Add Paragraph 4.3.12: Aircraft Maintenance Production/Compression Report (AMREP) – The Contractor shall input and maintain the data in the Aircraft Maintenance Production/Compression Report (AMREP) IAW AFMC Instruction 21-118.

Reference Paragraph 4.4.5: Detachments/Deployments – The Contractor shall be responsible to provide support for aircraft conducting flight operations to/at sites other than their home site. When away from the home Site, maintenance will be limited to servicing and minor preventative maintenance such as oiling, fueling, tire inflation, etc., unless the Government coordinates otherwise with the contractor. The mechanic shall be entitled to reimbursement for travel expenses per the JTR. The contractor may request a Letter of Introduction (LOI) from the PCO for C-12 mechanics and their dependants in order for them to travel on Government-approved business and take passage on military aircraft and to utilize OCONUS berthing and messing facilities.




Reference Paragraph 4.4.6: Off-site Recovery and/or Maintenance - The Contractor shall be authorized to travel as aircrew personnel on off-site missions in areas where visa/entry or transportation requirements may exceed the 24 hour response requirement.

Reference Paragraph 4.5: Aircraft Maintenance – The Contractor shall schedule maintenance including phase inspections, time change items, heavy maintenance, implementation of Service Actions, and major modifications, and shall coordinate with Government site officials to mitigate flying schedule impacts. The Contractor shall ensure that scheduled maintenance planning includes provisions for shipping of parts and work scheduling so as to mitigate flying schedule conflicts.

Add Paragraph 4.5.1.1: Aircraft Launch Recovery - The Contractor shall launch and recover C-12 aircraft at the sites. Contractor personnel shall man the site at least 2 hours prior to each scheduled departure, and be available 1 hour prior to the scheduled aircraft return time.
Add Paragraph 4.5.1.2: Aircraft Launch - The Contractor shall have the aircraft preflighted, cleaned, systems serviced and located on the required launch spot with a power unit not later than 90 minutes prior to scheduled departure time. The Contractor shall accomplish deicing at the direction of the aircraft commander.
Add Paragraph 4.5.1.3: Aircraft Recovery - The Contractor shall accomplish aircraft recovery procedures upon mission completion. Aircraft recovery includes debriefing the aircrew at the aircraft, performing a basic postflight inspection, and cleaning and servicing the aircraft prior to the next mission. The Contractor shall be responsible for securing the aircraft including using tie downs, canopy, pitot and duct covers, and ground safety devices.
Reference Paragraph 4.5.6: Weight and Balance – The Contractor shall maintain C-12 W&B data using the DD 365 Series Forms IAW T.O. 1-1B-50. The Contractor shall weigh the aircraft once every three years, after a total repaint, after modification or whenever an aircraft weight cannot be accurately calculated.
Reference Paragraph 4.5.7: Avionics Database - The contractor shall provide worldwide NavAids subscription service coverage for the AF aircraft.
Add Paragraph 4.5.9: Mission Equipment – The Contractor shall be responsible for all maintenance of the MA-4 pylons for the C-12J stationed at Holloman AFB. The maintenance shall include the aircraft wiring and structures that support the installation of the pylon on the aircraft. The contractor shall perform the 30 day and 180 day functional check of the pylon system.

Add Paragraph 4.5.10: Maintenance Extensions.-The Contractor shall contact the local Government representative to coordinate approval for an extension when operational considerations create a need to operate the aircraft beyond the FAA-approved time for scheduled maintenance, inspections or equipment replacement. An appropriate entry in the aircraft maintenance forms shall be used if an extension is granted.



Reference Paragraph 4.6: Functional Check Flights (FCF) – The Contractor shall maintain completed FCF and MTF profiles IAW T.O. 1-1-300.
Reference Paragraph 4.12.1: Calibration – The Contractor shall use host Air Force base Precision Measurement Equipment Laboratory (PMEL) to calibrate all government furnished/owned Test Measurement and Diagnostic Equipment (TMDE) IAW guidelines as outlined in AFI 21-113, Air Force Metrology and Calibration (AFMETCAL) Management and TO 00-20-14, Air Force Metrology and Calibration Program. Contractor owned/furnished TMDE will be sent to an FAA approved commercial calibration laboratory performing measurements traceable to the National Institute of Standards and Technology (NIST).
Reference Paragraph 4.15.2: Workforce – The Contractor shall assign site staff to provide technical maintenance skills at each site. The Contractor shall provide 7 day a week, 24 hour a day on-call capability. In order to maintain safe aircraft and flight line operations, the Contractor shall utilize only FAA Airframe and Power plant (A&P) licensed technicians to perform aircraft maintenance, including sufficient personnel with FAA Inspector Authorization (IA) to meet FAA return to service requirements. The Contractor shall maintain a site capability to perform C-12 maintenance to achieve the required MC rate.
Reference Paragraph 4.15.2.1: Site Lead Mechanic –. The site lead mechanic shall have at least one year experience as a site lead under a similar type effort or will undergo a minimum of 90 days on-site training under supervision of a site lead mechanic with at least 5 years site lead mechanic experience. This is a Key Position.
Reference Paragraph 4.15.2.5: Security Clearances - The Contractor shall provide information and documentation to comply with the requirements identified in DD Form 254, DoD Contract Security Classification Specification. The Contractor shall obtain and maintain Secret security clearances for all personnel performing maintenance on aircraft and key office personnel.

Reference Paragraph 4.15.2.6: Passports – The Contractor shall obtain passports and appropriate country visas for all personnel who will be required to travel OCONUS in support of this contract. The Government will provide sponsorship letter to contractor personnel. The Contractor shall process application through the local passport agent at nearest DoD facility or embassy. The Government will assist the contractor in obtaining official passports on a case-by-case basis.
Reference Paragraph 4.15.2.8: Anthrax Vaccination – Anthrax and all other immunizations shall be administered IAW specific theater requirements.
Add Paragraph 4.15.2.11: Contractor Medical Clearance –The Contractor shall ensure that all contractor employees and dependents receive medical clearance from the United States Department of State Office of Medical Services (DoS MED) prior to assignment to any of the C-12 programs located at a United States embassy overseas. This is required for the DoS MED and the associated embassy medical units to provide services to contractors and dependents. Medical services available from US embassy medical units are very limited, and vary from location to location. Consequently, contractor must ensure that employees and dependents are covered by adequate medical insurance (see below).
Process for obtaining medical clearance: The contractor may use there personal physician to perform the medical screening, but the physician must use the DoS medical clearance forms available on the DoS MED web site (http://www.state.gov/m/fsi/tc/1865.htm ). The completed medical screening forms must be submitted to the DoS MED for review and clearance. Once DoS MED has rendered its evaluation, the contractor will proceed accordingly – contractor employees and/or dependents that do not receive medical clearance from the DoS MED are advised not to proceed to country, and will not be provided any medical support at the embassy if they elect to proceed.
The contractor will ensure employees and dependents are covered by adequate medical insurance prior to assignment to any of the C-12 programs located at an overseas United States embassy. As a minimum, this medical insurance must include overseas medical evacuation (MEDEVAC) and overseas hospitalization. Only with this coverage can the US Embassy medical unit provide a letter of guarantee of payment to host nation medical services/hospitals.

NOTE: This list may not be all inclusive; more training may be required at some locations. The Government will ensure adequate time for training is provided to minimize impact on mission requirements.
Reference Paragraph 4.16: Government Meetings and Conferences – The Contractor shall participate in site visits with Government personnel (not to exceed 3 per FY) to perform site audits.
