3.National sector policy (ies) /strategy (ies)


In 2006, a coherent sector strategy report named UÇES 2007 – 2023 was adopted. The fundamental purpose of this strategy document is to establish a healthy and viable environment by taking into consideration the economic and social conditions of Turkey and to provide the implementation of Turkish national environmental legislation by harmonising it with the EU Environmental Acquis and monitoring and controlling of its implementation. In this context, and in order to accomplish the general purpose of UÇES, priorities are given to fields such as water, waste water, waste, air, industry, nature and chemicals.

Another important environmental strategy covered in the National Programme of Turkey for the Adoption of the EU Acquis (2008) is explained in detail in the Negotiating Position Paper of the Republic of Turkey, by setting out priorities for Chapter 27: Environment. This document contains information on the overall institutional framework as well as detailed information on the Legislative Framework and Administrative Capacity regarding various pieces of Acquis in the fields of horizontal legislation, air quality, waste management, water quality, nature protection, industrial pollution control and risk management, chemicals management, climate change and noise.

The 10th NDP identifies four main objectives, one of them being “Liveable Places, Sustainable Environment”.

In terms of protection of the environment, the 10th NDP presents a very clear policy and indicates that, in accordance with a sustainable urban areas approach, environmental awareness and quality of life will increase in urban areas via implementation of the following: waste and emission reduction, energy, water and resource efficiency, recovery, noise prevention and visual pollution and usage of environmentally friendly materials.

Another meaningful environmental policy indicated in the 10th NDP, regarding environmental protection, focuses on support to environmentally-friendly applications such as renewable energy in manufacturing and services, eco-efficiency and cleaner production technologies. Additionally, improvement and branding of new environmentally-friendly products will be promoted.

With respect to the above-mentioned political framework, MoEU and MoFWA have prepared national environment related strategies and action plans in the fields of water, waste and climate change followed up by the development of management plans, as listed in Table .
