Specimen collection for Department of Transportation drug testing Personnel who collect UA specimens from DA Civilian employees who are drug tested under DOT regulations perform duties that are crucial to the integrity and success of the ASAP. They must be very carefully selected, trained, and certified to perform their duties. On installations, these DOT drug test collectors are normally the DTC or an alternate DTC; however, other personnel may also collect DOT-regulated UA specimens as long as they meet the requirements specified in chapter 9. The collector must successfully complete required training and have met all the collection requirements prescribed by the DOT regulations at 49 CFR Part 40, Subpart B.
