ATLANTIC GATEWAY


  • The Atlantic Gateway will be a low carbon. Sustainable, economic growth zone of international importance, driven by two of Europe’s leading city regions and second only to London. In short Atlantic Gateway has significant assets and an economy with room to grow. It has potential for 250,000 new jobs and 400,000 new homes by 2030 (Atlantic Gateway p5).

  • Atlantic Gateway provides a opportunity to address issues faced by city regions collaboratively, with a particular focus on:

    • Driving innovation by supporting the growth of key sectors with a particular resonance across the Atlantic Gateway area;

    • Improving global transport, freight and digital connectivity;

    • Developing infrastructure (relating to power, water and waste) which will enable the area’s growth to be achieved without compromising climate change and sustainability objectives; and

    • Creating environments which will attract and retain the talent required to drive the area’s economic growth (Atlantic Gateway p5)

MANCHESTER CITY REGION OVER-ARCHING PRINCIPLES


  • By 2025 the Manchester City Region will be: “A world class city region at the heart of a thriving North”

    • One of Europe’s premier city regions at the forefront of knowledge economy, and with outstanding commercial, cultural and creative activities

    • World class, successfully competing internationally for investment, jobs and visitors;

    • An area where all people have the opportunity to participate in, and benefit from, the investment in and development of their city;

    • An area known for, and distinguished by, the quality of life enjoyed by its residents; and

    • An area with GVA levels to match those of London and the South East

      • By 2020 the Manchester City Region will have pioneered a new model for sustainable economic growth based around a more connected, talented and greener city region where the prosperity secured is enjoyed by the many and not the few (GM Strategy p.5)

      • It is only through a dual approach, realising the economic potential of the asset base whilst achieving regeneration in deprived communities, that the city region will achieve long-term sustainable growth (MCRDP p15)(MCRSS para.4.3)

      • Deliver a stronger city region ‘experience’ and a better quality of life (GM Strategy p55)

MANCHESTER CITY REGION SPATIAL FRAMEWORK


  • Focus business, retail, leisure, cultural and tourism development in the Regional Centre to further develop its role as the main employment location and primary economic driver of the city region (RSS Policy MCR2)(MCRSS Policy MCR2)(MCRDP p.17)(GM Strategy p56)

  • Residential development should be focused in the inner areas adjacent to the Regional Centre in order to secure a significant increase in their population, to support major regeneration activity including the Manchester-Salford Housing Market Renewal Pathfinder, and secure the improvement of communities facilities and the creation of sustainable communities (RSS Policy MCR3) (MCRSS Policy MCR2)(MCRDP p.32)

  • RSS Policy MCR3 broadly follows the above approach, but does not make reference to supporting open market housing, but allows for residential development to support local regeneration strategies and to meet identified local housing needs (particularly for affordable housing), in sustainable locations which are well served by public transport

  • Within the southern part of the Manchester City Region sustain and promote economic prosperity consistent with the environmental character of the area and the creation of attractive and sustainable communities (RSS Policy MCR4)(MCRSS Policy MCR3)(MCRDP p.34)

  • In the Northern parts of the MCR support the transformation of the local economy, regenerate communities, and enhance the (RSS Policy MCR5) (MCRSS Policy MCR4)(MCRDP p.34)

  • Improve the connectivity of the City Region inter-regional and inter/intra city regionally (RSS Policy MCR1)(MCRDP section 6.3)(MCRSS Policy MCR1)

SALFORD’S OVER-ARCHING PRINCIPLES


  • In 2024, Salford will be a beautiful and welcoming city, driven by energetic and engaged communities of highly skilled, healthy and motivated citizens, who have built a diverse and prosperous culture and economy which encourages and recognises the contribution of everyone, for everyone (Salford Community Strategy p6).

  • Help create a future where people see Salford as a great place to live. A place where you can find a choice of popular homes in desirable locations, served by excellent housing services (Salford Housing Strategy p9)

  • Community Strategy Objectives:

    • To deliver a healthy city (increasing life expectancy, promoting positive attitudes to sexual health and wellbeing, and improving quality of life, mental health and wellbeing)

    • To deliver a safe city (reduce crime and disorder, reduce anti-social behaviour and help communities to feel safer and reduce the fear of crime)

    • To deliver a learning and creative city (improve educational attainment for all children, improve skills levels, and make Salford a creative, cultural, active and sporting city)

    • To deliver a city where children and young people are valued (give children the best start in life, make young people part of the solutions and reduce child poverty)

    • To deliver an inclusive city (engage, empower and encourage all residents to be active in their community, create a welcoming and cohesive city, and improve neighbourhood working to respond to local need)

    • To deliver an economically prosperous city (encourage investment to create job opportunities, encourage business enterprise development, reduce poverty, increase income levels and tackle worklessness)

    • To deliver a city that’s good to live in (provide popular homes in desirable neighbourhoods, create an environmentally sustainable city, provide an attractive well-maintained city and improve access to facilities, services, employment and opportunities)
