| 4.5 (B) Establishment of Village Development Organization in the area: Among the community development scheme, forming village development organization is one of the most significant aspects that have been considered by Chevron. There are almost 26 VDO has been established with the patronage of the giant energy company. The scheme has covered the adjacent villages as their area. Every VDO consists of a director and secretary with a number of members. The number of member is not predetermined for every VDO, it depends on the size of the population of the village. It has been found that usually the local powerful persons are assigned as the director or as secretary of the VDO. Furthermore, the person who somehow can manage a liaison with the local elites, get the higher post within the organization. Frequently, it has been claimed that selection of the member of the VDO is not fair because the selection process for new members mostly approved by the president or secretary. As a result, the most eligible person to be the member gets forged from the organization and the relatives of the positioned person get selected. The management of the organization solely maintained by the assigned person but subjected to surveillance of the larger authority. When, a new village development organization gets formed, chevron provides initial capital for running it properly. But it is claimed by the respondents that the money doesn’t spent on the assigned task rather goes to the pocket of the positioned person. Moreover, the organization works as the center of the village developmental affairs. This organization keeps a details description of each members. Besides these, the movement of the members always subjected to look after. There is an unwritten regulation for retaining the membership. If any member of the VDO is found in criticizing the activities of the organization or the functions of chevron, weather directly or un-directly. Then, it is sure that the membership of that person is no more. It seems that chevron has created a class of supporters through patronizing the village development organization. What is more, even if any local people criticize the functions of chevron in front of any VDO’s member, then this member have to reasoning that why this was happened and why not he protest against this event.
