The Contractor shall ensure requirements in this PWS are accomplished IAW the latest version of the following documentation if it does not impact cost and delivery schedules or if a conflict does not arise in implementation of the new procedures. If any of the preceding conditions occur, a written evaluation, along with specific backup data and estimated cost data for those changes which impact the Contractor’s performance shall be provided to the PCO within 10 workdays after receipt of an updated publication. The Contractor shall not incorporate these publication changes until approved by the PCO IAW FAR Clause 43.205. In the event there are conflicts between two or more referenced documents, the Contractor shall provide written evaluation, along with specific backup data to the PCO within 10 workdays after knowledge of the conflict. Resolution of the conflict will be provided by the PCO. In addition, the Contractor shall immediately implement those publication changes that result in no change in contract price or delivery or have no conflicts.

Reference Paragraph 1.4: Readiness Requirements - The Contractor shall meet a monthly Mission Capable (MC) rate of not less than 80% for each aircraft. The Contractor shall refer to the USAF Minimum Essential Subsystem List (MESL) for the appropriate aircraft status when an aircraft system or component is inoperative. The Contractor shall calculate MC for individual aircraft and each fleet by the formula below:

The Contractor shall report the MC rates each month on the Monthly Aircraft Status Report. The Contractor shall include each day's hours of FMC, PMC, Non-Mission Capable Supply (NMCS), Non-Mission Capable Maintenance (NMCM), reportable time, flying hours, landings, and other data reported by each site and confirmed by the Government Representative in this report. The Contractor shall calculate and report this information at the end of the month for each aircraft. The Contractor shall coordinate with the local OSGR prior to submitting monthly report.

Reference Paragraph 1.5: Specification and Order of Precedence - The order of precedence is 1) OEM manuals, 2) Air Force technical directives, and 3) FAA regulations and 4) Contractor generated manuals.

Reference Paragraph 4.3: Management Information System (MIS), Data Collection, Documentation and Reporting Requirements – The contractor shall be responsible for interfacing with the Reliability and Maintainability Information System (REMIS) to input depot level maintenance information and TCTO compliance information.

Parts Usage Report

The Contractor shall track and record consumption data. The Contractor shall ensure these records are collected continuously and include manufacturer, part number, part description, part cost, and tracked by tail numbers. The Contractor shall deliver this report to the PMO annually or when requested by the PCO.


Monthly Aircraft Status Report

The Contractor shall submit a monthly aircraft status report for each aircraft showing cumulative actual flying hours, monthly actual flying hours, monthly landings and each day's hours of FMC, PMC, NMC and NRT. Time reported as PMC, NMC, and NRT shall be broken down to reflect the reasons, i.e. supply, maintenance (repair), or modification. NRT shall also be reported separately for contractor possessed aircraft, i.e. ACI, depot repair, etc. The Contractor shall include all projected scheduled maintenance actions for each aircraft for the next two months. The Contractor shall also include all unscheduled maintenance actions that occurred that month. The Contractor shall include all open discrepancies with documentation of status per paragraph 4.2.2.2 of the PWS. The Contractor shall submit this report to the PMO Not Later Than (NLT) 10 calendar days following the end of each month.


Daily Aircraft Status Report

The Contractor shall submit an aircraft status report showing current status, narrative of discrepancy, part requirement with expected delivery time and forecasted return to FMC status. The Contractor shall submit this report to the PMO and site QAR NLT 1000 Central Time (CT) daily.


Program Status Report

The Contractor shall submit Program Status Reports summarizing performance to date, current issues, major problems or deficiencies with impact, recommended solutions and comparisons of status achieved to planned goals. The Contractor shall include metrics created in support of internal management plans in these reports. The Contractor shall submit this report to the PMO NLT ten calendar days following the end of each month.


Contract Funds Status Report

The Contractor shall submit a monthly Funds Status Report which shall include items funded at the Contract Line Item Number (CLIN) and sub-CLIN levels and shall reflect the following: fiscal year, CLIN, name of CLIN, Accounting Classification Reference Number (ACRN), amount obligated, current month invoiced, total to date invoiced, committed not invoiced, total to date expended, percent expended versus obligated, projected to be expended, additional requirement or excess, and totals. The Contractor shall submit this report to the PMO NLT 15 calendar days following end of each month.


Management Plan

The Contractor shall provide a detailed Management Plan within 60 days of contract award and update Management Plan semi-annually. The Contractor shall submit updates to the PMO NLT 15 Jan and 15 Jul of each year.


Configuration Status Accounting Information

The Contractor shall provide monthly configuration data in Government approved format to the PMO NLT 15 calendar days following the end of each month. This report shall include number, type directive (AD, SB, etc.), and date accomplished of all technical directives for each aircraft and each engine.


Engineering Assignment (EA) Status Report

The Contractor shall provide an EA status report on a monthly basis until completion of task. The Contractor shall deliver the report to the PMO NLT 15 calendar days following the end of each month.


Accident/Incident Report

The Contractor shall prepare accident/incident reports providing information concerning the accident/incident. The Contractor shall submit report to the PMO and site QAR within 24 hours of each occurrence.


Meeting Agendas and Minutes

The Contractor shall develop agendas and minutes for all Contractor hosted meetings. The Contractor shall submit coordinated agendas 15 days prior to the scheduled meeting. The Contractor shall submit draft minutes NLT seven work days following meeting for the C-12 PO approval. The Contractor shall submit final minutes to the PMO NLT 30 days following meeting.



Teardown Analysis Report

The Contractor shall submit a teardown analysis report and specification build-up sheet for each engine following HSI and TBO to the PMO NLT 30 days following each occurrence.


FOD/Lost Tool Report

The Contractor shall submit a FOD/Lost Tool Report within 24 hours of each occurrence to the PMO and site QAR. The FOD report shall include as a minimum the date, time, personnel conducting the inspection, a list of foreign objects collected, and if the source of the foreign objects is a recurring one, e.g. runway construction; any action taken to preclude foreign object damage such as decreased inspection intervals, use of sweepers, etc.


Weekly Aircraft Maintenance Schedule

The Contractor shall submit a weekly maintenance scheduled based upon the Government provided flying schedule. The Contractor shall submit this report as coordinated between the Site Lead Mechanic and the local Government Representative at each site.


Inventory Report

The Contractor shall provide an inventory report on GFP and loose equipment showing status at each site. The Contractor shall provide report to the PMO and site QAR following phase-in and phase-out inventory, following each annual inventory at each site and upon request from the PCO.


Deficiency Reports

The Contractor shall submit DRs IAW T.O. 00-35D-54.


Aircraft Condition Inspection Report

The Contractor shall submit an ACI initial inspection report that lists all discrepancies discovered during the inspection phase of ACI. The report shall include as a minimum the discrepancy, the location, category (MAJOR or MINOR), labor costs to repair, and materials costs to repair. The Contractor shall submit this report to the PMO 15 days after completion of the inspection phase and prior to any repairs that would require the Government incur costs.


Quality Assurance Plan

The Contractor shall submit a detailed Quality Assurance Plan to the PMO within 60 days of contract award for Government approval. The Contractor shall submit updates to the PMO NLT 15 July of each year.


Phase-In Report

The Contractor shall submit a Phase-In Report to the PMO IAW PWS Paragraph 10.2 every Monday NLT 1000 CST until phase-in is complete.


Commercial Manuals Update/Service Action Delivery Requirements

The Contractor shall deliver the commercial technical manual updates and service actions to the PMO Technical Section within 10 days after receipt from the OEM.


Maintenance Projections

The Contractor shall submit a report projecting engine TBO and HSI, propeller overhaul, landing gear overhaul, and all other cycle or time limited maintenance actions. The Contractor shall submit this report quarterly to the PMO on the 1st of the month.


CLS Annual Cost Reporting Requirements Report

The Contractor shall deliver a report to include the annual labor obligations (not expenditures), material obligations (not expenditures), and labor hours for each fiscal year. The Contractor shall report the data in the format shown in Exhibit C-2. The definitions of the Work Breakdown Structure (WBS) are provided in Exhibit C-3. The Contractor shall deliver the report to the PMO no later than 1 Nov of each year.


Reference Paragraph 4.3.2: Customs/Clearances - The Government will assist in Customs clearance processes at the Government’s discretion.
Reference Paragraph 4.3.6: Joint Deficiency Reporting System (JDRS) - The Contractor shall ensure the Quality Program is designed to detect and correct conditions adverse to quality. The Contractor shall investigate all Deficiency Reports (DRs) submitted against defective items manufactured, repaired, or overhauled by the Contractor. The Contractor shall ensure each DR is processed IAW T.O. 00-35D-54, USAF Deficiency Reporting, Investigating, and Resolution.

Add Paragraph 4.3.7: Records and Forms – The contractor shall initiate, maintain, complete, and dispose of the required Aircraft Maintenance Data forms IAW 00-20 series technical orders. Engine historical records shall be maintained using accepted commercial forms. Disposition of all maintenance records shall be IAW AFM 12-50, Vol II, table 66-3.

AF Form 95: Significant Historical Data – This form to be completed and maintained by the Contractor.

AF Form 714: Customer Complaint Form – This form will be used at each location by the Air Force Representative (AF REP) to document contract deviations/shortfalls. Once documented, the AF Form 714 will be provided to the PM. The PM will submit to the Contractor for determination of the corrective action. The Contractor has 48 hours to respond to the PM’s inquiry.

Add Paragraph 4.3.8: Management Planning - The Contractor shall accomplish Management planning to include purchasing, provisioning, stocking levels, transportation, requisitioning, expediting deliveries, repairs, FAA regulations, aircraft loose equipment, Government property control, waste disposal and other topics. The Contractor shall submit a Material Management Plan to be included in the C-12 Management Plan.
Add Paragraph 4.3.9: Warranty Management - The Contractor shall administer and keep records to maintain the full effect of warranties obtained during and prior to the period of this CLS contract IAW Federal Acquisition Regulation 46.7. The Contractor shall ensure warranty management includes new and repaired aircraft systems, spare parts, Government furnished parts and equipment, and procured services and materials.
Add Paragraph 4.3.10: Subcontractor Management – The Contractor shall establish agreements with OEMs that allow the Contractor to obtain the approved data and technical support necessary to maintain the C-12 airframe, engines, accessories and systems to ensure that FAA type certification is not compromised. The Contractor shall ensure the agreements are in effect at the beginning of the contract period of performance, which begins after phase-in. The Contractor shall ensure aircraft utilization and mission reliability requirements are not impacted as a result of obtaining data or support from the OEMs. The Contractor shall ensure that subcontractors comply with all FAA, Quality Assurance (QA), Safety and contractual requirements.
