7.6. Academic staff engaged in the Programme




7.6.1. Number of academic staff
More than 42 academic staff of various institutes, chairs and professors’ groups are involved in the realisation of the Programme.

Approximately 70% of the staff have the doctoral degree, the rest are having the master degree, including professionals with the master degree or a professional qualification representing various specific industries.

The structure of academic staff ensuring the study process is as follows: professors - 21%, associate professors – 5%, assistant professors 41%, lecturers – 33%.

The list of the academic staff involved in the Programme is presented in Appendix 10.




7.6.2. Appropriacy of qualifications of academic staff

The qualification of academic staff is appropriate for delivering the subjects of the Programme, which can also be seen from their CVs (see Appendix 12), including regular qualification advancement events and methodological and scientific work conducted.

The RTU FEE academic staff are actively involved in various activities of scholarly research. Major projects are:

RTU FEE academic staff are active participants of local and international conferences, they supervise research work conducted by master degree and doctoral students. The academic staff engaged in the Programme have attended conferences in Germany, Great Britain, Slovenia, Poland, Italy, Lithuania, Estonia, Belarus, Ukraine etc.
In the time period since 2002 they have been involved in executing 8 contractual assignments. In 2002/03 they have published 50 scientific articles, incl., 10 in internationally quoted publications. Besides, they have published 20 methodological publications, incl. 11 summaries of lectures. Most relevant publications are:

7.6.3. Policy of selection, renewal, training and professional advancement of academic staff

The academic staff providing the Programme is stable. To maintain their competence and develop professionally they regularly participate in conferences, seminars and other qualification advancement events, as well as continue education in post-graduate (doctoral) programme, which allows them to integrate ideas and novel approaches developed in the course of research and qualification advancement in their academic work.

New staff members are attracted from students doing doctoral degree. Currently, two lecturers are studying in the doctoral programme.
Besides raising their qualification in different conferences, seminars, courses, qualification and competence is enhanced also through involvement in the work of other organisations in consultants’ capacity.
The staff are actively participating in the methodological seminars held by RTU and other tertiary education establishments.

7.7. Sources of financing and provision of infrastructure
This academic year the programme “Entrepreneurship and management” is realised for a charge. The tuition fee for full-time studies for academic year 2005/2006 is Ls 580.-.

Next year it is planned to request to allocate 10 places to be financed from the state budget to the 1st year students. It is also planned to further increase the tuition fee for being enrolled in the Programme.


The material base used for Programme needs comprises:

  • lecture-rooms (30 seats for lectures and 30 seats for practical classes);

  • computer rooms;

  • the Methodological Room;

  • the RTU Library.

The Programme uses the infrastructure of RTU and the Faculty of Engineering Economics (lecture-rooms, libraries, sport centres, canteens, cloakrooms etc.) and is serviced by the RTU Accounting Department, Students Record Keeping Department, the Archive etc.


To further improve the study environment, lecture-rooms are provided with up-todate equipment, new methodological rooms and laboratories are created, new office equipment, computers and textbooks are being purchased etc. Currently, the Faculty of Engineering Economics has 8 computer rooms, the Harmonised System Visual Aids Methodological Room available to Programme students, all premises being gradually renovated. At the Institute of International Business and Customs, the Institute of Production and Entrepreneurship, the Institute of National and Regional Economics, and the Methodological Room students have access to the latest periodical publications, statistical materials, books, conference proceedings reflecting economy and entrepreneurship related issues.


7.8. External relations
7.8.1. Relations with employers
Currently, relations with employers are maintained through the Latvian Employers Confederation, the Customs Brokers and Logistics Association, and the Road Transport Association. Close cooperation has been established with several logistics companies employing graduates of the RTU Faculty of Engineering Economics; these companies help provide practical placement sites for Programme students. An agreement has been concluded with SIA “Baltic Logistic System – Latvia” (Appendix 12) focusing on:


  • Information exchange on topical issues and problems in logistics related training and services;

  • Cooperation with regard to improvement of the programme of “Business logistics” and development of the contents of the Programme to educate qualified logistics specialists;

  • Promotion of cooperation in logistics related research (optimisation of transport flows etc.);

  • Cooperation in providing placement sites for students;

  • Cooperation with regard to training of academic staff to acquire relevant insights into logistics practices.

To ensure closer cooperation with employers; there is the RTU Counsellors Convention, approved by the RTU Senate Council Resolution of 24 September 2001, comprising representatives of 26 different companies, banks, associations and state organisations.


Main cooperation and focus areas are:

  • Establishment of the demand for specific programmes and specialists trained,

  • Practical placement,

  • Establishment of the hemes of qualification papers (to establish the range of topical problems in enterprises to be addressed by students during practical placement),

  • Greater involvement of professionals (specialists of enterprises) in the study process.



7.8.2. Cooperation with similar profile programmes in Latvia and abroad
Benchmarking of the bachelor programme “Business logistics” offered by the RTU Faculty of Engineering Economics has been effected greatly based on the study of similar programmes offered by tertiary establishments of the European Union. Similar programmes are offered by:

  • Oxford Brookes University (United Kingdom) (Appendix 13);

  • Aston University (United Kingdom) (Appendix 14);

  • Gediminas Technical University (Lithuania) ) (Appendix 14);

Similar programmes in Latvia are offered by the Institute of Transport and Communications and the Institute of Aviation; however, these programmes are more focused on transportation management problems and to a lesser degree on the problems related with the users of the logistics chain (i.e., production / trading companies).


When comparing the Programme with the respective programmes offered abroad, it may be concluded that these programmes are similar:

  • Nominal duration of studies is similar to the programme offered by RTU, e.g., 4 years, in some programmes – 3 - 4 years;

  • Elaboration of the diploma project is planned for the last semester, with a prior practical placement in an enterprise;

  • The RTU programme is similar with the programmes offered by other tertiary educational establishments also with regard to its scope.

The Programme also contains similar subjects, e.g., transport economics, business logistics, managements of supply chains, international trade, statistics, economics of entrepreneurship, organisation of entrepreneurship etc.


7.8.3. Academic staff having teaching experience in foreign educational establishments or doing research abroad
In 2004/2005, four members of the academic staff and Faculty administration went to Norway and visited Norwegian enterprises and state institutions, as well as participated in lectures.

The academic staff of the Faculty regularly participate in international conferences, e.g., in Germany, Ukraine, Russia, Switzerland etc.

Professor M.Šenfelde has read a lecture at the College of Business Administration of the Setubal Polytechnic (Portugal); Professor N.Sprancmanis has read a lecture in at the Pori College of Economics (Finland) (in 2002).

Further details concerning involvement of the academic staff in various international projects in foreign higher educational establishments can be seen from their CVs attached in the Appendix.




7.8.4. Number of foreign visiting lecturers in the Programme

Foreign visiting professors are involved in all academic programmes offered by the Faculty of Engineering Economics. Good cooperation has been established with Norwegian and German tertiary education establishments, cooperation is being developed also with colleges in Finland and the Netherlands.

Courses are also delivered (on a regular annual basis) by visiting professors from the Buskerud College (Norway, Konsberg).


7.8.5. Students that have studied abroad on exchange programmes


Students may apply for studies at foreign higher educational establishments; these studies are arranged by the RTU International Relations Department. Programme students will also be able to use this opportunity.

Presently, there are no foreign students in the Programme.
