PREVENTION AND IMPROVEMENT PLAN


In this part of the report, prevention and improvement plans are given against possible impacts of activities to be carried out in construction and operation stages. In the prevention and improvement plan, possible impacts are itemized for construction and operation stages. For each specified impact, measures to be taken, responsible organization, stakeholders and relevant legislation. Information giving Prevention and Improvement Plans are given in Table 3 .4, Table 3 .5 and Table 3 .6 for the construction stage and in Table 3 .7, Table 3 .8 for the operation stage. Relevant tables define the measures to be taken against possible risk factors, responsible organization relating the measures, stakeholders that may be affected and the legislation about the subject matter. How these measures should be implemented according to legislation is given in Section 3.3.1.

Excavation waste

Excavation waste from the excavation work will be used as filling material. Environmental measures will be taken for temporary storage areas via site planning. Balecloth covering and bordering with plastic lines will be done on and around the excavation waste.

Old pipes from replacement of the network will be disposed in solid waste landfill. (Please refer to the Asbestos Cement Pipes (ACP) Section below.)

Historic, cultural and archeological assets

If any asset of historic, cultural or archeological value is found in excavations, Directorate of Provincial Culture and Tourism will be informed and works will stop. No work will continue until agreement and permission to do so is granted by this Directorate. Precautions will be taken for preventing the removal of artifacts by workers. Security camera and a security person will be in service in case of a finding.

Dust/air pollution

Vehicles carrying material will be covered on the top. Working site will be wetted especially in warm, dry and windy weather.

Noise pollution

Noise levels of excavation and working machines operation at construction cannot exceed the level stated in the "Regulation for Assessment and Management of Environmental Noise". (Impact noise Lcmax cannot exceed 100 dBC.) Construction activities will be performed between 07.00-19.00 hours. Since the construction will be executed in three separate stages, generation of collective noise will be relatively avoided. In case when the construction activities must continue at night, local population that will be affected will be informed at least one week before the activity date.

Exhaust fumes

During construction, each vehicle related with the construction will be checked and inspected with "Motor Vehicle Exhaust Emission Measurement License" to see whether the Exhaust Measurements are made in accordance with the criteria specified by the Ministry of Environment and Forestry

Excavation

In order not to damage other infrastructural works, relevant organizations and institutions (water, natural gas, sewerage, communication, transportation) will be informed in written before the start of excavation. Necessary institutional permits will be obtained.

Public safety

In order that the project will not create any danger for public safety (particularly to children), entry of people to the construction site should be prevented by placing plastic bands, barriers, phosphorous and illuminated warning signs. Additionally, necessary measures will be taken with relevant institutions to ensure the safe traffic flow. Polices traffic department will be informed and their service will be in use during constructions.

Worker dwellings

Worker dwellings will be constructed in a safe distance (min. 30 m.) from the construction site. All equipments for workers’ daily rations will be provided.

Access Roads

Road and traffic arrangements for construction equipments and trucks will be planned and applied. These will be planned by the contractor until the end of construction.

Asbestos Cement Pipes (ACP)

Workers will use masks during the carriage, replacement, temporary and final landfilling works. The necessary isolation barriers will be provided around the body of waste. Especially all the asbestos material will be kept wet at all times.

At the end of construction, the site will be rehabilitated and the construction site will be reinstated.

Disasters and accidents

Immediate response plans will be established- for damage, stealing, etc. events that may happen in valve rooms and pipes and reservoirs. This management plan will be prepared by contractor before the operation begins. This plan will be reviewed and approved by municipalities disaster management expert.

Safety of water structures

Necessary monitoring and inspection measures will be taken against possibility of a sabotage to public health at points of reservoirs, pumping stations and valve rooms. Security personnel will controlling critical points stated above.

Measuring the Water Quality Periodically

Flow and analysis parameters of water quality will be measured periodically. Necessary intervention equipment will be provided.

Safety of Disinfectant Tanks

Disinfectant tanks will be appropriate for chemical storage Chlorine will be used as disinfectant. Ventilation and discharge mechanisms will be provided to prevent leakages and gas accumulations. Tanks will be assembled special rooms. Special clothes for emergency actions will be provided.

Consequently, measures to be taken must be strictly applied to minimize environmental impacts to be caused by the project. Risks of activities to be carried out under the project may be effectively managed by taking the Prevention and Improvement Plan as the basis in tender, implementation and operation processes.
