is under preparation. A consultative meeting with donors working on climate change, on technical steps on preparation of INDC, was held on 15 April 2015. The INDC is foreseen to be submitted within l October 2015.
In the framework of the GIZ Regional Project “Climate Change Adaptation in the Western Balkans”, the MoE with the assistance of GIZ is working on the drafting of the National Plan for Adaption to Climate Changes, which will identify the country needs for adaption, vulnerable sectors and measures to address the needs. According to NPEI 2015 – 2020 it will be adopted in December 2015.
In this regard, a first mission took place from 16 – 20 February 2015 to lay the groundwork and organize the further activities for developing the Albanian NAP in close cooperation with the MoE and selected line ministries. The mission focused on the following tasks:

Provide strategic inputs to Albanian partners and share international experiences on NAP processes;

Conduct selected modules of the ‘GIZ National Adaptation Plan (NAP) Country Level Training’, mainly on the conceptual understanding of the NAP process for Albania and approaches for mainstreaming;

Facilitate a Workshop for applying the Stocktaking for National Adaptation Planning (SNAP);
-
Develop jointly with the MoE elements for the work plan for the NAP process.
In order to further progress in the alignment with climate acquis, during the reporting period is adopted Decision of Council of Ministers No. 865 of 10.12.2014 “On the prevention and reduction of fluorinated greenhouse gas emissions”, which partially approximates the Parliament and Council Regulation No. EC/517/2014, dated 16 April 2014 "On fluorinated greenhouse gases" repealing Regulation (EC) No 842/2006.
Increase of capacities of staff
As regards increase of staff capacities in the field of air quality, during the reporting period representatives of MoE (1 from the Sector of Air, Chemicals and Climate Change at the MoE and 2 laboratory experts on air quality from the National Environment Agency (NEA)) participated in the Regional Workshop on Assessment and Management of Air Quality, from 29 September to 1 October 2014, in Podgorica (Montenegro). Training objective was to assist beneficiary countries in implementation of EU legislation on air quality, specifically focusing on 2008/50 Directive, 2001/81 Directive (NEC) and 2009/126 Directive (Stage II VOC Petrol).
Also, a Multi-beneficiary Regional Workshop on NEC Directive is foreseen to be held on 26 - 28 May 2015, in Tirana. This workshop aims to raise capacities regarding improving emission inventories, developing projections for emissions, as well as developing and implementing programmes to reduce emissions of the pollutants and to achieve certain targets

The 2nd Meeting of the Ad Hoc Working Group on the Durban Platform for Extension of Actions (ADP), 8 - 13 February 2015, Geneva (Switzerland);

Participation in all ECRAN regional meetings for capacity building for various components on Climate Change;

In the framework of the GIZ Regional Project “Climate Change Adaptation in the Western Balkans”, a workshop for applying the Stocktaking for National Adaptation Planning (SNAP) was held on February 17, 2015 with the participation of representatives from the line ministries and relevant institutions The aim of the workshop was the training of participants on the framework methodology under the UNFCCC guidelines for the process of drafting the NAP, recognizing the situation in the country and identifying further steps for drafting the NAP.
