Around four-fifths of software used in Montenegro is believed to be pirated, according to the Montenegrin office of software giant Microsoft.

According to a survey done by Microsoft17, Montenegro, Serbia and Albania has the highest rate of software piracy in the region, and some companies in these countries that sell equipment and software encourage this rate on a high level. This survey showed a slight upward trend in regular mode software sales.

The government has adopted a set of legal documents in the field of intellectual property rights, but their implementation did not show significant results.

Generally, illegal use applies to the private sector and individuals because the government has signed a contract on a strategic partnership with Microsoft, and has introduced licensed software in most public bodies, including the municipal authorities.

Almost all big companies in Montenegro have legal software, and significant number of medium entreprises, but it is not the case with small companies, NGOs and individuals.

According to Business Software Alliance losses from software piracy in Montenegro come to 8 million EUR a year.

According IDC, a company dealing with information technology statistics, the extent of software piracy in Montenegro is the highest in the region. The extent of piracy in Croatia is 55%, Macedonia and Bulgaria 69%, Bulgaria, 65%, Serbia 78% and Slovenia 48%18.

Among the most counterfeited programs are Microsoft products such as Windows and Office. Microsoft established office in Montenegro and in 2005 has signed a contract on a strategic partnership with the Government.
Generally, there are no issues with import and download of software.

1.14 What is the rate of broadband adoption? If available provide the adoption rate of the small-business or NGO sector.


According to a survey done by Montenegro Agency for electronic communications and postal services 21 59.3% of Montenegrin households have access to the internet.
Although the percentage of households with internet access is lower in Montenegro then in EU, it is still higher compared to candidate states (Macedonia 46%, Turkey 42%, while Croatia has the same percentage as Montenegro - 57%).
