Statement of the problem

Although many post-developmental critical scholars like Sachs, Esteva, Escober and many other announced the end of the development era. Yet, it is prevailed in the landscape as the sanctifying tool for any operation whether this activity good or bad. So, what the motive of the development? Although the motive has changed over the 1950 due to the failure and inflation of this contorted term, the major motive or tacit meaning yet lies in the economic growth which is measured by GDP and GNP. This Gross Domestic Product and Gross National Product stands for the per capita income. Is it reflects the true conditions of the people? In case of any proposed study, Chevron withdrawing gas from Bibiyana Gas Field. Due to their contribution, GDP is rising and per capita income increasing. But the question is that whose income is rising? Definitely per capita income is not increasing for all. Because, in this process, whenever anyone's income is rising, definitely it has to be acknowledged that this increase caused decrease other's income or potentiality (Frank 1966). Here the income for higher official working in the Chevron and other complimentary is rising but this magnitude of income downward in case of local people who have lost their source of income and fall down in a web of dependency. The reason for this is that in this race, the rich becomes richer and poor becomes poorer and the difference between rich and poor is subjected to magnified (Sachs 2010).
The major problems which identified for the proposed study is to analyze the reason for losing the livelihood pattern of the local people in exchange of a nefarious sympathy provided by Chevron. The Land and their surrounding which they have lost cannot be replaced by any other means. Their fresh environments and fertility of land cannot be regained. What they have got return? A sense of self pity, poverty and dependency. Nevertheless, the minor local people who has employed in the gas field, are threatened to loss the job due to the bureaucratic discrepancy.
What is the wrong has committed from them? Why they have to be fall down in the state of misery instead of abundance, in the midst of barren field instead of fertile land, in the lack of natural resource instead of abundance source of fish and resources? Is it the prime guilty of them that natural resource has stored beneath their place? This proposed study will make an effort to explore all of these questions in a critical manner.


    1. Objectives

The major objective of this proposed study is to understand the impacts of Bibiyana Gas Field on the surrounding peoples and how the authority making their function socially legitimate.
