Fixed telephony is dominated by Crnogorski Telekon, while competition in mobile services and Internet are intense and driven by pricing, subscription options, subsidized handsets and coverage, as well as the quality and portfolio of services offered.
Crnogorski Telekom (Telecom Montenegro) is the largest telecommunication company in Montenegro. It provides a full range of fixed-line, mobile, IPTV and internet telecommunication services is the leading telecommunications operator in the country.
Crnogorski Telekom is the main fixed-line service provider in Montenegro. Its exclusive rights expired in 2003. Crnogorski Telekom provides local, national and international services, in addition to a wide range of telecommunications services involving leasedline circuits and data networks.
On 1st April 2005, Magyar Telekom obtained a 76.53% interest in Crnogorski Telekom and became the majority owner of the Company. Deutsche Telekom AG holds 59.21% of the Magyar Telekom shares.
The digitalization rate reached 100 per cent by the end of 2007 and ADSL coverage reached almost 96% of the PSTN customer base by the end of 2010.
In 2006, the T-Com and T-Mobile brands were launched. In December 2007 Crnogorski Telekom started IPTV services.
T-Mobile Crna Gora is the second entrant into the mobile market in Montenegro and by YE 2010 it held 37.0% of the mobile market (SIM card) share. T-Mobile uses all advanced technologies such as UMTS, HSDPA, GPRS, EDGE. A 3G network was launched in 2007.
On May 1, 2009 Crnogorski Telekom a.d., T-Mobile Crna Gora d.o.o and Internet Crna Gora d.o.o were merged into one legal entity, Crnogorski Telekom a.d. The services are marketed under the T-Com and T-Mobile brands.
Nine Multichannel Multipoint Distribution Service (“MMDS”) and CATV licenses were awarded in 2007. The first broadband internet services were offered in Q4 2009.
The CT underground infrastructure is currently used by competitors to a limited extent. Strong competition is developing in the wholesale segment. In 2009, CT were able to increase its pay TV customer market share by 10 percentage points, to a market share of 36.9%. In September 2009, Crnogorski Telekom started commercially with Voice over IP services for business customers, using the IP Centrex platform.
Crnogorski Telekom entered the Montenegrin ICT market in October 2010, when CT presented its Integris solution for business customers.
T-Mobile started its commercial operations as the second mobile telecommunications service provider in Montenegro in 2000, four years after the first mobile provider started operations. In 2007 a third mobile operator entered the Montenegrin mobile market. In 2010, T-Mobile increased its SIM market share by 0.3 percentage points to 37.0% and remained market leader in the postpaid segment with a 44.7% market share.
The T-Mobile brand entered the Montenegrin market in 2006 through the acquisition of MoNet GSM mobile provider. T-Mobile Montenegro (T-Mobile Crna Gora) is fully owned by T-Crnogorski Telekom, which is itself owned by Magyar Telekom, a DT subsidiary.
MoNet GSM launched on July 1, 2000, as part of Telecom Montenegro. It became an independent incorporated limited-liability company a month later, on August 1, 2000. Since June 21, 2007, 3G/UMTS services have been available in larger cities as well as on the coast.

Telenor Montenegro is the first and largest mobile phone operator in Montenegro. Telenor Montenegro went live (as ProMonte) on July 10, 1996. As of August 11, 2004, Telenor Montenegro is fully owned by Telenor Mobile Communications AS.
The first mobile telephony call made in Montenegro was on July 10, 1996. In December 2001, ProMonte obtained a 15-year license, letting it use GSM 900 and DCS 1800. ProMonte was rebranded as Telenor on May 18, 2010.
Telenor Montenegro currently has 175 base stations which cover all main roads, majority of tunnels and all the beaches and winter tourist centers in Montenegro. Telenor Montenegro's signal covers 98% of Montenegro's inhabited territory. Telenor Montenegro Sales network contains around 2100 points all over the Montenegro.
M:Tel14 is the third mobile operator which entered the Montenegrin telecommunications market in 2007, as one of the licensed operators for development and exploitation of a WiMAX-based network. In 2008 it launched fixed voice and broadband internet services.
It is a 51-49% joint venture between Telekom Srbija and Telekom Srpske (Telekom Srbija owns 65% of Telekom Srpske).
Beside prepaid and postpaid services based on GSM and UMTS networks, M:Tel offers services of fixed telephony and internet based on WiMAX technology.
1.11 E-commerce how big is it, what are the most popular means of paying for products or services (PayPal, online credit card, bank transfer etc.?)
E-Commerce in Montenegro is alsmost undeveloped. There are only several web sites who offer e-commerce, but the situation is improving. All banks offer credit cards (mostly Visa and MasterCard, but Diners and American Express are also available) which provides basis for developmentof thisservice. Significant stimulus might come from few banks in Montenegro and Montenegrin Telecom, who already developed their own e-commerce services and recently started implementation of M-banking (e-bank over mobile phone).
On September 24, 2011 PayPall announced its tariffs for a list of countries, including Montenego, Serbia and Macedonia, that are expected to be included in the system jointly, but the service is not available yet. Montenegro Ministry for Information Society and Telecommunications (MIDT) announced that it is expected that Montenegrin citizens will be able to send and receive money through this system. There is still significant number of users from Montenegro who use this service by creating their accounts “formally15” from Bosnia and Herzegovina, Croatia or Slovenia.
Recently done „Survey of use of information and communication technologies in Montenegro”16 showed lower average percentages in Montenegro compared to EU when it comes to e-commerce. According to this Servey only 16.8% of people that have used internet ever made an online order.If we look into comparative position of Montenegro, we can see that out of the total population, only 4% of inhabitants ordered something via internet in the last three months and this is much lower than EU average (31%). Lower percentage that Montenegro has Turkey, Bulgaria, Macedonia and Romania.

The same Survey showed that those who shop online mostly purchased or ordered movies or music via internet – 34.6%, then books /magazines/journals – 19.4%, and wardrobe and sport equipment – 17.4%. The highest percentage of people decided to buy online from national seller – 35.5% and 29.9% from vendors from EU. 7% of them ordered computer software for review and 83.2% gambled via internet in the last 12 months.
