The fixed telephony market is strongly dominated by Crnogorski Telekom, which has 98% market share. Competition has emerged in mobile networks with three operators having similar market shares. Mobile penetration is very high even compared with EU member states and 23% of population use mobile broadband26. Number of smartphones is rather low.
At the end of November 2011 there were 1,156,563 active users27, which is consistent with 186.53% penetration of mobile phones in the country. Of this number there were 844,417 prepaid users and 312,146 postpaid users. Telenor had 473,550 users (40.94%), T-Mobile 390,780 (33.79%) and M:Tel 292,233 users (25.27%).
