FLOOD PLAN
Introduction
A4.1 Previous flood experience has identified the need to plan for such events and to ensure that every effort is made to communicate the threat to all, who may be affected or able to help.
A4.2 The primary risk of flooding in West Berkshire comes from the River Thames, the Kennet and their tributaries. In some cases following prolonged heavy rain, springs may be activated, especially in the Downland areas, affecting other watercourses and generating further flood risks.

A4.3 Flood warnings affecting West Berkshire rivers will be issued by the Environment Agency (EA), Thames Region Area West. They will inform the local authorities directly from the EA flood warning centre by phone, fax, e-mail and sms. During the normal working hours phone calls, faxes, e-mails will be received by Public Protection and the Civil Contingencies team, out of hours this fax will be received by Forestcare, the CCTV centre and sms by the Civil Contingencies Team.


A4.4 The EA will also notify community flood wardens by AVM directly (where they exist), so that they can pass on the information locally. A list of EA Flood Wardens is maintained in Appendix E2.
A4.5 The Council has, with the assistance of Parish Councils, previously nominated flood co-ordinators or Wardens in some areas. Responsibility for nominating and informing Flood Wardens of Warnings has now passed to the EA; however, the Council still provides sandbags for the worst affected flood areas, following the Council’s approved Sandbag Policy. The Wardens are responsible for the collation of local information, reporting any flooding and identifying the vulnerable within the community.
Flood Warning
A4.6 Flood warnings have two primary objectives:

(a) To minimise danger to the general public and Authority personnel;

(b) To minimise losses, both financial and resources.
A4.7 For a flood warning to be effective, the conditions likely to give rise to flooding must be detected as early as possible. Additionally, information concerning the impending flood hazard must be efficiently disseminated to residents and businesses in the flood area in time for defensive action to be taken. Flood events, their location, timing and magnitude are uncertain until they happen.
A4.8 The following Flood Warning system currently applies:
FLOOD WATCH Flooding is possible in a designated area (areas), be aware, be prepared, watch out.
FLOOD WARNING Flooding of homes, businesses and main roads is forecast in a designated area (areas), act now

SEVERE FLOOD Severe flooding is forecast in a designated area (areas), WARNING there is imminent danger to life and property, act now.
ALL CLEAR There are no Flood Watches or Warnings currently in force for a designated area or areas.

A4.9 Flood Information for the West Berkshire Council area can be found on the Council Internet Site. In addition, the EA runs a Flood Information Internet Site containing flood maps. http://www.environment-agency.gov.uk/subjects/flood/floodwarning. The same information can be found on Teletext, and the 24 hour operating FLOODLINE service: 0845-988-1188.



Flood Warning Areas

A4.10 The river systems within the whole of Berkshire have been allocated Flood Warning Area (FWA) numbers. Those that concern West Berkshire are identified at Table 4.1


Dissemination of Flood Warning Information
A4.11 General: The Environment Agency automatic notification System service will directly inform all Community Flood Wardens (where they exist) in those Flood Warning Areas deemed to be at risk. AVM will also be used to provide initial warning to the Emergency Planning Officers and to the Duty Public Protection Manager.

(a) In Office Hours: All Fax Flood Warnings will be passed to Public Protection Service (PPS). Procedures for the receipt of Flood Warning Faxes can be found next to the fax machine.

(b) Out of hours, they will be passed to the Duty Public Protection Manager.
A4.12 These warnings will be relayed against standard distribution list for flooding and severe weather. It will be necessary for EPO’s and/ or the duty Public Protection Manager to read and interpret each message to determine further action.
Cancellations and Reversions

A4.13 When an all clear message is received this should be sent out to the same recipients as the original flood warning.


Major Incident or Significant Incident
A4.14 On notification of Flood Watch the Duty Public Protection Manager may intensify the liaison and information gathering processes to ensure a careful watch of the situation. This will include at least daily contact with Flood Wardens and Parishes. It is unlikely that either a significant incident or major Incident will be declared at this point.
A4.15 When a flood warning is declared the Duty Public Protection Manager may instigate Significant Incident procedures as a precautionary measure, primarily the tasking of Bronze officers to carry out reconnaissance / direct liaison with parishes and also the co-ordination of operations through the Faraday Road EOC.
A4.16 After a Severe Flood Warning - when flooding may be widespread, or deployment of resources and actions warrant it, the Authority may upgrade the emergency to a Major Incident.
Command and Control
A4.17 Command and Control will be based on the 3 tier model of Incident management Gold, Silver and Bronze. It is unlikely that a Multi-Agency Gold Command would operate unless the flooding was widespread, or unless there were a large number of people affected.
A4.18 Tactical control for the Local Authority would be maintained at the Emergency Operations Centre, with Multi Agency tactical control being maintained at the Police Silver Suite or another suitable location.
A4.19 Operational command would be co-ordinated by a Local Authority Liaison Officer at the flooding scene, probably located in a control point near to the flooding.

Actions
A4.20 The Local Authority will be a major responder, along with the Environment Agency and the Fire / Police services.
A4.21 Its first primary role will be to ensure the communication of Flood Warnings to areas of the Authority and also to Parishes that may be affected.
A4.22 The role of rescue will fall to the Fire and Rescue Service; however Adventure Dolphin (Pangbourne) and the Waterside Centre (Newbury) have the capability to provide additional boats and trained staff for rescue purposes. In addition to this there are a number of voluntary groups who can provide some limited rescue capabilities. These will be co-ordinated by the Local Authority in conjunction with the emergency services.
A4.23 The local Authority may be required to provide Rest Centres for residents who have been evacuated from flooded or flood risk properties. This may also include the provision of replacement clothing.
A4.24 West Berkshire Council will provide sandbags for private dwellings according to a specifically ordered priority list. This Policy is maintained as a separate document. Flooding from the Highway is dealt with directly by the Highways & Engineering Service and their Contractor
A4.25 Some vulnerable communities have pre-positioned sandbag stocks. These stocks are under local management. However these stocks are not being replaced once they have been used. The new procedure is that stocks of polymer filled sandbags are being stored in the emergency planning store – ISO number 8 in Ampere Road, Newbury (key in Public Protection). These will be transported to the affected area when required. They are much lighter than normal sandbags and can be easily transported and carried into position.
A4.26 The local Authority will manage flooded roads proactively, by setting up closures and diversionary routes as deemed necessary by the Highway Officers.
A4.27 Public information, Media releases and active alerts will be issued as deemed necessary as the flooding progresses.
Staff Safety
A4.28 Flooding is a hazard and any operational action should be risk assessed by the Bronze Liaison Officer.

A4.29 As a general rule, Local Authority staff should not work unaccompanied, and only enter flood water if:



  • The exact depth of the water is known to be shallow (below 90cm) with no drains, manholes, slopes or trip hazards.

  • The water is not running or flowing

  • Protective equipment is worn (high visibility clothing, waders, floatation devices)

  • There is a direct need to provide assistance to a person, or other critical reason

  • There is direct supervision of Fire Service, Adventure Dolphin/Waterside or Rescue organisation personnel

A4.30 Physical rescue is the responsibility of specialists, and as such any rescue work should be passed to them.


A4.31 All staff deployed to the flooding area must be booked in and out of the area by the Bronze Liaison Officer using MIP Form 2, and must be fully briefed on roles and safety. All staff must wear High Visibility garments marked with “West Berkshire Council” and their department or role.

Flood Watch and Warnings issued by the EA will locate the Flood Warning Area (FWA), the name of the river and a prominent location, usually a town. WARNING areas affected by Flood Warning and property at Wallingford, Goring, Whitchurch, Pangbourne and Purley.

West Berkshire Council Policy for the Provision of Sandbags
The TWO categories of flooding where West Berkshire Council anticipates that it will be asked for sandbags are:

1. Flooding from the highway


2. Flooding from rivers and streams
The responsibility of the Council is quite different for these two categories and so the policy is outlined below:

  1. Where flooding originates from the highway:

Sandbags will only be provided when the 'fabric' of a building is at risk as a result of flooding from water on the highway. Sandbags are not provided to protect gardens, garages, and outbuildings from flooding.



  1. Where flooding originates from rivers:

West Berkshire Council will deploy its limited stocks of sandbags to the following PRIORITY:-




  1. to prevent loss of life or serious injury

  1. to maintain access for emergency services

  1. to protect vital facilities within the community

  2. to protect key transport and main access routes

Only when the Council is satisfied that the above priority needs have been met will it deploy sandbags to protect private dwellings which are in imminent danger of flooding and then in accordance with the following PRIORITY:




  1. Dwellings occupied by vulnerable persons who are unable to help themselves

  2. Dwellings which are listed buildings where flooding would cause irreparable damage

  3. All other dwellings

For river flooding West Berkshire Council will NOT:-




  1. Provide Sandbags for protecting gardens.

  2. Provide Sandbags for protecting outbuildings (including garages, whether integral or not).

  3. Provide sandbags for protecting non-habitable parts of any private dwelling.

  4. Provide Sandbags for protecting commercial premises.

  5. Provide sandbags before flooding is imminent, as a precautionary measure.

  6. Guarantee the supply of sandbags to any premises, so residents are urged to make their own arrangements before flooding occurs.

  7. Guarantee the effectiveness or adequacy of supply of sandbag products provided by the Authority.

For all types of flooding West Berkshire Council WILL:-




  1. Provide assistance with deployment of sandbags to vulnerable people wherever possible, recognising their special needs.

  2. Respond to flooding incidents, assisting as best it can within its available resources.
