SENSATIONAL THEEFT IN THE HOUSE OF NTPC ENGINEER WORKED OUT AND ENTIRE JEWELLERY WORTH Rs.20 LAKHS AND LAPTOP RECOVERED
With the arrest of accused Jitender Kumar S/o Mahender Pal Singh R/o House No./ 1349, Street No. D-51, E-1, Molarband Extn, Badarpur New Delhi age 40 years, South East Distt. Police has worked out a theft case and recovered the stolen Gold, Silver and Diamond jewelry worth Rs. 20 lakhs and one Laptop.
Brief facts :-

On 14-1-2011 complainant Deepak Kumar Dahiya, Sr. Electrical Engineer, NTPC, S/o Sh. Het Ram Dahiya R/o flat No. 5, Type-IV, NTPC staff Colony, Badarpur, New Delhi reported that on 14-1-2011 he along with his wife Nirmala, and daughter Heena went to their under construction house at Rohini around 10.00 AM. At about 9.45 PM when he returned he found that some one had entered his house and committed the theft of Gold, Diamond and Silver jewelry worth Rs. 20 Lakhs and one laptop Dell. On this a case FIR No. 7/11 dated 15-1-2011 u/s 380 IPC was registered at police station Badarpur and investigation taken up.


Investigation and Modus Operandi:-

From the inspection of scene of crime it was obvious that someone known to the family could only have committed the theft as the thief appeared to have a thorough knowledge about the house, location of the keys and household articles including jewellry. The entry into the house was friendly. A special team comprising of Insp. Sanjay Bhardwaj, SHO/Badarpur, Insp. Kamal Kishore, Insp. Investigation, Badarpur ASI. Ashok Kumar, HC. Om Pal and Ct. Satender was constituted under the overall supervision of Sh. Bal Krishan Sharma, ACP/Sarita Vihar. Several suspects were interrogated but investigation zeroed in on Jitender Kumar who was a family friend of the complainant as well and like a family member. On sustained interrogation and cross verification, Jitender broke down and disclosed having committed the theft. On further interrogation, he disclosed that around 10 years back, he was a driver on a Blue Line bus of Route No.460 by which the complainant’s wife used to commute to her office. On more than one occasion when she fainted due to illness, the accused helped her and even took her to Moolchand Hospital. With the passage of time, he developed intimacy with the family and became a FAMILY MEMBER so much so that the victim / complainant Deepak Dahiya even stood surety for accused Jitender Kumar who caused a fatal accident registered vide case FIR No. 766/ 07 u/s 279/304-A IPC of PS Badarpur. He was always lured by the wealth of the family and wanted to become rich overnight. Finding a suitable opportunity around a month back, Jitender stole the keys of main doors of the house from the Santro car of the complainant and committed theft of laptop in the afternoon of 14-1-2011 when he knew that the family was away and replaced all the keys in their original positions.


Recoveries:-

  1. One Dell Lap Top with charger

  2. More than 60 items (pieces) of Gold, Silver and Diamond jewellery.

Further investigations to find other involvements of the accused are still on.

INTERSTATE GANG OF RECEIVERS OF STOLEN VEHICLES BUSTED:

FOUR ACCUSED ARRESTED : 15 STOLEN VEHICLES RECOVERED 

 

      With the arrest of four accused, the South District Police has busted a gang of criminals who were involved in disposing off the stolen vehicles by making fake documents.  With their arrest, several cases have been solved and fifteen stolen vehicles have so far been recovered.  



ACCUSED ARRESTED: 

    1. Pradeep Kumar age 42 years s/o Chaman Lal r/o H.No. J-2/15-A, Budh Vihar, Phase-I Delhi.

 

    1. Amit Bansal age 28 years s/o Bharat Bhusan r/o H. No. 191, Pocket-5, Sector-25, Rohini, Delhi

 

    1. Pawan Goel age 45 years s/o Chaman Lal r/o H. No. 173/2, Kothi No. 1, Teacher Colony, Bulandshahar, UP.

 

    1. Vipin Gupta age 41 years s/o Aditya Gupta r/o H. No. 810, Radha Nagar II, Bulandshahar, UP

 

INCIDENT, TEAM & ARREST: 

 In order to prevent incidents of auto thefts taking place in the area of Delhi, various teams were deployed in affected areas.  One such team of Police Station Hauz Khas consisting of Inspr. Rajesh, SI Narender, ASI Gulab Chand, HCs Islamuddin, Hukam Chand, Sanjeev Kumar, Satyapal, Jaipal, Consts. Kishore, Lav Kumar, Vinay, Kaushar Mehandi, Ram Niwas and Hari Kishan under the supervision of Inspr. Atul Kumar, SHO/Hauz Khas and Sh. Mehar Singh ACP/Hauz Khas was also formed to apprehend the criminals involved in the auto lifting net.  

      On 06.01.2011, on a specific tip-off the police team laid a trap in the area of Hauz Khas on Balbir Saxena Marg to check the movements of stolen vehicles and to nab the criminals involved in the crime. At around 4.30 p.m., the police team intercepted one Scorpio vehicle number UP-25-X-5972 and apprehended three criminals Amit Bansal, Vipin Gupta and Pradeep Kumar. On verification, the registration number of the vehicle was found to be fake.  On further checking, the vehicle was found to be stolen from PS Tappal, Aligarh UP and the original registration number of the vehicle was found to be UP-81-Y-6825. A case vide FIR No. 7 dated 06.01.2011 u/s 411/34 IPC was registered at Police Station Hauz Khas against both the accused persons and they were arrested. Following their arrest, investigation was carried out to bust the gang and at their instance, one more receiver of stolen vehicles Pawan Goel was also arrested from Bulandshahar and 14 more vehicles were recovered from them.  
 

INTERROGATION & PROFILE: 

 On sustained interrogation of the arrested accused persons, it was revealed that Pawan Goel was the mastermind of the gang and he used to dispose off the stolen vehicles under the garb of sale and purchase shop. The interrogation revealed that earlier he started as a small time fruit chat seller and later he came in contact with one Nawab Ansari @ Pappu of Bareilly who was involved in stealing vehicles from UP, Delhi and NCR and started disposing off stolen vehicles by forming his own gang. 

      Presently, Pawan Goel owns a Kothi in posh area of Teachers Colony, Judge Compound, Bulandshahar, UP. He has also installed CCTV Cameras in his house to observe the movements of police or any outsiders in case of raid. To avoid the detection of unlawful crime, he was running a sale/purchase shop in Bulandshahar. He used to receive stolen vehicles from the autolifters and after preparing RCs on fake NOCs, he used to sell these stolen vehicles to these vehicles to the unsuspecting buyers.  


    • One advocate of Khurja, UP had purchased one Santro car from them which was found to be stolen from Police Station Anand Vihar vide FIR No. 82/08.

 

    • Similarly, other vehicles have been found stolen from the areas of PSs Nizamuddin, Defence Colony and PS Hauz Khas.

 

    • It has also come to notice that they had also sold one Verna car to a Colonel residing in Jalandhar area. 

 

    • All the accused persons are so shrewd that they could not be arrested earlier though they have been indulging in this crime for the last five years.     

 

      Vipin Gupta was working as Munshi in his shop and was involved in negotiating with auto lifters and other receivers. He was also instrumental in preparing fake NOCs.  

      Parmod and Amit were also active members of the gang and were involved in disposing off these vehicles.

SENSATIONAL MURDER CASE WORKED OUT AND ACCUSED ARRESTED

 

With the arrest of Birender Kumar, aged 43 years, s/o Sh Kailash Prasad Shah r/o Vikramshila Nagar, Kahalgaon, Bhagalpur, Bihar, the official of North District have worked out a sensational murder case in which a decomposed dead body was found floating in Wazirabad, Delhi Jal Board.



INCIDENT AND TEAM

On 11/01/2011, information was received at Police Station Timar Pur that one dead body was floating at Wazirabad Jal Board.  The local police rushed at the spot where dead body of a male aged around  30-35 years was floating.  There were injury marks over the abdomen of the deceased.  The deceased was identified as Lallan Kumar Mandal s/o Late Rajender Prasad Mandal and it was also found that missing report was lodged at Police Station Usmanpur, Delhi.  Sanajy Kumar, brother of deceased stated that on 26/12/2010, one Birender, who used to supply labour at Wazirabad Jal Board, called his brother Lallan Kumar at his mobile and asked him to come at 2nd Pushta.  Lallan Kumar went to meet him but did not return back.  Next day he lodged a missing report of his brother at Police Station Usmanpur.  Sanjay Kumar also told that Birender Kumar had lent an amount of Rs 15000/- to Pawan Kumar Mandal, their eldest brother through Lallan Kumar Mandal.  Sanjay Kumar suspected that Birender Kumar had murdered his brother Lallan Kumar Mandal.  Subsequently, a case vide FIR No. 09/11 u/s 302/201 IPC was registered at Police Station Timar Pur and investigation was taken up.  The suspect Bijender was found missing from his house and his present whereabouts were not known.  Various police teams consisting of Inspr Jitender, SI Arun Kumar, SI P.S. Bhardwaj, Ct Pradeep, Ct Gaurav, Ct Samay Singh, Ct Shubhkaran and Ct Rajender under the leadership of Insp. Rajnish Parmar, SHO/Timar Pur under the overall supervision of Smt. Vimlesh Yadav, ACP/Civil lines were formed.







INVESTIGATION

During the course of investigations, it was revealed that Birender had last called the deceased from his mobile phone on 26/12/2010 and the deceased had left his house telling his family members that that he was going to meet Birender but did not come back.  The mobile phone of Birender was also found switched off.  A police team was sent to western U.P. as information was gathered regarding his position in Aligarh. Another team collected information at local level from relatives and associates of the accused.  Thereafter a vigorous cat and mouse chase ensued as the accused kept changing his position with his mobile phone switched off most of the time but occasionally switching it on for making some call.  After persistent efforts, the accused Birender was arrested from Ballabhgarh, Haryana.



INTERROGATION

During interrogation the accused Birender disclosed that he nurtured a grudge against the deceased as the deceased had taken an  amount of Rs. 63,000/- from him and was not returning back.  On 26/12/2010, he called Lallan at 2nd pushta, New Usmanpur. From there, he along with his associate Bachhi took him to Delhi Jal Board site at Wazirabad where they beat him due to which the deceased became unconscious.  They dumped the body in the Yamuna River after cutting his stomach with a knife.  Further efforts are being made to apprehend the other accused Bachhi.



PROFILE OF ACCUSED

Birender Kumar, aged 43 years, s/o Sh Kailash Prasad Shah r/o Vikramshila Nagar, Kahalgaon, Bhagalpur, Bihar.  He has studied till matriculation.  He is married and has three children.  He works as a supplier of laborers at Delhi Jal Board, Wazirabad.

NOTORIOUS BIKERS GANG CUM ROBBERS BUSTED
Special Staff of West District has busted a gang of notorious robbers who materialized the sensational road robbery with an engineer of Air India on gun point and injured him brutally. Two gang members of self styled bikers’ gang arrested. The gang leader Raees @ Chanchal is previously involved in many cases of robbery, snatchings etc. The gang member Raja is inspired by his role model, noted gangster Munna Bajrangi who created sensation in the field of crime. The gang was very much active in West/South West Distt. More than a dozen incidents of robbery and snatchings have been solved.

One country made pistol with two live cartridges.

One stolen motorcycle.

NAME AND PROFILE OF ACCUSED

INFORMATION & OPERATION
A secret information was received in the Special Staff, West Distt. about notorious biker gang cum robbers namely Raees @ Chanchal and Sarvesh etc. who are committing road robberies and snatchings in different areas of Delhi. On this information, sources were deployed and the information was gathered about their probable hideouts. On 19.01.2011 specific information received to Inspector Rajkumar that Raees @ Cahnchal and Sarvesh will come at about 5.30 pm to meet their gang members at Tikona Park, Specific Mall, Subhash Nagar More, Delhi for committing crime. On this information a raiding party under the supervision of Insp. Rajkumar consisting of SI Manoj Kumar, SI Charan Singh, ASI Ishwar Dayal, ASI Nirakar, HC Hattu Ram, HC Narendra, HC Suresh, HC Jaibhagwan, Ct Pawan, Ct Dharmender, Ct Vinod & Ct Sunil Yadav was constituted and deployed near Tikona Park, Specific Mall, Subhash Nagar More, Delhi. At about 5.35 pm, two passers by were identified by the secret informer and they were apprehended on his instance. On enquiry, they disclosed their names as (1) Raees @ Chanchal S/o Shri Nanhe Khan R/o E-146, Gali No.- 69, Mahavir Enclave, Part-IIIrd, Delhi (2) Sarvesh Kumar Pal @ Raja S/o Shri Ram Vishal Pal R/o F-72, Mangol Puri, Delhi. On their search, one country made pistol alongwith two live cartridges and one button operated knife was recovered. On their instance the booty required in case FIR No. 02/11 u/s 392/394/397/34 IPC PS- Dwarka South was also recovered.
INTERROGATION AND MODUS OPERANDI
During sustained interrogation, Raees @ Chanchal disclosed that basically he hails from Aligarh(UP) and in order to earn source of livelihood his father shifted the family to Delhi and started living in Kaccha Tihar. His father worked as a labourer but they were unable to meet both the ends. Gradully, Chanchal came in contacts of bad elements and he fell in the bad habits and started committing petty offences. Thereafter, his father shifted the family in Mahavir Enclave, Palam Colony and since then Chanchal and his brothers started helping his father in earnings. Chanchal being remained in bad company could not satisfy his needs through hard work because he wanted to earn fast money. He met one Rajesh a bad character of the area and both of them started committing robberies and snatchings. From this crime, he received handsome amount and his hunger for big money had risen a level that he should to do some thing big. In the year 2005 he was arrested with his associate Rajesh in a car jacking case and remained in jail for 4 years. After releasing from Jail, he again organized a gang with bad Character of P.S. Dabri namely Honney @ Kala who lives in his neighborhood. He motivated budding criminals and ruffians to join his gang to earn money in less time. Sarvesh @ Raja was motivated by them and has joined the gang in order to fulfill his dream to become like a noted gangster Munna Bajrangi. Sarvesh hails from Gonda(UP) and started his career in the field of crime as a pick pocket. He is very much inspired by Honney and Chanchal looking on to their daring acts and joined them. In continuation to their criminal attitude at about two weeks ago Honney and Canchal in search of their prey, were roaming in Sector- 6 of Dwarka and targeted one Engineer of Air India who was taking his evening walk. Both the criminals in accordance with their modus operandi went to him and Honney asked about the time and when the person looked on to his watch Chanchal took out his country made Pistol and on gun point over powered him. The person resisted the act and on this Honney choked his throat and Chanchal brutally injured him with the butt of the country made pistol. They robbed of his articles including Rs. 50,000/-, mobile phone etc. and fled away. Chancal along with his associates has also committed robberies and snatchings in the area of Uttam Nagar, Vikas Puri, Khayala, Bindapur, etc. Efforts are being made to nab the other accused person.
Staff involved in the good work is being rewarded suitably.

Now, in exercise of the powers conferred upon me by the Commissioner of Police, Delhi and as envisaged vide Section 67(1) of Delhi Police Act 1978, the aforesaid vehicle is notified for the information of the general public through this proclamation. Any person who may have a claim there to may appear before the Court along with the proof of the ownership to establish his claim within six months of the issue of this proclamation.



The proclamation should be given vide publicity among the general public and displayed on the notice boards of the Court as well as in the police station.

Whereas, a large number of complaints are being received that people purchasing Liquor vends often start consuming the same it in front of the Liquor vend and at other public places. Vendors selling eatables and juices, at time, also station themselves unauthorized outside Liquor vend which further facilitates this undesirable activity. At times, Baraties accompany Barat also openly drink liquor etc. on the road while the Barats are moving. Drinking in public is nuisance with a serious potential to result in brawls and quarrels causing serious injuries/death and damage to public and private property. This affects the peace and tranquility of the area and creates problems in maintaining Law and Order. It is also a punishable offence under section 40 of the Delhi Excise Act 2009 (Delhi Act of 10 of 2010).
2. And whereas, it is necessary to take speedy measures in this regard to prevent danger to human life or safety and to thwart/prevent untoward incidents which may affect the peace and tranquility of the area.

3. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2008-UTL, dated- 31.10.2008 and further delegate to the undersigned vide Govt of India, Ministry of Home Affairs, New Delhi’s Notification No. 11036/1/2010-UTL, dated 09.09.2010, I, R.C.Saini, Assistant Commissioner of Police of Sub-Division Ashok Vihar of North-West District, Delhi, do hereby make this written order, for strict compliance by the owner of such Liquor vends in the entire jurisdiction of Sub- Division, Ashok Vihar, Delhi:-


(a) Install CCTV with sufficient number of cameras and recording system to cover up to 50 meters area in front of the shop. The CCTV should monitor anyone consuming Liquor or facilitating consumption of Liquor or any unauthorized vendor stationed in the coverage area.
(b) This CCTV system should become operational within 45 days from the date of issue of this order.
(c) The recording system shall preserve a digital record of CCTV coverage for not less than 10 days.
(d) The vend owner or his agent shall cause to copy the CCTV coverage on a CD on daily basis which shall then be handed over to the Beat Constable of the area, against proper receipt in a register to be maintained at the Liquor vend.
(e) Before starting sales for the day, the Manager of the Liquor vend should ensure that the CCTV system is in proper working order and in case any defect is noticed, immediate action to get it rectified should be taken. An entry should be made in the register and intimation in writing should be sent to the Police Station simultaneously to be got duly received from the Duty Officer of the Police Station mentioning Daily Diary Number on the intimation.
(f) During the course of monitoring of the CCTV system, the Manager or anyone specifically designated by the Manager for real time monitoring of the CCTV shall immediately inform the Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV coverage area.
(g) The vend owner shall display prominently at least two bilingual sign boards mentioning that drinking in public places is an offence and standing of unauthorized vendors outside the Liquor shop is stcrictly prohibited. Telephone number of nearest Police Station shall also be mentioned on the sign boards.

4. The order shall come into force with effect from 18.01.11and shall remain in force for a period of 60 days i.e. up to 16.03.2011 (both days inclusive) unless withdrawn earlier.

5. Any person contravening this order shall be liable to be punishable under Section 188 of the Indian Penal Code.

6. As the notice can not be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all District DCsP, Addl. DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of NDMC and MCD.

PRESS RELEASE

         MOCK DRILL AT VISHAL CINEMA, RAJOURI GARDEN

         A mock drill was conducted at Vishal Cinema complex in the area of PS Rajouri Garden today i.e. on 20.1.11 to review the preparedness of the local police and other concerned agencies to deal with the terrorist situation in West Delhi in the wake of ensuing Republic Day celebrations.

         At 1500 hours, a call was given mentioning that there was a Bomb blast at Vishal Cinema Hall and many people were injured.  Immediately staff of PS Rajouri Garden and adjoining Police Stations reached the spot.  SHO/Rajouri Garden cordoned off the complex and got the 485 public persons, who were watching the cinema inside the hall, evacuated within 5 minutes with the help of the administrative staff of the Cinema Hall.   The PCR vans, C.A.T., Guru Govind Singh Hospital Ambulances, Fire Brigade, Bomb Disposal Squad, Crime Investigation Team and Civil Defence personnel also reached the spot at the quickest possible time.  The Doctors and staff at DDU Hospital and Guru Govind Singh Hospital were on alert position and made all preparations to treat the injured.  Various teams including Investigation Team, Rescue party, Access Control Team, Liaisoning Team and Hostage Dealing Team, C.P. Reserve and also the staff at inner cordon and outer cordon were deployed by SHO/Rajouri Garden and ACP/Rajouri Garden after proper briefing.  The SWAT (Special Weapon & Arms Tactics)  Team of Special


Cell also joined the operation.  The team searched for and captured
the fake insurgent who had hidden himself, within 15 minutes.  Traffic
Police made elaborate arrangements to isolate the place of occurance
and also to ensure smooth flow of traffic in other areas.

         The mock drill exercise lasted for 50 minutes.  The entire mock


drill was personally monitored by DCP/West District Sh. V.
Renganathan, Addl.DCP-I/ West District Sh. Rishi Pal and
Addl.DCP-II/West District Sh. S.K. Tewari.
